TULALIP – The Tulalip Lushootseed Language Camp will begin July 21, marking its 19th consecutive year of connecting Tulalip youth, ages 5-12, to the Lushootseed language and Tulalip culture.

This year youth will learn the traditional Tulalip story, “Seal Hunting Brothers,” told by Martha LaMont. Through the use of activity stations that include art, weaving, technology, traditional teachings, songs, and games among others, youth will learn the traditional story in Lushootseed. Youth will then perform the story in a play for the community at the end of the weeklong camp.

“This story is passed down from Martha LaMont and is one of our vision, mission and values story. Each year we pick our theme and pick our story. We ask ourselves, what story do we want them to learn; what morals do we want them to learn?” said Tulalip Luhootseed teacher Natosha Gobin, who has been teaching at the camp for over a decade.

The story, “The Seal Hunting Brothers,” explores topics about greed, honesty, providing for family and community, as well as explaining how the killer whale became the Tulalip Tribes emblem.

This year, teachers from the Quil Ceda & Tulalip Elementary School will be joining the camp in a collaborative effort to continue building a trust relationship between Marysville School District teachers and Tulalip youth.

“We’ve been doing this for 19 years, and I have been helping to lead the camp since 2003. After this many years, it is hard to hold back on all the ideas that we want to do. This year in our art station we will be teaching about Southern Coast Salish art.  Kids will be able to start learning about the art design elements and how to put those elements together, while learning about positive and negative space,” said Gobin.

Held at the Tulalip Kenny Moses Building, the interactive camp is held in two sessions and open to 100 youth. Registration is open until July 28. Both camp sessions will feature a play based on the “The Seal Hunting Brothers,” held at the Hibulb Cultural Center’s Longhouse, followed by a potlatch and a traditional honoring of community members.

County refunding $5 million in taxes to building owners on tribal land

EVERETT — Snohomish County has started mailing millions of dollars in property-tax refunds to building owners on tribal land, as a result of a court case with nationwide implications.

Big-box retailers such as Wal-Mart and Home Depot at the Tulalip Tribes’ Quil Ceda Village along I-5, plus some 1,200 homeowners, are in line for about $5 million in combined payments, county officials said

The money will come out of budgets for schools, fire departments and other taxing districts.

Local governments stand to recoup some lost revenue, but property owners who aren’t exempt from the ruling will be left with a larger share of the future tax burden.

“That will be a shift,” county Assessor Cindy Portmann said.

The changes under way here, and elsewhere in Washington, stem from a legal fight over a resort in Thurston County.

Thurston County had been collecting property taxes on Great Wolf Lodge, the water park resort midway between Seattle and Portland. Great Wolf Lodge occupies federal land held in trust for the Chehalis Tribe, which owns 51 percent of the local partnership.

Thurston County started assessing property taxes on the resort buildings in 2007. In 2008, the year the resort opened, the Chehalis Tribe sued, arguing the property should be exempt from property taxes. Though the tribe lost an initial battle in federal district court, the 9th U.S. Circuit Court of Appeals last year decided in its favor.

Tulalip tribal leaders view the court’s decision as a long-overdue correction to an injustice.

“(It’s) a great victory for Indian Country for the federal government to finally recognize its obligations under the treaties they established with Indian nations giving us the right to exist as sovereign nations,” said Les Parks, vice chairman of the tribes’ Board of Directors.

A 1955 federal law established that sovereign Indian nations are exempt from paying local or state taxes on federal lands held in trust for tribes. As a result, the land itself was exempt from county property taxes. Buildings and other improvements on that land also were considered exempt, if owned by Indians.

That wasn’t the case for buildings and other improvements owned by non-Indians. Counties considered that property taxable, and acted accordingly.

Last year’s federal court decision stopped that practice. It made property taxation uniform on the trust lands, regardless of who owns any buildings.

County assessors in Washington are just now figuring out how to comply.

The Snohomish County Assessor’s Office estimates that the change will remove nearly $106 million from this year’s tax rolls.

The approximately 1,400 taxpayers in line for a refund include Seattle Premium Outlets, Wal-Mart and Home Depot, among other businesses located on Tulalip tribal land fronting I-5. Of the total, some 1,200 are homeowners, including non-tribal residents living on leased land around Tulalip Bay. What they have in common is that none are tribal members but all own improvements — mainly buildings — on land that the federal government holds in trust for the tribes.

“The buildings were taxable, but now they are exempt,” Portmann said.

The court decision is retroactive to the second half of 2011. It covers any 2014 property taxes already paid to the county.

Commercial properties on Tulalip property along I-5 are owed nearly $2.7 million combined, treasurer Kirke Sievers said. The total does not include the Tulalip Resort or Cabela’s buildings, which are owned by the Tulalips and were previously considered exempt.

A typical homeowner with one of the affected properties could receive a $2,500 refund for the three years.

“That’s strictly an eyeball look at what I’m seeing going across my desk,” Sievers said.

The treasurer said it likely will take his staff a few months to complete mailing all of the refunds.

The revenues now being returned had been collected for fire protection, education, libraries and a host of other countywide services.

The Marysville School District could take the biggest financial hit — up to $2 million — for the three years. The Marysville Fire District could lose up to $500,000. Fire District 15, covering the Tulalip area, could be out $150,000.

Some districts have the ability to recoup the revenue in 2015 — but it would be borne by taxpayers in the form of higher bills. The potential revenue estimates are worst-case scenarios, because county hasn’t had time to calculate variables such as delinquent payments and exemptions.

A refund levy allows taxing districts to raise their levy amounts to recover past losses, if they don’t exceed their maximum rate.

The Marysville School District expects to make up most, if not all of its lost revenue through a refund levy, said Jim Baker, executive director for finance and operations.

“This issue should be a short-term ‘cash flow’ issue not a total loss of local property taxes for the district,” Baker wrote in an email.

The Marysville Fire District, on the other hand, probably doesn’t have enough levy capacity to make up much of its loss.

“We know we won’t be able to get all of it back,” finance manager Chelsie Reece said.

The Tulalip Tribes want to work with affected districts to help manage any negative impacts, Parks said.

“We’re all partners in the same community,” he said. “We’ll fully research what the impacts are going to be and minimize those impacts.”

The tribal government hopes to set up its own assessor’s office over the next few months to start collecting property taxes for government services, Parks said. Though they could have assessed property taxes in past years, he said, they opted against it to avoid double-taxing property owners.

“In 1996, Marysville and Tulalip had just built a bridge, the 88th Street Bridge,” began Tulalip Vice Chairman Les Parks as he delivered the annual Marysville Tulalip Chamber of Commerce State of Tulalip Address. He recalled the direction Tulalip was moving in when he first served on the tribal council, and how it has changed over the last 20 years, noting the focus and success of building an economy that is mutually beneficial for both Tulalip and Marysville.

“On the east side of this bridge was a brand new corridor–and it was a big day for the Marysville Tulalip area.” Today, it is a shopping plaza that includes Haggens, Starbucks and other retail stores.  “But on the west side of the freeway there was nothing but a stand of cedar trees,” he recalled. “We went to work building Quil Ceda Village. One of the greatest feelings is to do what we did here at Tulalip, for our Indian people, and the dream and the vision that we had of economic success has become a reality.”

Since the construction of the 88th Street Bridge in 1996, the Quil Ceda Village business park experienced a rapid growth in economic development, creating a successful economy which continues to grow today. In that time, Quil Ceda Village also received a charter as a federal municipality, now operating as a city, governed by the Tulalip Tribes, and yet, separate from the tribal government. Because of that structure, Quil Ceda Village has been able to contribute immensely to the greater economic development and growth of Snohomish County. Since the establishment of first federal city, Washington D.C., Quil Ceda Village is the second federally chartered city in the nation. A dream realized after more than 50 years, the village is a thriving success which has the Tulalip Tribes poised to reclaim taxes.

“The Federal Register now contains language that prohibits states and counties from assessing taxes on building improvements on and off reservation when it’s Indian owned-land and affirmed by the Great Wolf Lodge case this September in the Ninth Circuit,” continued Vice Chairman Parks. “We are currently in the process of developing an Assessor’s office so that we can begin to assess those taxes we’ve always known were ours. Tulalip itself, and I know it has been told to the Marysville Tulalip Chamber of Commerce many times, put a ton of money into the infrastructure, in the ground we’re sitting on, to the tune of about $65 million. Now I believe we are in excess of $100 million.”

“And who gets to benefit from the tax?” he asked. “Marysville does, Snohomish County does, the state does, but Tulalip gets zero,” Vice Chairman Parks explained.

There are a number of Tulalip public works projects that are underway, planned, or in the planning process that will ease some of the stressors and impacts which accompany economic expansion. Most notably are the utilities project known as the Big Water project, and revisions to the 116th Street Freeway Overpass to streamline traffic flow. Currently, the overpass is a bottleneck, with one lane in each direction, and a center turn lane for each freeway onramp.

Parks announced, “Next month we’re going to put out to bid to start construction of the bridge. In eighteen months, we’re going to see a six-lane bridge, which is what everybody’s been waiting for,” he said. “Largely, Tulalip is the lead on that project; we invest a lot of money, a lot of time, a lot of effort. We know we have been responsible for the traffic nightmare, we know Marysville has been partially responsible, but we have taken the lead. We do that because we want to be good neighbors. We want our success to be your success, and your success to be ours. Thank you Marysville, thank you everybody that’s contributed to that project,” said Vice Chairman Parks.

“In about two years we’re going to have water pumping through that new water main. 36 million gallons a day, that’s a lot of water. We may not need all that water yet but future generations will. When we decided to invest in that line through a negotiated settlement with Mayor Ray Stephanson, and the City Council of Everett, we wanted water to enhance and augment our stream flows, where our salmon are being raised, and we wanted to do that due to the loss of habitat. We want water back at Tulalip, and we’re going to use water for our people, and we’re going to us water for our salmon. For me, particularly exciting is we’re going to be able to ground inject some of that water into our streams that have low flow during the summer months, and we are going to start seeing more salmon. More salmon for our people, because that’s who we are, salmon people. That water main is two years away and stream augmentation is right behind it.”

Vice Chairman Parks emphasized the importance of Tulalip youth and the fact that they are the next generation of Tulalip leaders. Much has been set aside for them but what has been done to prepare them to manage their success? Chairman Herman Williams, who spoke at the State of the Tribes Address following Vice Chairman Parks, said he and Tulalip Board of Directors have made it clear that education is an important focus of their administration.

On March 29 of this year, the Marysville School District held a summit on education and what role it should play in the success of students. There, Troy McClelland, president and CEO of the Economic Alliance of Snohomish County said, “Snohomish County is first in the state in manufacturing. We are second in the technology field. There are many successful economies in the state, but what makes us different is, in Snohomish County, we build things. There is a place for every student to succeed, if we continue to provide the competitive economy.” Chairman Williams noted that he has spoken with Marysville Superintendent Dr. Becky Berg about this very issue, saying that what students need most for our local economy are tools. They get an education, yet lack the tools and skills to succeed.

Parks said, “For the first time in the United States, a Indian TERO program is able to certify apprenticeships in the state in which we live. Chairman Williams has had a dream that we will have a full-fledged vocational training center on the reservation. And he’s talked about this for years, he’s talked about educating our youth, and he has walked his talk over the years. He knows how important it is to educate our youth, but he also knows that when they leave high school not all of them want to go to college. Some of them want to enter into the trades, some of them want to get trained in computers; and so he’s wanted this vocational training center. The TERO commission really has taken the first step in getting that done with the apprenticeship program. I know that in the very near future, Chairman Williams is going to continue to push, and we will soon have a full-fledged vocational training center on the reservation.”

Vice Chairman Parks ended the State of the Tribes address by thanking the Tulalip and Marysville communities for their coordinated efforts to support the victims and their families of the Oso Landslide, calling it one of the most tragic events in Washington’s history. “The Oso tragedy brought back to memory a piece of Tulalip history in 1830,” he said. “We lost many of our ancestors in a slide right off the tip of Camano Island. That slide buried many, and the subsequent Tsunami drowned many more that were subsisting in villages on the beaches of Hat Island. Our Oso brothers and sisters were welcomed by our Tulalip brothers and sisters at Heaven’s gates. Today I ask that we honor and remember those lost in both tragedies,” he said.

Sisters continue tradition of cedar harvesting

Leaning over a long strip of red cedar placed on her lap, Tulalip tribal member Cerissa “Pipud” Gobin, asked her 4-year-old daughter, Emmy “Pipud” Ramsey, if she knew what was in the center of the cedar tree.

“What is in the center of you? That is right; it is your heart. So in the center of the cedar tree is a heart,” said Gobin, as she continued her methodical rhythm of peeling inner bark from the outer bark on a strip of cedar that was recently cut from a nearby group of trees.

“When I first started pulling I had no idea what I was doing,” said Gobin.  “I learned as I went along. I learned to get the little pieces of bark left on the inside off before you leave, otherwise you are going to spend a lot of time trying to get it off later,” she continued, occasionally looking up from the long strip on her lap to watch her son, Coen, pull another strip of bark off a tall red cedar.

Clustered around Gobin and her sister, Chelsea Craig, also a Tulalip tribal member, were long strips of cedar waiting to have their inner bark stripped, which will be used to make cultural items. Outer bark is left for the forest to reclaim. Both women are educators who plan to use the cedar for in-class projects next year.

Gobin, a high school art educator at Heritage High School, uses the cedar to teach students how to make traditional headbands or bracelets, some of which are later used during graduation ceremonies. Craig, a teacher at Quil Ceda & Tulalip Elementary, uses the cedar to teach youth to make baskets, hats, and pins for potlatch giveaways. Although they teach students how to weave different items, together they weave a cultural foundation for Tulalip youth.

Department on June 27-28. The event, and others like it, is made possible by a growing partnership between the Tulalip Tribes and the Washington State Department of Natural Resources. The land is owned by DNR, with Sierra Pacific owning the timber. Department of Natural Resources notifies Tulalip Forestry when an area is scheduled to be cleared. This season, 83 acres were available for harvesting cedar.

“Tulalip Forestry worked in conjunction with both agencies’ representatives to coordinate the event and establish ground rules regarding allowable and non-allowable trees to be pulled,” explained Ross Fenton with the Tribe’s forestry department. “The relations Tulalip Forestry has established over the years for cultural cedar bark gathering has gone exceptionally well. Some tribal members base their sole incomes on products they make from cedar bark, so it’s very important we continue to maintain these positive relations.”

“Traditionally we would come out to harvest when the sap would run. That makes it easy to pull it off the tree. This stuff peels so nicely, I am loving it,” said Craig, pausing for a moment to survey the large expanse of trees swaying in the afternoon wind. “It is amazing to sit here and think about how our people used to do this. How they would all come together with their families and gather cedar. Of course they didn’t use the same tools we are using today, but they came out and gathered and made things, some of which we still have today.”

Many Tulalip youth participated in the two-day cedar-harvesting event, gathering strips for elders and learning techniques of separating the smooth inner bark from the rough outer bark. For many, this was their first trip gathering cedar.

“Do you know how the cedar is related to us?” asked Craig to her nephew and nieces, who were struggling to bring the long cedar strips up the steep incline. “She is our grandmother and she is giving us this gift of cedar and we need to thank her.”

“I love being out here,” said Gobin, as she tightly wound her cedar into a bundle tying it off with a scrap of thin cedar. “It is really addicting to be out here stripping the cedar, it is one of my favorite things to do.”

“Yes, grandpa would be proud of us,” remarked Craig.

Culture Bearers: 5 Carvers Who Kept Northwest Coast Carving Alive, Part 1

From the late 1800s until 1934 in the U.S. and 1951 in Canada, the potlatch—the great system of celebration, honoring, witnessing, and wealth redistribution—was banned in an effort to kill indigenous cultural ways. Potlatch-related activities, such as carving, were banned. Authorities confiscated regalia. People who went to potlatches were arrested and jailed. And yet, the cultural ways survived.

Among those who defied the unjust laws of the time were the artists who continued to carve regalia masks, house posts, great totem poles, and sea- and ocean-going canoes. Here’s a list of some of the carvers and their artistic heirs whose legacy is a culture that is living and thriving. This list is by no means complete.

Charles Edenshaw, Haida (1839-1920) For three months this year, the National Gallery of Canada exhibited 80 objects created by Edenshaw, calling him “one of the most innovative artists working on the West Coast at the turn of the 20th century.”

He was in his mid-40s when Canada’s anti-potlatch laws were enacted, yet, according to the National Gallery, his “deep-seated belief in Haida traditions … gave him the agility and fortitude to thrive as a Haida artist during oppressive colonial rule.”

His works included bentwood boxes, masks, rattles, staffs and totem poles. He advanced gold and silver engraving in traditional formline design. He had, the gallery wrote, an “ability to animate Haida stories in his carving.” He was interested in new materials and visual ideas and, according to the Dictionary of Canadian Biography, may have been the first Haida artist to work in silver and gold.

Edenshaw produced many commissioned works; major collections of his works are housed in museums in Chicago, New York, British Columbia, Quebec, and Oxford. His drawings were published in the anthropologist Franz Boas’s 1927 book, Primitive Art. And his work was first exhibited as “fine art” in 1927 by the National Gallery of Canada in Ottawa; the exhibit later travelled to the Musée du Jeu-de-Paume in Paris.

 

Chief John McCarty, Makah (c. 1850- unknown) McCarty, whose Makah name was Hishka, was a hereditary chief whose uncle signed the Treaty of Neah Bay in 1855. Hishka carved canoes used in whaling and sealing and “had a whaling canoe of his own,” said John McCarty, Hishka’s namesake and grandson. He said a sealing canoe carved by his grandfather still existed in the 1950s.

Hishka also created a large Thunderbird with moveable wings and beak, which was used to tell the story of how Thunderbird captured a whale for food. Hishka’s grandson and great-grandson made a similarly dramatic presentation when the Makah Nation hosted the 2010 Canoe Journey: they created a large whale with moveable fins, eyes and mouth. Singers sang a song to wake up the whale, its eyes opened, and dancers came out of the whale’s mouth.

Hishka’s descendants continue his legacy of service to the Makah Nation—his son, Jerry, served as chairman. His namesake grandson served as director of the Makah Whaling Commission and dances the chief’s song he inherited from his grandfather, and his great-grandson, Micah McCarty, served as Makah Nation chairman.

 

Micah McCarty continues his great-grandfather’s work on behalf of Makah’s culture and people. He’s served as chairman of the Makah Nation, and was a 2012 finalist for the Ecotrust Indigenous Leadership Award. Ecotrust wrote that McCarty has strengthened “response to oil spills in coastal waters, has helped to protect tribal whaling rights, and has fostered strong connections between tribal and non-tribal governments.” (Ecotrust)
Micah McCarty continues his great-grandfather’s work on behalf of Makah’s culture and people. He’s served as chairman of the Makah Nation, and was a 2012 finalist for the Ecotrust Indigenous Leadership Award. Charles Edwards, Samish (1866-1948) The Samish Indian Nation had “a reputation for its skilled craftsmen,” historian Bret Lunsford wrote in his book, Anacortes. To that reputation, Edwards contributed The Telegraph, a famous racing canoe carved circa 1905, now on display at a museum on nearby Whidbey Island; the Question Mark 2, a racing canoe carved in 1936 after the original Question Mark went into retirement (it now resides in Virginia); and a 60-foot pole in 1938 that depicted important cultural figures.

The 1938 pole was removed in 1981; the carved images were restored and are on display in the Swinomish Tribe’s social services building. Swinomish artist Kevin Paul carved a replica pole that was raised in 1989.

Edwards was also a leader and advocate for Native treaty rights. He represented the Samish before the U.S. Court of Claims in 1926 in Duwamish, et al Tribes of Indians v. United States. His son, Alfred, served as chairman of the Samish Indian Nation. A great-granddaughter, Barbara James, is treasurer and former vice chairwoman of the Swinomish Tribe.

William Shelton, Snohomish (1869-1938) At a time when his people were disallowed from speaking their language and practicing their customs, Shelton devoted his life to preserving and sharing the traditions of the Snohomish people through art, public presentations, and his book, The Story of the Totem Pole or Indian Legends, written at the Bureau of Indian Affair’s request. (The book was republished in 2010 by Kessinger Publishing, which specializes in rare, out-of-print books.)

 

Shelton’s works included a longhouse and a story pole on the Tulalip Reservation; a story pole commissioned by residents of the City of Everett; a 37-foot story pole for a park in Freeport, Illinois; and a story pole, requested by his state’s governor, for the state capitol grounds.

In 1931, he was a speaker at the dedication of a bronze and granite marker commemorating the 1855 signing of the Point Elliott Treaty; other speakers included a member of Congress and the governor.

Shelton passed away before his final pole was finished and the work was completed by other Tulalip carvers. There was some symbolism in that; historian Margaret Riddle wrote on HistoryLink.org that Shelton’s accomplishments “served as the bridge for following generations who found new ways to continue his work.”

Mungo Martin, Kwakwaka’wakw (1879-1962) Martin was raised in the potlatch tradition of the Kwakwaka’wakw and hosted the first public potlatch since his government’s potlatch ban of 1884. His career was long and prolific; he carved his first commissioned totem pole in Alert Bay around 1900.

In 1947, Martin was hired by the Museum of Anthropology at the University of British Columbia to restore and create replicas of sculptures, totem poles, masks and other ceremonial objects. Between 1952 and 1962, he created new and replica poles for Thunderbird Park at the Royal British Columbia Museum in Victoria. Among his monumental works: Wawadit’la, a Kwakwaka’wakw big house; a 160-foot totem pole that remained standing until 2000; and the Centennial Pole, presented to Queen Elizabeth to commemorate the 100th anniversary of the founding of British Columbia. This pole stands in Windsor Great Park near London.

In his later years, Martin sang and recorded songs, and prepared novices for Kwakwaka’wakw ceremonies.

Martin’s descendants include some of the most accomplished Northwest Coast Native artists: Richard, Tony and Stanley Clifford Hunt are his grandsons; Shirley Hunt is a granddaughter; Jason and Trevor Hunt are great-grandsons.

Northwest Tribal Courts Using Cutting Edge Technology to Promote Access to Justice

The Northwest Intertribal Court System (NICS) today launched a powerful online database providing attorneys and the public free access to hundreds of tribal court appellate opinions from thirty Indian tribes in the Pacific Northwest, Alaska, and Northern California.

The new NICS platform features a “Boolean” search engine, hyperlinked subject matter and tribal indexes, U.S.-based technical support, and a mobile application. Until now, the opinions have been available only in print or on CD.

Other legal databases, like Westlaw and LexisNexis, charge a substantial fee for similar services. NICS can provide its database for free, in part because of grants from the charitable funds of the Tulalip, Muckleshoot, and Shoalwater Bay Indian Tribes, and ongoing support from NICS’ other member tribes.

“Publishing these appellate court opinions online with a powerful search engine and making it available for free puts NICS and the many tribes participating in this project on the cutting edge of using technology to promote access to justice,” said Michael Rossotto, the NICS Appellate Department Director. “While federal, state and many tribal courts publish their decisions online, we are not aware of any other court system, federal, state or tribal, that offers online access to its decisions with all of the features we are offering free of charge,” said Rossotto.

Formed in 1979, the Northwest Intertribal Court System (NICS) is a consortium of Indian tribes that have joined their resources to ensure that each tribe is able to have its own court by sharing judges, prosecutors, and court-related services. The database represents a new and important chapter in the development of tribal justice systems and demonstrates NICS’ dedication to its member tribes.

The new NICS database will support its member courts by increasing efficiency, promoting access, bolstering tribal court credibility, and demonstrating the inherent sovereignty of the tribal governments, tribal officials said.

“Published appellate decisions are a testimony of tribal sovereignty and our inherent right to govern our affairs according to Shoalwater Bay Tribal laws and customs,” said Lynn Clark, Court Administrator for the Shoalwater Bay Tribe. “It promotes the Tribal Court’s professional credibility and shares appellate judgments and precedents in tribal laws.”

Pro se litigants will especially benefit from the new system. For the first time, tribal members who represent themselves in the tribal courts administered by NICS can tap into the collective wisdom of hundreds of tribal court jurists with a free and easy-to-use online database. Legal scholars, judges, and tribal law practitioners throughout the U.S. will also benefit from being able to access and research this rich resource, which now spans over 27 years of court decisions and will be continually updated as new opinions are issued by NICS-administered courts.

“Making our Court of Appeals’ opinions available online will better enable our tribal members to represent themselves,” said Muckleshoot Tribal Council Chair Virginia Cross. “It should also reduce costs for those who are able to afford a spokesperson or attorney, and will reduce the overall cost of administering our justice system by making legal research quicker, easier and more effective.”

“The Tulalip Tribes have for many years published the opinions of our Court of Appeals with NICS, the Indian Law Reporter, and Westlaw. Making these opinions available and researchable for free through the NICS website is yet another example of Tulalip’s exercise of its sovereign authority and its leadership in implementing the federal Tribal Law and Order Act and Violence Against Women Act,” added Herman Williams, Chairman of the Tulalip Tribes.

The Army Corps of Engineers toured the Qwuloolt Estuary, located in Marysville, on Wednesday, June 25, as part of a transitional period. Colonel Bruce Estok is stepping down from his position with the corps, and is introducing his successor, Colonel John Buck, to some of the communities and projects the corps is involved with. The Qwuloolt Estuary project is an example of successful collaboration between the corps and local communities with specific interests.

Col. Buck said, “The corps’ primary focus is Puget Sound. This is a great example of the corps and the tribe coming together to tackle a hard problem, which is to restore the Puget Sound ecosystem. This project is 20 years in the making, and it’s exciting to see the work happening.”

The Qwuloolt Estuary was chosen as a project site tour for a few reasons, mainly the unique relationship the corps has with Tulalip, and the importance of the project in reaching the goal of restoring the waters of Puget Sound.

“The estuary has been deemed a crucial habitat for salmon for a long time.  It is crucial to any watershed. It is the place where life happens, where the land meets the sea,” said Kurt Nelson, Environmental Division Manager for the Tulalip Natural Resources Department.

“This project, the way it was organized and designed, it didn’t quite fit the corps’ normal procedures. This is a unique project,” Nelson added. “What we need for the future is a way to make procedures more flexible for unique situations, like this one.”

Col. Estok explained that the corps projects are not really part of the president’s budget, mostly due to a lack of feasibility plan. Because of that, funding is often uncertain, so the projects remain uncertain right up until the first day work actually begins.

“Tulalip Tribes is our unofficial sponsor,” said Col. Estok.

He and Nelson explained that the funding for Qwuloolt largely comes from 21 grants the tribe secured to cover project costs. Grant funding often has time constraints, which means the funds might not be available by the time the Army Corps of Engineers process is complete. That is one major obstacle that had to be overcome for Qwuloolt.

Tulalip Tribes Vice Chairman Les Parks, who represented the council at the site tour, said, “We appreciate that you guys came out, especially Colonel Buck, taking the helm now. The health of Puget Sound is faltering, and projects like this will help to restore it.”

Col. Estok noted that this is not the first collaborative effort between the corps and the Tulalip Tribes.

“We have the first in-lieu fee mitigation plan with a tribe. That’s a good relationship, one that we want to keep building on,” he said.

Celebrating the return of the King Salmon: Blessing of the fishermen and sharing with our ancestors

The people enter the longhouse led by an important visitor carried on a bed of ferns, cedars boughs, and salmonberries. As the people enter they announce that our visitor is hikw siyab yubech, Big Chief King Salmon, gathering around him in the center of the longhouse, rejoicing in his return and the promise he represents. The annual Salmon Ceremony celebrates the return of the King Salmon, the first salmon run of the year. It is a time for the people to all share in the first returning salmon. It is here that the yearly blessing of the fishermen takes place, praying for their safety and a bountiful season.

“We are thankful the fishermen have made it through another season. This is the reason we have the blessing of the fishermen, we ask the Great Spirit to bring them home safe, and ensure a good salmon catch,” said longtime ceremony leader, Stan Jones, Scho-Hallem.

For 24 years, my entire life, I have been raised with the salmon ceremony. I have attended all but one, and do not see myself missing any others. When practice starts, it is my favorite time of the year. For two months before the actual ceremony, families come together every week to share a meal, share the teachings, and share the songs and dances. I take great pride in seeing the ceremony continue and grow, and I am grateful to be a part of it. I’m thankful to carry on the work so many have handed down, thankful to see the familiar faces, and glad to see new faces.

Glen Gobin, Tee-Chulh, who leads the ceremony today said, “This is the first year we have entered with the welcome song and not been able to fit everyone around the longhouse floor.”

In my lifetime, the number of participants has steadily grown. But over the last four or five years, many young people have started to come to practice, and continue to return year after year. This could not have been possible had the Salmon Ceremony been lost, as it almost was. Revived in 1974, thanks to the work of Harriet Shelton Dover, Morris and Bertha Dan, Molly Hatch, Daisy Williams, Stan and JoAnn Jones, Bernie and Delores Gobin, Neil Moses, Louie Moses, Bobby Moses, and many more, the ceremony continues today.

In First Salmon Ceremony Then and Now, Harriette Shelton Dover, Hiyultsa, was filmed as she spoke about the revival of the ceremony. “Morris Dan and I, we were cousins. And we talked about the salmon ceremony, which had been, really, disappeared, because all of the Indians were discouraged from speaking the Indian language. And so, this Salmon Ceremony is a revival of the Snohomish Tribe’s Salmon Ceremony.”

The Salmon Ceremony continues today. It is as much a place for learning as it is a place for celebration. During the weeks’ prior practices, families gather to teach new participants, ranging from small children up to their grandparents, the songs and dances, and what they mean literally and what they mean for our people. Many cultural values are discussed at practice as well, working to preserve the essence of our culture along with the songs and dances.

“We remember an almighty Creator, that we call, in our language, Dukwibulth. Dukwibulth created all the earth, all of its people. He created us. He created the salmon for our use,” said Hiyultsa.

We depend on the salmon in many ways for local economies and for cultural subsistence. One of the many teachings brought out at the ceremony each year is the importance of our visitor.

“He is a scout for the salmon people,” said Tee-Chulh. “If we treat him with respect, if we receive him in a good way, and if we acknowledge his sacrifice for us to eat, he will return to the salmon village and tell his people that we are good people. And we will have a good fishing season that will sustain us through the year.”

“He is our grandfather,” added Patti Gobin, Squatalq, Glen’s sister who passes down the teachings she received from Hiyultsa at each practice. “Long before we were human, we were the salmon people. We still call ourselves the salmon people. Our grandfather allowed us to become human so long as we remembered who we are and where we come from. And so he comes every year to see if we remember and to see how we live our lives.”

His return symbolizes the return of a healthy salmon run, which our people depend on to survive, in many ways; as a source of income, and as a primary food source. A ceremonial feast to honor and celebrate that begins with the sharing of a small piece of fish and a drink of water, symbolic of everyone sharing in the salmon returning and the life that the water provides for our people.

For a few years now, the issues of climate change and environmental preservation and protection have been talked about on the long house floor at the salmon ceremony. Today, in the State of Washington, there is legislation being moved that would make regulations on industrial pollution more lenient. That legislation has direct impacts on the salmon and the people that depend on them.

“That piece of fish that we share in, that small amount we will all eat, that is equal to what the state is saying you can eat in a month without health risk. That’s not just us [Indian people], that’s everybody. And so, when we as tribes fight this, we do it for everyone,” said Tee-Chulh.

The Tulalip First Salmon Ceremony is about many things, but above all is the importance of culture. Our culture, the culture of the salmon people, extends far beyond our traditional customs to the values placed on caring for the environment and respecting the natural world. My grandfather, Bernie Gobin (Kia-Kia), always talked about respecting our resources, not taking them for granted.

Ray Fryberg Sr., Sdatalq, often shares a story that I appreciate. He was fishing with his grandmother, and there were lots of fish around, but his grandmother only ever caught enough to fill her small canoe and went home. When he asked why she didn’t stay and take more salmon home to sell or to keep, she simply replied that she left them so they would be there tomorrow.

The value in that story is to make sure there is enough salmon, enough of any natural resource, for tomorrow, for the next generation. That doesn’t just mean not overharvesting, it means protecting the environment so that the resource continues to not only survive, but thrive. If you take care of the resource it will continue to take care of you, and that is what salmon ceremony about today.

Set up camp for the day in Mukilteo

It was a summertime spot.

The Coast Salish people gave it a name that sounds much like Mukilteo.

It means “good camping ground,” said Michelle Myles of the Tulalip Tribes Lushootseed language department.

Mukilteo was the gathering place where in 1855 territorial Gov. Isaac Stevens signed the Point Elliott treaty with representatives of 22 tribes and bands of native people from the greater Puget Sound region, now called the Salish Sea.

History is big in Mukilteo, which was the first non-Indian settlement in Snohomish County. It was established about 1860 with a trading post. A fish cannery and sawmill followed later.

Mukilteo is still all about summer.

A walk-on ferry ride to Whidbey Island, beachcombing and picnic, a tour of the lighthouse, a beer at Diamond Knot, fish and chips at Ivar’s and produce from the Wednesday afternoon farmers market in Lighthouse Park off Front Street.

It’s all there in old Mukilteo. You can easily spend a full day enjoying it, so plan accordingly.

Any tour of Mukilteo has to start with its lighthouse, which opened in 1906 to guide ships in and out of Puget Sound and continues to be the city’s most enduring icon.

The Mukilteo Light Station, surrounded by native Nootka roses, is on the National Register of Historic Places. From noon to 5 p.m. on weekends you can climb the 38-foot tall lighthouse tower to see the now-automated carved-glass Fresnel lens and take a look around.

The 17-acre park along the beach has improved greatly since the city took it over from the state in 2003. Be sure to check out the park’s Coast Salish artwork created by Joe Gobin and James Madison of the Tulalip Tribes.

Kids have plenty to do, on the beach or on the playground. Educational signs help people understand what’s in the water and how to help keep it clean.

Even on a rainy day at the park, you can picnic under a shelter and enjoy the calming water-island-mountain view that seems incongruous with the fact that just a few miles away is a huge regional metropolitan area.

Mukilteo was incorporated in 1947 with a population of 775. Land annexations and development off the Mukilteo Speedway have increased that number to about 21,000 residents.

After the lighthouse, the beach park and a round-trip ride on the ferry, take in lunch at the Diamond Knot Brewery on the west side of the ferry or at Ivar’s Mukilteo Landing restaurant on the other side. You also can walk a block or so up the hill to Arnie’s seafood restaurant.

Another option is the Red Cup, located in a delightful little shopping block at Fourth Street and Lincoln Avenue across the street from the Rosehill Community Center.

The coffee shop offers breakfast and lunch, served up with a beautiful view. And from 6 to 8 p.m. on Wednesdays throughout the summer, Red Cup Cafe hosts an open microphone that attracts an eclectic mix of performers.

It’s no wonder that Mukilteo’s Rosehill Community Center is the site of dozens of weddings throughout the summer. The views are outstanding and the grounds include wild roses and other native and drought-resistant plants.

Inside, check out the display of work by local artists, the historical photos of the former Rosehill schools and Crown Lumber’s mill.

History buffs also may want to stop by the Pioneer Cemetery at Fifth and Webster streets overlooking the beach and the Japanese Memorial at Centennial Park, located at 1126 Fifth St.

The beautiful little cemetery includes a great view and the weathered gravestones of town founders Morris Frost and J.D. Fowler, along with headstones of Japanese mill workers.

The memorial is a bronze sculpture of a Japanese origami bird that sits on a white pedestal, symbolizing peace and commemorating Mukilteo’s long history with its Japanese community.

Finish your visit with a walk on the trail at nearby Japanese Gulch, a 144-acre forested park where the families of Japanese immigrants lived.

Tulalip Heritage High School students recently held their filmmaking debut on Friday, June 13, with a little help from Tulalip TV, subsidiary of Tulalip Tribes Communications. Through a unique collaboration between Heritage High School and Tulalip TV, multi-media students received a crash course on film production to produce a short film titled, “Lady of the Woods.”

The project, created by Heritage principal Shelly Lacy and Heritage teacher Cerissa Gobin, required students to not only learn pre and post- film production and editing, but also to create a script and act it out.

“A lot of times, as viewers, we don’t think about how a movie comes together,” said Niki Cleary, Tulalip Tribes Communications Director. “This gave our youth a chance to see that it doesn’t happen all at once from start to finish. They had the fun experience of shooting scenes out of sequence. The scenes, which happen one right after another in the movie, were shot on different days. Unfortunately, the students forgot to wear the same clothing, which made for some continuity issues, but really helped them learn some of the basic principles

The short film, which started off initially as a game show in brain storming sessions, provided students the entire film production process on a limited schedule. This included learning filmmaking terminology, which to untrained ears, sounds a lot like random dialogue being yelled out by the director from behind the camera. Roll camera. Tilt. Speed frame. Fade in.

“I am very happy with what we were able to accomplish in such a short period of time,” said Brian Berry, director of video for Tulalip TV, who worked with students throughout the filming.  “We all knew that we were working against the clock, and that was one of the skills that the students learned, time management with regard to productions. We saw a lot of interest from many of the students and we hope this spark will ignite a growing base of students who want to continue with this type of study and possibly career path.”

That’s a wrap. As part of the filmmaking process, students debuted “Lady in the Woods” to underclassmen during the last days of school completing their filmmaking process.

“The student participation has been amazing. Although listening to the lecture portion of class was tough, they really engaged once they got hands on with the equipment,” said Cleary. “Ultimately, we hope to train the Heritage students to the point that they are able to cover Heritage Sports with a student staffed video crew. The skills they learn can also be used to
