USDA, Interior and Defense Departments Partner to Benefit Agricultural Lands, Wildlife Habitat and Military Readiness

First Sentinel Landscape Pilot in Washington State will Support Local Economy, the Conservation of Natural Resources and National Defense

WASHINGTON, July 10, 2013 – Agriculture Secretary Tom Vilsack, Interior Secretary Sally Jewell and Defense Acting Deputy Under Secretary for Installations and Environment John Conger announced today a federal, local and private collaboration that will preserve agricultural lands, assist with military readiness and restore and protect wildlife habitat.

Through the Sentinel Landscapes partnership, the U.S. Department of Agriculture (USDA), U.S. Department of the Interior (Interior) and Department of Defense (DoD) will work together in overlapping priority areas near military installations to help farmers and ranchers make improvements to the land that benefit their operation, enhance wildlife habitat, and enable DoD’s training missions to continue.

“This is a great example of a federal, local and private collaboration working together to achieve greater results for the American people – in this case by enhancing conservation efforts while ensuring our national defense,” Vilsack said. “As a result of this partnership between Federal agencies and private partners, producers will have greater certainty with regard to the environment, we’ll protect habitat for at-risk species, and our Armed Forces will retain access to important training opportunities.”

“Today’s announcement is a win-win for the American people and for the land and wildlife we cherish,” Jewell said. “We are taking an important step in addressing one of the greatest threats to wildlife in America today, loss of habitat, while helping to ensure the preservation of working landscapes and our military readiness.”

“The Department of Defense is committed to working together with other federal agencies to ensure we sustain a world-class training environment at military installations across the country,” Conger said. “This arrangement benefits our service members and is an innovative, efficient use of taxpayer resources. It has the added benefits of protecting important habitats for imperiled wildlife species and working lands in rural communities that surround military installations. I look forward to our applying this model at other locations across the country.”

A result of collaboration through the White House Rural Council, the federal agencies will kick off this partnership through a pilot Sentinel Landscape in the South Puget Sound region of Washington State. Home to Joint Base Lewis-McChord, an important troop training facility, this region has some of the last remaining native prairie habitat in the state.

Once covering 150,000 acres, only three percent of the original native prairie habitat remains due to development. Several of the at-risk species in this area include Taylor’s checkerspot butterfly, the streaked horned lark, and the Mazama pocket gopher. A rare native plant, the golden Indian paintbrush, is already listed as “threatened” under the Endangered Species Act.

DoD, USDA’s Natural Resources Conservation Service (NRCS), Interior’s U.S. Fish and Wildlife Service and partner organizations will invest more than $12.6 million to restore and protect more than 2,600 acres of this important prairie habitat on both public and private lands, allowing training activities at the Joint Base to move forward with more flexibility.

Many NRCS conservation and DoD programs ease pressures that development puts on wildlife habitat, including DoD’s Readiness and Environmental Protection Integration program. Left unaddressed, this decreasing habitat could otherwise restrict testing and training on military installations, areas to which many species flee when displaced by development.

The creation of long-term or permanent easements will protect nearby agricultural and private lands from development and help preserve farms and rural culture. Wildlife habitat can be created and managed to benefit species as well as agricultural production and military readiness.

Building on the successes of USDA’s Working Lands for Wildlife, the U.S. Fish and Wildlife Service will provide regulatory predictability under the Endangered Species Act to ranchers who implement conservation practices in the pilot landscape, and is pursuing the possibility of granting ecosystem credits to DoD from the federal conservation investments.

With interagency and private collaboration, these Sentinel Landscapes will help preserve the land’s natural character while benefitting national defense, local economies and the conservation of natural resources.

The departments are reviewing additional sites for the partnership to collaborate in the future and will continue to capitalize on the USDA, Interior, DoD and local partners’ overlying priorities and programs.

Washington snowpack 112 percent, best in West

The mountain snowpack in Washington is 112 percent of normal and the best in the West, where the average for other states is about 75 percent, a water supply specialist with the Natural Resources Conservation Service said Friday.

Arizona is the lowest at 40 percent and the Southwest is in “tough shape” for its water outlook for the rest of the year, said Scott Pattee who works for the U.S. Department of Agriculture service in Mount Vernon.

The service compiled reports from measurements taken April 1 — usually the peak time for the mountain snowpack in the water year, which begins Oct. 1. The percent of normal figures are based on a 30-year average.

“The ‘so what’ on this story is that 70 to 80 percent of surface water in the Pacific Northwest comes from mountain snowmelt,” Pattee said.

The snowpack measurement tells utility managers how much power they can expect hydroelectric dams to generate, tells farmers how much irrigation water they can expect to pour on crops, tells fisheries managers whether migrating salmon will have sufficient stream flows. Snowpack information also is used in avalanche forecasts and by river-rafters planning their season.

In Washington, the snowpack is heaviest on the Olympics at 130 percent and lowest in the southeast corner of the state at 85 percent.

“I don’t think there’s going to be much concern,” Pattee said.

The Northwest received plenty of precipitation, especially in the October-December period.

“It just came in surges this year,” he said.

Other states don’t have as much water in the snow bank.

“Most of the Southwest is in pretty tough shape” with a poor stream flow outlook, Pattee said.

Snow measurements for the survey in Washington are taken by about 30 people with utilities, irrigation districts and agencies like the Bureau of Land Management. Data also comes from 70 automated SNOTEL stations in the state, Pattee said. The information goes through computer models for forecasts.

In Washington the snowpack peaked on March 24 and started slowly melting, he said.

The state snowpack averages, according to Natural Resources Conservation Service figures:

Alaska around 100 percent, Arizona 40, Northern California 61, Colorado 72, Idaho 80, Montana 92, Nevada 64, New Mexico 45, Oregon 84, Utah 66, Washington 112, Wyoming 82.

The service only measures Northern California and the state has its own system for the rest of California, Pattee said.

  New “Smart Snacks in School” proposal to ensure vending machines, snack bars include healthy choices

WASHINGTON, Feb. 1, 2013 – USDA today announced the public comment period has opened on proposed new standards to ensure that children have access to healthy food options in school.

“Parents and teachers work hard to instill healthy eating habits in our kids, and these efforts should be supported when kids walk through the schoolhouse door,” said Agriculture Secretary Tom Vilsack. “Good nutrition lays the groundwork for good health and academic success. Providing healthy options throughout school cafeterias, vending machines, and snack bars will complement the gains made with the new, healthy standards for school breakfast and lunch so the healthy choice is the easy choice for our kids.”

The Healthy, Hunger-Free Kids Act of 2010 requires USDA to establish nutrition standards for all foods sold in schools — beyond the federally-supported school meals programs. The “Smart Snacks in School” proposed rule, to be published soon in the Federal Register, is the first step in the process to create national standards. The new proposed standards draw on recommendations from the Institute of Medicine, existing voluntary standards already implemented by thousands of schools around the country, and healthy food and beverage offerings already available in the marketplace.

Highlights of USDA’s proposal include:

  • More of the foods we should encourage. Promoting availability of healthy snack foods with whole grains, low fat dairy, fruits, vegetables or protein foods as their main ingredients.
  • Less of the foods we should avoid. Ensuring that snack food items are lower in fat, sugar, and sodium and provide more of the nutrients kids need.
  • Targeted standards. Allowing variation by age group for factors such as beverage portion size and caffeine content.
  • Flexibility for important traditions. Preserving the ability for parents to send in bagged lunches of their choosing or treats for activities such as birthday parties, holidays, and other celebrations; and allowing schools to continue traditions like occasional fundraisers and bake sales.
  • Reasonable limitations on when and where the standards apply. Ensuring that standards only affect foods that are sold on school campus during the school day. Foods sold at an afterschool sporting event or other activity will not be subject to these requirements.
  • Flexibility for state and local communities. Allowing significant local and regional autonomy by only establishing minimum requirements for schools. States and schools that have stronger standards than what is being proposed will be able to maintain their own policies.
  • Significant transition period for schools and industry. The standards will not go into effect until at least one full school year after public comment is considered and an implementing rule is published to ensure that schools and vendors have adequate time to adapt.

The public is encouraged to review the proposal and to provide comments and information for consideration by USDA. The text of the proposed rule is available at http://www.fns.usda.gov/cga/020113-snacks.pdf . Once the rule is published in the Federal Register, which is expected next week, the public will be able to provide feedback through http://www.regulations.gov/. USDA will seek public comment on the proposal for 60 days.

Earlier this week, the Centers for Disease Control and Prevention (CDC) issued a report that analyzed state policies for food and beverages served outside the school lunch line which noted that 39 states already have a state law, regulation or policy in place related to the sale or availability of snack foods and beverages in schools. In many cases, local level (district and school) policies and practices exceeded state requirements or recommendations. USDA’s proposal would establish a national baseline of these standards, with the overall goal of improving the health and nutrition of our kids.

These proposed standards are part of a bi-partisan package of changes passed by Congress in 2010 designed to ensure that students have healthy options in school. Other parts of that package include updated nutrition standards for federally-subsidized school meals that provide children more fruits, vegetables, and whole grains; additional funding for schools to support improved meals; and guidance on stronger local wellness policies.

Collectively these policies will help combat child hunger and obesity and improve the health and nutrition of the nation’s children; a top priority for the Obama Administration. The proposed rule announced today is an important component of First Lady Michelle Obama’s Let’s Move! initiative to combat the challenge of childhood obesity.

USDA’s Food and Nutrition Service administers America’s nutrition assistance programs including the National School Lunch and School Breakfast programs, the Summer Food Service Program, and Supplemental Nutrition Assistance Program, and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Together these programs make up the federal nutrition safety net.
