Muckleshoot Tribe Urges Rejection of Genetically Engineered Salmon Application

— The Muckleshoot Indian Tribe has joined with the Affiliated Tribes of Northwest Indians (ATNI) in calling on the United States Food and Drug Administration to deny any application for the introduction of genetically engineered salmon into the United States until a full Environmental Impact Statement (EIS) and further scientific review is completed and formal consultation with Northwest Treaty Tribes undertaken.

AquaBounty, a large Boston-based biotechnology company, has proposed to produce genetically engineered salmon eggs in Canadian waters, ship them to Panama where the engineered salmon would be raised to maturity in inland tanks, then slaughtered and processed in Panama and shipped to the United States for human consumption.

AquaBounty has patented a process whereby the DNA of wild Chinook salmon and an eel-like pout fish are fused and injected into Atlantic salmon. That engineered salmon is said to grow to full size in half the time of a wild fish and, according to AquaBounty, “increase the efficiency of production.”

According to federal guidelines, not only would the genetic engineering process and resultant salmon be owned by a corporation, but the fish would not be labeled as genetically modified so consumers wouldn’t know if they are buying it.

Northwest Tribes share a number of serious concerns about genetically engineered salmon, including the possibility of escape into the wild habitat and competing with wild salmon for food and rearing locations, or inbreeding with wild salmon which could result in the destruction of the species upon which all Indian people of the Pacific Northwest depend. Studies have not ruled out those possible impacts.

“From time immemorial salmon has been central to the culture, religion and society of Northwest Indian people,” said Virginia Cross, Muckleshoot Tribal Council Chair. “Genetically engineered salmon not only threaten our way of life, but could also adversely affect our treaty rights to take fish at our usual and accustomed places.”

In opposing FDA approval, the Muckleshoot Tribe and ATNI cite the precautionary principle, which states that habitat modification should not be undertaken until the full impacts are known and the natural and human environments are protected – and that the burden of proof that it is not harmful falls upon those proposing the action.

“The Coast Salish people have organized their lives around salmon for thousands of years,” said Valerie Segrest, Muckleshoot Tribal member and Native Foods Educator. “We see them as our greatest teachers, giving their lives for us to have life. Corporate ownership of such a cultural keystone is a direct attack on our identity and the legacy our ancestors have left us. Absent indisputable evidence that there is no harm in human consumption, wild fish habitat or the treaty-protected fishing rights of Northwest Indians the FDA must not permit the promised increase of production efficiency to trump sound science or fishing rights and culture of Northwest Indians.”

Climate Disruptions Hitting More and More Tribal Nations

Native Americans have long had a close relationship with their lands and waters—sacred places and resources that define their lives. The disruptions wrought by a warming climate are forcing abrupt cultural changes on peoples with a long reliance on a once stable ecosystem.

Among the special issues affecting tribes, the 2013 Assessment of Climate Change in the Southwestern United States (SWCA) cited “cultural and religious impacts, impacts to sustainable livelihoods, population emigration, and threats to the feasibility of living conditions.”

The Hoh, Quinault, Quileute and Makah nations inhabit low-lying land along the west coast of Washington State, and face similar threats as rising sea levels and the other impacts of climate disruptions endanger their villages.

”The area is relatively vulnerable,” Patty Glick, senior global warming specialist and author of a 2007 National Wildlife Federation report, ”Sea Level Rise and Coastal Habitats in the Pacific Northwest,” told Indian Country Today Media Network in 2008. Higher wave action, wave force and destructive storm surges will increase in the coming decade, Glick said, and destructive storms such as the hurricanes will become more frequent.

The Hoh road to the beach has washed out, and the ocean has destroyed the homes that once lined their beach. In Quinault, a passing storm tossed gigantic logs onto the school grounds. These events intensified both tribes’ agenda to get higher ground returned from the Olympic National Park beyond their tiny reservation boundaries.

The Makah and the Quinault nations have large reservations, but their seaside villages are at risk, as evidenced by the recent state of emergency at Quinault headquarters in Taholah, which faced an increasingly dangerous situation with sea level rise and intensified storms, which breached a sea wall causing serious damage.

According to Climate Central, which uses data from NOAA and the USGS, there is a greater than one in six chance that sea level rise, plus storm surge, plus tides, will raise sea levels by more than one foot before 2020 along the coastline and in the Puget Sound region, where another eight tribes are situated. The Shoalwater Bay sits nearly out to sea in southwest Washington.

Rising sea levels will affect Washington’s shoreline habitat for vegetation, animals, birds and fish, according to Glick’s report. Marshes, swamps and tidal flats will be significantly affected, and salmon and shellfish habitat are expected to be significantly affected, Glick reported.

Along Alaska’s northwestern coast, melting sea ice has reduced natural coastal protection. Increased coastal erosion is causing some shorelines to retreat at rates averaging tens of feet per year. In Shishmaref and Kivalina, Alaska, severe erosion has caused homes to collapse into the sea, according to the Environmental Protection Agency, forcing these Alaska Native Village populations to relocate in order to protect lives and property.

Moving inland, “Climate change is slowly tipping the balance in favor of more frequent, longer lasting, and more intense droughts,” states the SWCA. The Navajo Nation is experiencing annual average temperatures warmer than the 1904-2011 average, cites a climate report released in March 2014. Latest figures show their drought continuing beyond 2010 studies into July 2013, indicating the drought continues.

Perhaps among the worst of those impacts are the runaway sand dunes it has unleashed, which extend over one-third the 27,000-square-mile reservation. During the 1996-2009 drought period the extent of dune fields increased by some 70%. These dunes are moving at rates of approximately 35 meters per year, covering houses, burying cars and snarling traffic, degrading grazing and agricultural lands, contributing to the loss of rare and endangered native plants, and when they occur contributing to poor air quality, a serious health concern for many of the reservation’s 173,667 residents.

Intertribal organizations around the U.S. are recognizing climate change and variability as a significant factor that can impact tribal resources, livelihoods, and cultures, cites the latest tribal climate report. The National Tribal Air Association notes that “perhaps no other community of people has experienced the adverse impacts of climate change more than the nation’s Indian tribes.”

The struggle will soon come to more tribes. Sea level rise projections do not bode well and may already be a cause of concern for the tribes along Louisiana’s Gulf of Mexico—the United Houma Nation, the Atakapa-Ishak Nation, Pointe-au-Chien Tribe, and the Biloxi-Chitimacha’s Isle de Jean Charles Band, Grand Caillou/Dulac Band and Bayou Lafourche Band. In Florida—the Miccosukee, and some locations of the Seminole Indian Reservations. Ocean residing tribal nations in California include the Agua Caliente Band of Cahuilla, Cahto, Chumash, Hoopa, Karok, Kumeyaay, Luiseño Bands of Indians, Maidu, Miwok, and some bands of the Pomo Nation. Some are more at risk than others.

Smith Island restoration project a huge win for water quality

People and salmon alike will benefit from a new project to protect Smith Island outside of Everett.

The Recreation and Conservation Office recently announced that the restoration of the Smith Island estuary would receive a grant from the Washington Wildlife and Recreation Program. This estuary is part of the Snohomish River system, which provides the second largest volume of freshwater entering Puget Sound from a single source.

“This project will provide immense benefits, restoring salmon habitat and protecting our water quality for the next generation,” said Senator John McCoy (D-Tulalip) . “The WWRP is a critical investment in our outdoors that is essential to preserving our quality of life.”

This single project represents nearly 5% of the entire Puget Sound Ecosystem Recovery estuary restoration target for 2020.

The local match combined with more than $15 million in federal and state grants from the Salmon Recovery Funding Board, the Recreation and Conservation Funding Board, and RCO brings the total funding amount to $16,001,958.

In addition to protecting water quality, the restoration of the Smith Island estuary will also provide new recreation access. Visitors will be able to witness wildlife in a rich tidal marsh habitat minutes from Everett’s urban core.

“Two thirds of WWRP projects protect or restore Puget Sound. This level of success would not be possible without dedicated legislators like Senator McCoy,” said Joanna Grist, executive director of the Washington Wildlife and Recreation Coalition. “Smith Island is a prime example of how we can increase access to the outdoors while preserving the purity of our natural treasures.”

 

 

Report: Climate Change Likely To Reduce Hydropower In The Northwest

A national report released Tuesday says climate change will make it increasingly difficult for the Northwest to generate hydropower and protect salmon at the same time.

The Northwest gets 75 percent of its electricity from dams. As climate change reduces summer stream flows, the Northwest Climate Assessment report says the result will likely be less hydropower production from those dams – with reductions of up to 20 percent by 2080.

The reductions would be necessary to preserve stream flows for threatened and endangered fish, according to Amy Snover, director of the Climate Impacts Group and co-lead author of the Northwest report. Snover says with climate change leaving less water in rivers during the summer, what’s left will have to be divided between storage for hydropower and flows for fish.

“It will be increasingly difficult to meet the two goals of producing summer and fall hydropower and maintaining sufficient flows in the river for protected and endangered fish,” she said. “You can reduce some of the negative impacts on hydropower production but you can’t do that and maintain the fish flows.”

Snover says her report’s projections are based on the way the Northwest operates hydroelectric dams right now. But that could change. Regional power managers say climate change is leading them to reconsider how they will operate dams in the future.

John Fazio, an analyst with the Northwest Power and Conservation Council, says climate change is going to shift demand for electricity in the region, too.

Winters will be warmer, so people will need less power than before at a time of year when there’s lots of water in the rivers. And as summers get hotter, there will be more need for power to cool people off at a time of year when there’s less water available to generate hydropower.

Fazio has been thinking about the best way to manage the hydro system under these climate change scenarios. He’s suggested using other sources of power in the winter to make sure the system’s reservoirs are full of water by summertime.

“My suggestion would be during the summer we could pull more water from reservoirs to make up for decrease in summer flows and then going into the winter, use generation from other sources to meet our (power) loads and let the reservoirs refill,” he said.

Fazio’s ideas are outlined the council’s latest 20-year plan for meeting the region’s demand for power.

“It would call for a change in the whole approach to how we operate the hydro system,” Fazio said. “So far it hasn’t gotten any traction anywhere. It’s a complicated issue, but we’re trying to tackle it.”

Bonneville Power Administration, which manages 31 dams in the Columbia River Basin and distributes most of the electricity in the Northwest, has been pondering the issue of climate change as well. It’s developed a road map for adapting to climate change and launched pilot projects to model the effects of climate change on stream flows in the Columbia River Basin.

Hydropower dams built without fish ladders have blocked migratory fish from the upper reaches of the Columbia and Snake Rivers for decades.

Tribal leaders from across the region gathered for the past two days in Portland to strategize how to return salmon to their full historic range.

The meeting ended Thursday on an optimistic note.

Northwest American tribes and Canadian First Nations presented a united front to restore salmon above Grand Coulee Dam on the Columbia River and to southern Idaho via the Snake River.

Shoshone-Bannock tribal chairman Nathan Small says on this he’s long felt like he was beating his head on a wall.

“Now I feel maybe my head is going to raise a little bit because there is that possibility to be talked about.”

Tribes and other fish advocates see opportunity to gain traction in two forums. One is the federal relicensing of Idaho Power’s Hells Canyon Project dams. The other is the pending renegotiation of the 50-year-old Columbia River Treaty between the U.S. and Canada.

But stumbling blocks remain. Those include ratepayer objections to the cost of getting salmon around very tall dams and degraded spawning habitat upstream.

PUD proposes alternative to dam on Sky River

INDEX — A controversial plan to build a mini-dam on a scenic stretch of the South Fork Skykomish River might become a little less controversial — at least from the point of view of the utility hoping to do the project.

Officials of the Snohomish County Public Utility District now say they can build the project near here without having a structure partially block and divert water — that enough water can be collected in a sharp bend in the river to be sent through a tunnel to a powerhouse downstream.

The previous plan called for pooling water behind a 7-foot, inflatable weir on the river above Sunset Falls before sending it through the 2,200-foot tunnel.

Removing the weir from the Sunset Falls project addresses aesthetic concerns, reduces construction time and cuts $10 million off the project, previously pegged at $133 million, according to the PUD.

“Visually, you really won’t see much,” spokesman Neil Neroutsos said. “Some times of the year, portions of the very top of the intake may be visible.”

One opponent says eliminating the weir wouldn’t help much.

“The bottom line is, if you’re going to produce hydropower in this river, you have to divert enough water form the river’s natural course and channel it to the turbines to make the hydropower. Any significant amount of hydropower you could create would affect salmon habitat,” said Andrea Matzke, who has a cabin near the proposed dam site.

The Tulalip Tribes have expressed concern that reducing water flow in the river could impede outward migration of juvenile salmon. That issue will be studied this spring, PUD officials say.

Nearby residents and environmental groups have opposed the project. They have also cited the fact that rock blasting will be necessary to build the tunnel, contending it could create dust, pollute the river and destabilize the terrain. Studies are expected to address these issues as well.

The new design also includes changes to the tunnel, Neroutsos said, making it narrower in places and reducing the amount of excavation necessary.

The utility has not formally applied with the Federal Energy Regulatory Commission to build the project but has submitted preliminary plans. The PUD is to discuss the new plan with the federal agency over the next couple of weeks, Neroutsos said.

The PUD buys more than 80 percent of its power from the Bonneville Power Administration and is looking to diversify power sources. The project could power up to 22,500 homes at maximum output, according to the PUD. The utility also recently received the go-ahead from FERC for a $26 million pilot project to install tidal power turbines in Admiralty Inlet.

More studies, 17 in all, lie ahead on the Sunset Falls project, and any decision is likely five years away, FERC officials have said.

In May, the PUD is planning to survey ratepayers about the project through its website.

Chinook make late arrival on Columbia River

The spring chinook run on the Columbia River has finally picked up, just in time for the season to expire. The popular lower-river fishery for bright, feisty springers closes Monday, and no season extension is planned at this point. After the numbers are crunched, it’s possible an extension could be announced, Fish and Wildlife Department biologist Joe Hymer in Vancouver said, but it probably wouldn’t take place until mid-May and it would be a short extension.

“What I think they’re looking at,” Hymer said, “would be to run it right on into the summer chinook season.”

The springer fishery started slowly, due in part to high, dirty, cold water conditions, Hymer said, and better success rates have followed a clearing, warming trend.

“We got off to a bad start,” he said, “but fishing has picked up the last few days to a point where it looks like we’ll come close to hitting predictions.”

The kings have been scattered from Cathlamet up to BonnevIlle Dam, and fishing has been good one day and not so good the next. Anglers are trolling herring, with or without a FishFlash, on both tides but primarily in a downstream direction. Others anchor on the ebb and put out Kwikfish with a sardine or tuna-belly wrap.

Tuna belly?

Sardines, anchovies, even herring in a pinch, but tuna belly?

“Yeah,” Hymer said. “Lots of oil and scent there. Works pretty well.”

Popular plug colors include silver, chartreuse, greens and pinks.

State creel checks late last week and over the weekend on the river below Bonneville counted 2,557 salmonid anglers (including 835 boats) with 316 adult and two jack springers, and nine steelhead. Effort had increased through Sunday, when a flight counted 1,300 boats and 1,146 bank anglers on the lower river.

 

 Peninsula steelhead

A very good wild-stock steelhead fishery is underway on the Olympic Peninsula, according to Bob Gooding at Olympic Sporting Goods (360-374-6330), and unlike a lot of late seasons, the Sol Duc isn’t the only venue.

“It’s a good run of native fish,” Gooding said. “The hatchery run this winter was disappointing, but the wild fish are showing up pretty well.”

Most of the eight rivers centered in the Forks area that allow retention of one native steelhead per season have been putting out fish, Gooding said. The Sol Duc is probably the best, especially since there are a few spring chinook available on the lower end.

“Add springers to a good late steelhead run and you have a circus,” Gooding said. “Pressure on the Sol Duc has been pretty heavy.”

The Calawah, Bogachiel and Hoh also have been kicking out natives, according to Gooding, which has eased crowding on the Sol Duc a little.

The Hoh is popular, particularly with fly fishermen.

“They don’t catch a ton of fish,” Gooding said, “but a lot of them fish the Hoh. It has a lot of open gravel bars, access is pretty good, and it’s a relatively easy river to fish.”

Almost everyone else uses a float/jig or float/pink plastic worm.

“And I personally don’t care for that gear,” Gooding said. “I may be old-fashioned, but I like to drift my rig down the gravel and feel that ‘tap, tap’ and know I’m about to have a blast. Float fishing, all you do is sit and watch the float all day and when it goes ‘blip’ you start reeling and the fish is either there or it isn’t. Not my cup of tea.”

State Fish and Wildlife Department personnel checked 82 anglers on the Sol Duc over the weekend, 71 boat fishermen and 11 bankers, with two native fish kept and 120 releasedplus two hatchery fish kept. On the Bogachiel it was 12 boat fishermen with 16 natives released and two hatchery fish kept. On the lower Hoh, it was 35 bank anglers and 32 boaters with 22 natives released, and on the upper Hoh, 48 anglers with 13 natives released.

 

 Razor clams

The last razor clam dig on the coastal beaches drew a near-record crowd, probably because of the switch from winter evening tides to the more popular morning tides. Weather and surf didn’t cooperate fully, according to state shellfish manager Dan Ayres in Montesano, and the average number of clams per person swung from 4.1 to about 13, depending on the day and the beach.

Next up is a tentative series of tides as follows: Monday, 6:46 a.m., plus 0.2 feet, at Twin Harbors beach; Tuesday, 7:24 a.m., minus 0.3 feet, at Twin Harbors and Long Beach; Wednesday, 8:03 a.m., minus 0.6 feet, at Twin Harbors and Long Beach; April 17, 8:43 a.m., minus 0.8 feet, at Twin Harbors and Long Beach; April 18, 9:26 a.m., minus 0.8 feet, at Twin Harbors, Long Beach and Mocrocks; April 19, 10.14 a.m., minus 0.7 feet, at Twin Harbors, Long Beach, Copalis and Mocrocks; and April 20, 11:06 a.m., minus 0.4 feet , at Twin Harbors, Long Beach, Copalis and Mocrocks.

Ayres warns clam diggers that a 2014 license is needed. Licenses range from a three-day razor clam license to an annual combination fishing license.

Mike Chamberlain at Ted’s Sport Center in Lynnwood (425-743-9505) looked around the area and came up with the following:

Blackmouth fishing: better the farther west you go, around Port Townsend and beyond; slow locally.

Kokanee: starting to show in Lake Stevens, but probably won’t be steamin’ until at least the end of April.

Smelt: The Oak Harbor Marina and Cornet Bay are putting out surprisingly good smelt jigging, or at least better than it was early in the winter season.

Fly fishing: Pretty fair reports from fly fishermen working Lone Lake on Whidbey Island and Pass Lake south of Anacortes.

Banner Summer On Tap For Ocean Salmon Fishing

A federal fisheries management panel has approved what some charter captains are calling the best ocean fishing season in 20 years.

It’s a big turnaround from the recent past when ocean salmon fishing was sharply curtailed or not allowed at all.

Fishery managers are predicting strong returns of wild and hatchery-raised salmon to the Columbia, Klamath and Sacramento Rivers this year. These runs provide the backbone for the ocean salmon fishing season. This year’s spawners benefited from good river flows when they were young and productive ocean conditions as adults.

Coho Charters owner Butch Smith of coastal Ilwaco, Washington is looking forward to a seven day a week summertime fishery in the ocean.

“Fishing for both Chinook and coho salmon are some of the best we have had for a long time,” said Smith. “Salmon fishing — the fishing industry — to my town is like Boeing and Microsoft is to Seattle. It’s very important. It is the lifeblood.”

The good times may not last because of drought conditions in southern Oregon and California. Poor spawning and juvenile survival conditions today will probably dampen future returns. This could lead to varying degrees of restrictions coast wide in coming years.

“Hopefully, we’ve still got a couple more of these good cycles left before we happen to see an unfortunate downturn,” said Smith.

Meeting at a hotel in Vancouver, Wash., the Pacific Fishery Management Council adopted the 2014 season quotas unanimously on Wednesday after days of lengthy negotiations between commercial troll and recreational fishing representatives, treaty tribes and government regulators.

Lawsuit Threatens Steelhead Recovery

Both hatchery and wild fish are needed for steelhead and salmon recovery in western Washington, says Billy Frank Jr., chairman of the Northwest Indian Fisheries Commission.

“There’s no way we can do it without both,” said Frank, responding to a lawsuit against the state of Washington by a group claiming that state hatchery steelhead releases are undermining recovery of ESA-listed wild steelhead, chinook and bull trout in Puget Sound.

The Wild Fish Conservancy wants the program halted and is seeking an injunction to stop the Washington Department of Fish and Wildlife from releasing nearly 1 million hatchery steelhead this spring. WDFW has said it will not release the fish unless or until it can reach an agreement with the group.

Science guides the operation of hatcheries in western Washington, Frank said. Hatcheries are carefully managed to protect the genetic health of wild fish. Without hatcheries and the fish they produce, there would be no fishing at all.

“It’s important to remember why we have hatcheries in the first place,” he said. “They were built to make up for lost natural steelhead and salmon production that has been nearly destroyed by habitat loss and damage. They have been an important part of salmon management in Washington for more than 100 years.”

Indian and non-Indian fishermen, their families, businesses and many others depend on the salmon and steelhead that hatcheries provide, Frank said. Because wild fish populations have continued to decline along with their habitat, hatcheries are critical to providing fish for harvest.

Hatchery fish are also essential to fulfilling tribal treaty-reserved fishing rights, which depend on fish being available for harvest. Properly managed hatcheries can be a valuable tool for wild fish restoration by supplementing natural spawning and increasing natural-origin fish abundance, Frank said.

“But we must also stop the loss and damage of steelhead and salmon habitat in our watersheds,” Frank said. “The reasons that hatcheries were built in the first place have not changed, and have only gotten worse. We are losing salmon habitat faster than it can be restored and protected, and that trend is not improving.”

That is why lawsuits like the one filed by the Wild Fish Conservancy are so disappointing, Frank said.

Once a hatchery salmon is released, it has the same habitat needs as wild fish. Those needs include clean, cold water; access to and from the sea; and good spawning habitat.

“Lost and damaged habitat, not hatcheries or harvest, is what’s driving wild steelhead and salmon populations toward extinction,” Frank said. “The focus needs to be on fixing and protecting habitat, not fighting over hatcheries and the fish they produce. Climate change and exploding population growth are only making our habitat problems worse, which in turn makes hatcheries even more important for wild fish and all of us.”

If the state ultimately does not release the fish, both Indian and non-Indian fishermen and local economies will feel the effects quickly and for a long time, Frank said. “The tribes and state learned a long time ago that our money, time and energy are better spent working together for the benefit of the resource than fighting each other in court. We need cooperation, not litigation, to achieve salmon and steelhead recovery.”

First Nations Save First Foods: Northwest Tribes Seek to Restore Historic Fish Runs

Salmon and other migratory fish attempting to return to their spawning grounds in the Pacific Northwest face no fewer than 400 man-made barriers in the Columbia River Basin, the earliest dating back to 1885—and there may be as many as 100 more constructed illegally on private property, tribal fish biologists estimate.

The impediments to fish migration posed by such monolithic barriers as the 551-foot-high Grand Coulee Dam are well documented, but anadromous fish face a myriad of other obstacles as well. In the 129 years since that first dam was built in Spokane, Washington, fish passage has been restricted, if not totally eliminated, in many areas, tribal experts said at a recent workshop addressing the issues. And it’s not just the Columbia River.

“The tributaries and main stem Snake River habitat are probably in worse shape than on the Columbia,” said Dave Johnson, program manager for the Nez Perce Department of Fisheries. “The main stem is a mess. All the Snake River salmon and steelhead populations are listed under the endangered species act or have been extirpated. Idaho Power Company is trying to relicense those facilities right now, and there are things they need to fix as part of that, things that are caused only by those dams being there such as the mercury issue, such as temperature problems.”

Biologists with the Columbia River Inter-Tribal Fish Commission (CRITFC) have documented most of these obstructions on a massive map of the basin. They gathered at a workshop in mid-March to review their individual projects ahead of the CRITFC’s Future of Our Salmon conference to be held in Oregon on April 23 and 24. The goal is to restore historic fishing runs. Eliminating such obstructions is essential not only from a food-security standpoint, the experts said, but also culturally and spiritually—though all are different facets of the same thing.

“The deal we made with the Creator is that if we take care of our first foods, the first foods will take care of us,” said Paul Lumley, executive director of the Columbia River Intertribal Fish Commission (CRITFC), which held the workshop. “Salmon are the first of the first foods.”

By 1980, river flows had been reduced by 50 percent, causing migration time to increase from weeks to months and decreasing survival, said Sheri Sears of the Colville Tribes. The granddaddy of all these barriers is Grand Coulee Dam, completed in 1942, which completely blocked upstream migration all the way into the headwaters in western British Columbia. But there’s more—much, much more. The Brownlee, Hells Canyon and Oxbow dams on the Snake River totally block fish migration across western and southern Idaho nearly to the Wyoming border as well, for instance.

Moreover, these are all high dams. Besides Grand Coulee there is the Brownlee, soaring 420 feet. Others are only slightly lower. Their construction, and lack of any means to transport fish beyond them, has changed the culture of Northwestern tribes, whose members once depended on these fish for food.

Ever since the first dams were built, biologists from tribes and governmental agencies have sought ways to get fish over, around, and through these barriers: large and small dams, culverts and even waterfalls. Currents and water temperatures have changed over the years, as well.

The issue stretches all the way up into Canada, with nonexistent fish passage at the Keenleyside, Brilliant, and Waneta dams. Sockeye were once abundant there.

“None of these facilities provide fish passage,” Canadian biologist Will Warnack told workshop attendees.

Different locations reported various problems and possible solutions. One practice that has proven effective is the use of pit tags to compare survival rates between dams. National Oceanic and Atmospheric Administration (NOAA) Fisheries biologist Ritchie Graves pointed out that it was relatively cheap, no handling was required, fish were from a known source, and it was an easy estimate to understand. In addition, he said, everyone using this technique sends their findings in, making for highly accurate reporting statistics.

New technology sometimes replaces old, as cited by James Bartlett, fisheries biologist with Portland General Electric. For instance, Round Butte Dam once had a 2.8-mile fish ladder. That was discontinued a few years later, and they now use a truck and haul method for both juveniles and adults. A pipe releases the fish 20 feet below the surface to prevent thermal shock.

Cracking down on the roughly 100 mostly illegal dams in central Washington would be a good starting point for restoring the fish runs, Sears said. The smaller dams and barriers notwithstanding, the single overriding problem continues to be moving fish past the major hydroelectric dams. Solutions are possible, but funding is key, which is one hope for the outcome of the renegotiation of the Columbia River Treaty, which is nearly complete.

Perhaps the most unique option for boosting fish over large dams is being developed by Whooshh Innovations, a company that is testing a flexible sleeve that rapidly moves fish using a pressure differential. The first tests will move fish 200 feet with a 50-foot rise, but the company is already thinking of much larger numbers, a minimum of 1,000 feet with a 236-foot rise.

“Our model indicates it would take a fish 25 seconds to make that rise,” said Deligan. “Do we want to go over something like Chief Joseph Dam? Absolutely.”

Just one visit to Grand Coulee Dam put the money needs in perspective. Over the next 10 years, $400 million will be spent for turbine retrofits at Grand Coulee. Each year, $70 million goes toward operations and maintenance. Fish-passage solutions pale in comparison.

“These huge outlays of money make one realize that installing fish passage facilities is not a financial impossibility,” noted Lumley, who emerged from the workshop optimistic about the April conference.

“This workshop exceeded my expectations in terms of identifying real solutions to restoring fish passage,” Lumley said. “It was mostly technical, but also [yielded] some really helpful suggestions for us on the funding side of it, and also in asking our leadership to reconsider some of the bad historical decisions that have been made and to right those wrongs.”
