Twenty-three students celebrate TERO graduation

TVTC grad, Jackson Bascue (Tulalip), is ready to build a better tomorrow, equipped with proper certifications and new tool belt.

“It feels great,” says TERO Training Vocational Center (TVTC) graduate and Tulalip tribal member, Joseph Henry. “It’s a blessing to be a part of this program. It gives us a lot of opportunities, opens many doors for us. It’s the stepping stone of where we want to go. What I learned from this program is to be humble, utilize all your tools. It gives us a career, more than just a temporary job. I have several trades that I wouldn’t mind pursuing, cementing, masonry or carpentry, that really caught my eye. The goal is to build my own house one day. We’ve gained so much skills, it’s really an honor to be Native and take part in a program like this.”

TVTC is a hands-on learning experience that trains Native Americans, from all tribal nations, and their family members in the construction trades. During the sixteen-week course, the students learn several skills that they can apply at a variety of well-paying jobs including carpentry, cementing, plumbing as well as electrical and mechanical work. In addition, they also earn their flagging, first aid and safety certifications. 

TVTC is well known throughout the nation and has welcomed Indigenous Peoples from many tribes. It is one, if not the only, Native pre-apprentice program in the United States. Most recently, the training center began adding new vocational trainings for their students such as marine technology and medical pre-apprenticeship. 

On the morning of December 17, friends and family of twenty-three TVTC students gathered at the Hibulb Cultural Center longhouse to witness their loved ones graduate from the program.

With fifteen Tulalip graduates, seven graduates from other tribal nations and one Tulalip spouse, this latest graduating class saw a whopping twenty-two students complete the construction program and one student successfully finish the medical apprenticeship program. TERO strives to provide ‘training for a better tomorrow’ by teaching tribal members how to work with their hands, giving them the tools and foundation to build a new future for themselves.

“Our construction students did sixteen weeks of intense training,” explains TERO Director, Summer Hammons. “That’s five hundred and sixty-hours and twenty-eight college credits. They’re walking away with OSHA (Occupational Safety and Health Administration) training, forty-hours of HAZWOPER [Hazardous Waste Operations and Emergency Response] training, forty-hours of scaffolding, flagger certification, CPR/First Aid training and boom, scissor, and fork-lift certification. 

“Our medical apprenticeship program, we started at our health clinic,” she continues. “It’s about a year-long and we worked with the Washington Association of Community and Migrant Health Services. They do forty hours a week, completing a 2000-hour apprentice program in the medical field, requiring additional online classes, ten to fifteen hours a week, plus three Saturday, full-day clinical workshops. And bringing the cultural element, we’ve also brought a new aspect called marine technology and that’s working with the waters and the fishing component, so that our students can learn how to fabricate their boats and work on their engines.”

The TVTC participants work on a number of projects throughout the course, all while developing important and necessary skills like time management, finance and resume building. The program is largely based on creating a brighter future for tribal families. Therefore, TVTC puts a special emphasis on including the families throughout their loved one’s journey, hosting fun family nights and providing a number of resources for children, to parents who are enrolled in the classes. 

As the graduation ceremony continued, the students received their diplomas as well as a tool belt they can put to use once they’ve landed their first job. Upon receiving their certificates, it was easy to see that each student shared a unique connection with their instructors Mark Newland, Billy Burchett and Lisa Telford.

“When I first started I wasn’t sure if I would complete it because my whole life I’d quit things before finishing,” expresses Tulalip tribal member and TVTC grad, Rose Runningwater. “Lisa pushed me really hard to do this for myself. I completed this class because I wanted it and I realized that because she pushed me. It was a really good experience and I know today that I’m a woman who can spread my wings, fly and get what I want out of life.” 

 Many students offered hugs and even shared a few words of appreciation about their teachers, gifting them with items such as paddles and blankets. 

“I can’t describe it; it makes me want to well up right now,” says Mark after receiving a beautiful Eighth Generation wool blanket. “I’m so humble, I just try to pass on what I know to the people of my community. We had a large class – lots of strong personalities, leaders and also six strong women to help out. We built four tiny houses that will be utilized here in Tulalip and we also built some looms for this museum that are on display right now. It was a really fun class and I’m excited to see where this will take them.”

Committing to a program that takes months to complete is no easy feat by any means. Although a majority of the class lives locally, a handful of student’s live hours away from Tulalip and made a long-distance trip every day, including Warm Springs tribal member, Nalani Brisbois, who lives nearly one hundred miles away in Nisqually. By befriending fellow classmate and Colville tribal member, Annette Squetimkin, Nalani fortunately did not have to make the entire commute alone.

“I would wake up at 3:30 every morning, get ready and hit the road by 4:30,” Nalani says. “I’d stop in Tukwila and pick up Annette and we’d get here around 7:30. It was kind of hard – early mornings every day. Sometimes I didn’t want to come back but I kept at it and I’m happy because it was really worth it.” 

Puyallup tribal member, Sandy Dillion, can relate to his classmates as he had early mornings as well and would return home late evenings after traveling through stop-and-go traffic, taking away much needed family time from his wife and kids. 

“It was pretty tough,” he says. “Waking up at 4:30 in the morning and having to leave the house at 5:05. It was worth it for me though because just thinking about it, in the long run, driving this far every day to make some money in my future is definitely going to pay off. Our TERO department [in Puyallup] is not as big as this one, so for them to reach out to other tribal members to get them educated and started on a career path is important. I’m really appreciative of this opportunity and I want to thank the Tulalip Tribes.”

Several union representatives were in attendance, looking to introduce themselves and recruit new employees. The TERO department recognized two local construction business owners, Chris Winters and Gordy Sansaver, who acted as liaisons, assisting TVTC graduates find work throughout the years. Many TVTC Alumni sat amongst the crowd, supporting the new graduates. Alumni took a moment to share their success stories and experiences with the program, encouraging other tribal members to consider a career in the trades. 

“If you have any interest at all, come sign up,” said Mark. “You’ll find out that working with your hands, working outside and building a future is for you because the rewards are tremendous. The Tulalip TERO program has paved the way for so many students. It’s there for the taking, you just have to reach out and put your mind to it and go for it.”

The TVTC pre-apprentice construction program is accredited through Renton Technical College and South Seattle Community College and is funded by the Tulalip Charitable Fund and the W.K. Kellogg Foundation. There is no cost to enroll in the apprenticeship and the program comes highly recommended from previous students.

Building a better future with Tulalip’s construction career program

Educators, parents and others often place emphasis on college preparation and earning an Associate or Bachelor’s degree by traditional means. But some students see a more hands-on future for themselves. For those unafraid of getting their hands dirty and learning the true meaning behind a hard day’s work there are ample opportunities available within the construction industry. 

In fact, look around the Seattle area and you’ll see more cranes than you can count. While other career pathways may be oversaturated and hard to come by, the construction trades are booming. According to the U.S. Department of Labor, open construction positions are expected to increase by more than 745,000 jobs nationally through 2026, a faster growth than any other occupation. In Washington State alone, there are already more than 3,200 unfilled construction jobs, of which many pay more than the average state wage of $54,000 a year. 

Whether it be laborer, carpenter, ironworker or heavy equipment operator, there are countless openings for work and advancement within construction trades, especially for sought after minorities, like Native Americans and women. A major access point for entry into the construction trades for tribal citizens and their families continues to be Tulalip’s own TERO Vocational Training Center (TVTC).

On Wednesday, May 30, eighteen TVTC students were honored with a graduation banquet for their commitment to building a better future. Over 200 guests attended, including several Board of Directors, trade union representatives, and many cheerful friends and family members of the graduates. 

Of this latest graduating cohort, nine students are Tulalip tribal members, two are children of tribal members, and seven are other Native. Three hardworking ladies were among the graduates; Sela Kalama (Quinault), Verla Wapato (Yakama) and Pamela Dick (Colville). The desire to build a new skillset while creating new career pathways was the main motivator, as each of these three women left their home and children in order to reside within the Tulalip area for the duration of the intensive, sixteen-week pre-apprenticeship construction trades program 

As far as we know, the TVTC program, which is managed by the Tulalip TERO, is the first and only state and nationally recognized Native American pre-apprenticeship program in the country. The program is accredited through South Seattle Community College and Renton Technical College, while all the in-class, hands-on curriculum has been formally approved by the Washington State Apprentice and Training Council. 

The sixteen-week program provides 501-hours of hands on instruction, strength building exercise, and construction skills that can last a lifetime. In addition, students are trained and awarded certifications in flagging, first aid/CPR, and OSHA 10-hour safety training. Also, students receive certification in the scissor lift, boom lift, industrial fork lift, and powder-actuated tools. Upon completion, each graduate’s diligent training is rewarded with a wide-range of new employment opportunities as they navigate the construction trades career path. 

  “I took this class to better my work experience, gain new skills, and become more comfortable with interviews,” said Tulalip tribal member and now TVTC graduate, Izzy Wolftail. “My favorite part of the TVTC experience was making new friends from different tribes and working side-by-side with them to complete our tiny home project. I plan on bettering my future and the Tribe with my new skills.”

TVTC pre-apprenticeship is a unique, nationally known model that supports tribal members from sovereign nations across the United States. The program is not dependent on tribal hard dollars. In fact, zero hard dollars are used to fund it. Instead, due to the dedication and commitment of so many individuals the TVTC program continues to grow and gain more recognition while being funded by the graciousness of the Tulalip Charitable Fund and W.K. Kellogg Foundation.

“This particular group of students was just tremendous,” described instructor Mark Newland during the graduation ceremony. “They came prepared and ready to work every single day. Each student was eager to learn and they worked really well with one another. It was a pleasure being their instructor.”

Under the supervision of Mark and co-instructor Billy Burchett, spring quarter students constructed four tiny homes as their final class project. These houses, which are approximately 120-square-feet in size, are the first batch of tiny homes that will be staying on the reservation, with plans for them to provide shelter for homeless tribal members. The insulated houses will be a major upgrade for their soon-to-be residents as they offer electricity, heat, and, most importantly, a measure of stability.

“Tulalip Tribes Board of Directors requested this TVTC cohort build the first four tiny houses for the Tribe. The Board provided the materials and the class built the houses,” explained Lynne Bansemer, TERO Coordinator. “According to instructor Mark Newland these were the best home that have been built to date by our students. We feel the reason is because they were built with love. Bringing this home has meant so much for the TERO and TVTC staff, but our students knew they were building for potential family and friends. What a difference this made!”

Beyond construction skills, several students, who are also tribal members, reached major milestones during the pre-apprenticeship program. Quinton Hill retrieved his driver’s license, while Carter Paul and Hayden Cepa both put in the work necessary to be awarded their high school diploma. 

“For persons on the path to recovery, we have seen them find success during their time as TVTC students and beyond,” added Lynne. “This program introduces them to so many new experiences, shows them their unique individual strengths, and builds their confidence to new heights. We have had families reunited and people find the success they have hoped for because they are able to see daily how strong and capable they are.”

The program is accredited through South Seattle Community College and Renton Technical College, while all the in-class, hands-on curriculum has been formally approved by the Washington State Apprentice and Training Council.

The fifteen-week program provides curriculum that teaches a variety of core construction skills that can last a lifetime. Upon completion, the graduate’s dedication to a better future is rewarded with a wide-range of new employment opportunities now available to each graduate as they navigate the construction trades career path. In addition, students are trained and awarded certifications in flagging, first aid/CPR, and OSHA 10-hour safety training. Graduates have also received certification on three pieces of lift equipment, specifically the scissor lift, boom lift, and industrial fork lift. TVTC students graduate trained and ready to safely and productively enter the construction work environment.

“This TERO program is an amazing opportunity for any Native American, regardless of which tribe you’re from,” says Tulalip tribal member and now TVTC graduate, Brando Jones. “I was living in Tacoma when I first learned of this class. After meeting with Lynne and Robert from Tulalip TERO I knew this class was the best chance for me to reconnect with Tulalip, while at the same time building a foundation for a better future. Now that I’ve graduated, my goal is to use this experience as a stepping stone towards success. I’m really going to miss the teachers and students. To my fellow graduates I say this, ‘We have the tools to build and keys to unlock doors, so let’s get it!’”

This Fall session gave TVTC students plenty of opportunities to showcase their newly acquired construction-based skill set with a series of projects. Community projects included a two-day demo and refurbishing of the Hibulb Cultural Center’s fence, constructing a presentation booth for Hibulb, and making a concrete sidewalk at the apprenticeship training headquarters in Seattle.

“This particular group of students was a very together, cohesive unit,” describes instructor Mark Newland. “They looked after one another real well and were always willing to help each other out. When it came to the culminating project, building three tiny houses, the students showed a lot of passion in their work and did an awesome job.”

The insulated houses will be a major upgrade for their soon-to-be residents as they offer electricity, heat, a much safer environment and, most importantly, a measure of stability.

“TVTC works with Low Income Housing Institute (LIHI). To date we have built 18 tiny Homes for this organization, which donates all supplies and materials required. This has saved TVTC thousands of dollars as these houses are used for training purposes, and lumber that was previously purchased for class is no longer needed,” explains TERO Coordinator, Lynne Bansemer.

“This most recent TVTC session we added a specialty course – a forty-hour scaffolding course – that was developed by the Carpenters Union Training division,” adds Lynne. “TVTC is excited to bring this opportunity to our students as scaffolding is used across many trades and this allows more employment opportunities for our students.”

Since the Fall of 2013, when TERO took over the program, 141 students have graduated the pre-apprenticeship program. Of those 141 graduates, 57 have been Tulalip Tribal members, and 17 have either been Tulalip spouses or parents. That’s 74 graduates from Tulalip and 67 fellow Native Americans from all over the region who have opted to train for a better tomorrow by completing the construction training program.

TVTC has seen an increasing number of persons who balance a full-time job while attending the training program. This term they had several students who came to training school every day who held full-time jobs by working swing or graveyard shifts. These students wanted more opportunities in their future and were willing to put in the dedication and sacrifice necessary in order to open more doors.

Basket weaving and story time bring families to TVTC

The latest cohort of TERO Vocational Training Center (TVTC) students made some pretty cool memories with their family and friends on October 25th, during the autumn session’s “Family Day”.

“We set aside a day every session to bring families together, allowing for the children of students to visit the training center and experience their parents’ success,” says Lynne Bansemer, Tulalip TERO Coordinator. “Family Day focuses on literacy as well. We partnered with Sno-Isle Libraries who come in for storytelling, library card sign-up, and book check out.”

Making the day even more impactful for everyone was being given an introduction to basketry. Instructors Heidi Miller and Bill Roeder were on hand to teach construction students and their families how to make garlic baskets in the traditional way, using round reed.

“It was a privilege to have an opportunity to get some bonding time with my son and his grandfather at Family Day. It was exciting to meet with my fellow students and get to know them a little better after being introduced to their families,” says TVTC student and Tulalip tribal member, Brando Jones, who had his father and infant son, Dakota, on-site participating in Family Day. “My favorite part was learning how to weave a small basket. I’m making it as a gift for my son. Also, it was awesome bringing my father in to get a behind the scenes look into what it is we do in pursuit of a construction career.”

The gathering of students with their young children also allowed for some hands-on experience with trade skills. Several of the kids assisted their parents adding special meaning to their personal projects. Whether it was hammering a nail or adding additional flare with some bright colored paint, the children apprentices made their presence felt.

Jessica Bustad and her young daughter, Jazmyn, spent their morning at the construction center partaking in the day’s activities in support of TVTC student, Rayvin Foster.

“I thought the TERO family day was great! All of the staff did a great job in making the day special for families,” shared Jessica. “It made me feel good to see what Rayvin has been working on and all of the different types of knowledge he is gaining from being a part of the class. Our daughter, who is 18 months old, loved running around the shop and wearing her “safety” gear they gifted to her. We were also able to sign back up for our library cards and get my daughter some books from the book mobile.”

“Accomplishing this graduation day is a great milestone for the students. They worked hard to get here. I’d like to thank them for the benches they made that will be a part of our longhouse. Also, the three tiny homes they made that will be donated to the Seattle homeless is such a good cause. The work that they’ve done is real world work and it will add to the Tulalip and Seattle communities. I raise my hands to that quality of work. The teachings and values of our work is to do things in a good way, to help and add to our community, and I think you all have met those traditional values. You have honored our ancestors by putting your best foot forward and doing the best you can. I’m truly happy to be a witness to what you all have achieved on this special day.”

Tulalip TERO was recently awarded the ‘Housing Hero” award by the Low Income Housing Institute for donating the most tiny homes to the Seattle Homeless. Including the three to be soon delivered, Tulalip TERO has constructed and given a total of eleven tiny homes to those in most need.

Since the Fall of 2013, when TERO took over the program, 108 students have graduated the pre-apprenticeship program. Of those 108 graduates, 43 have been Tulalip Tribal members, and 11 have either been Tulalip spouses or parents. That’s 54 graduates from Tulalip and 54 fellow Native Americans from all over the region who have opted to train for a better tomorrow and complete the construction training program.

Among this graduating class are two members of the Northern Arapaho tribe. Nick Brown and Weston Shakespeare both journeyed from their reservation in Wyoming to attend the heralded TVTC class. Also among this cohort of graduates is 18-year-old Francis Napoleon of Quinault. After just graduating Aberdeen High School, Francis was informed of the Tulalip TVTC class and was determined to open up more possible career paths for his future. He packed up a few essential belongings and moved in with family just outside of Tacoma (the closest relative he had to Tulalip), and then proceeded to wake up every day at 4:45 a.m. so he could drive himself to class in Tulalip by 8:00 a.m. Following class he’d hop back in his car and drive back down to Tacoma, where he’d usually arrive at 6:00 p.m. Every day for three-months he endured a monster commute and marginal free time in order to obtain the one-of-a-kind pre-apprenticeship certification offered by Tulalip TERO.

“My immediate plans are to move back to Aberdeen and hopefully go to work for a construction company close to home,” says Francis, who had zero previous experience with construction tools prior to the class. “I’d recommend the program to any Native American. I loved it. The learning experience, the instructors, and my fellow students made it a great three-months.”
