Alaska sockeye could be undersold by other fisheries

Uncertainty best sums up the mood as fishermen and processors await the world’s biggest sockeye salmon run at Bristol Bay. In fact, it’s being called the riskiest season in recent memory in the 2014 Sockeye Market Analysis, a biannual report done by the McDowell Group for the fishermen-run Bristol Bay Regional Seafood Development Association.

As presaged by buyer pushback at seafood trade shows earlier this year in Boston and Brussels, for the first time since 2010 the starting price for the first sockeyes from Copper River took a $0.50/lb dip. At an average $3.50/lb, it was down 13 percent for fishermen from 2013.

“Probably more so than any recent year, processors are having pressure from both the buying side with more competition for fish in Bristol Bay, and on the selling side there is a very large sockeye forecast from the Fraser River (in British Columbia). And that fishery takes place in August well after Alaska’s sockeye fisheries are done,” said Andy Wink, seafood project manager at McDowell Group.

“If buyers hold off and there is a big Fraser run, it could leave Alaska processors holding some high-priced sockeye inventory. We’ll have to wait and see what happens with wholesale prices, but in general, there are more downside risks this year,” he added.

The expected catch at Fraser River is about 10 million sockeye, but it could be double that if fishermen and processors have the capacity to handle it.

Of course, farmed salmon remains a big market competitor – and in play this summer is red salmon from Russia. That fish is making big inroads into markets where it hasn’t been before.

“It wasn’t till 2013 when we really saw Russian sockeye going in any significant volume to markets outside of Japan,” Wink explained. “As our sockeyes become more expensive, Japan has been buying more from Russia. But last year we saw Russian sockeye exports outside of Japan go up 580 percent!”

On the upside, Wink said Alaska sockeye is an ever more popular brand, especially in the U.S.

“There is still a lot of demand, especially for fresh and frozen products, and there is strong demand from salmon smokers in Europe, and a growing market in the U.S. market. That’s really supported the entire Bristol Bay fishery over the last several years,” he said.

Sockeye salmon are Alaska’s must valuable species by far, usually worth two-thirds of the total statewide harvest. The 2014 Alaska sockeye harvest is projected at 33.6 million fish; roughly 18 million of the reds should come from Bristol Bay.

Worker relief

Alaska seafood processors will soon get relief from worker shortages with the reinstatement of the J-1 Visa Summer Work/Travel Program. The J-1 program allows companies to recruit workers from outside the US when they can’t find enough Alaskans or workers from the Lower 48 during the busy salmon season. The State Department dropped seafood industry workers from the J-1 program two years ago.

Sens. Murkowski and Begich were successful in getting seafood workers added back into the J-1 Visa program. On Friday, the measure passed as part of the State and Foreign Operations Appropriations Bill, and it now heads to the full Senate.

Salmon skin cream

A chance discovery by farmed salmon hatchery workers has spawned a line of skin care products that keep skin softer and younger looking.

“Aquapreneurs” in Norway became curious several years ago after they noticed that hatchery workers who spent long hours handling salmon fry in cold seawater had softer, smoother hands. Researchers at Norway’s University of Science and Technology discovered the skin-softening component came from the enzyme zonase, found in the hatching fluid of the salmon eggs. The enzyme’s task is to digest the protein structure of the tough egg shells without harming the tiny fish. The scientists hailed this dual ability as the secret behind the beneficial properties for human skin.

Now, Norway-based Aqua Bio Technology, which develops marine based ingredients for the personal care industry, has launched the zonase-infused product as Aquabeautine XL. Another personal care product using salmon hatching fluid is set to be launched at the end of the year, according to ABT’s website.

Death by sunscreen

All that sunblock being slathered on beachgoers around the world is causing major damage to ocean coral. A study funded by the European Commission revealed the mix of 20 compounds used to protect skin from the harmful effects of the sun causes rapid bleaching of coral reefs.

The World Trade Organization reports that 10 percent of world tourism takes place in tropical areas, with nearly 80 million people visiting coral reefs each year. The WTO estimates that up to 6,000 tons of sunscreen is released into reef areas each year – and that 10 percent of the world’s coral reefs are at risk of ‘death by sunscreen.’

While Alaska’s deep-sea corals face threats from ocean acidification, they are safe from sunscreen. Unlike tropical varieties, Alaska corals don’t form reefs – they grow into dense gardens and can live for hundreds of years. The waters surrounding the Aleutian Islands are believed to harbor the most abundant and diverse cold-water corals in the world.

EarthFix Conversation: Is There Hope For Salmon In Northwest Cities?

Swimming through cities is a fact of life for many salmon in the Northwest. With all their pavement and pollution, cities add to the challenges salmon face as they make their way to the ocean and back to their spawning grounds.

Alan Yeakley is the director of the School of the Environment at Portland State University and co-author of Wild Salmonids in the Urbanizing Pacific Northwest. The book sets out to answer a key question: Can wild salmon populations coexist with humans in urban areas?

EarthFix reporter Cassandra Profita sat down with Yeakley to talk about exactly why cities are such a problem for salmon and steelhead in the Northwest, and what urban-dwellers can do about it.

Cassandra Profita: Tell me what got you interested in this topic. I think of it as salmon in the city.

Alan Yeakley: When the focus has been so strongly and of course rightly so on the wild land areas, agricultural areas, forested areas, the hinterlands. That’s most of the land surface, the land area, but yet it has always been recognized that these fish have to go through these lethal urban areas. So, any fish going through the entire Willamette Basin has to go through Portland. Any fish going in the Columbia Basin has to at least go through the area between Portland and Vancouver, and with those toxics coming off the streets with the sediments coming in the higher temperatures that city environments create, it’s quite a challenge for fish to go through those areas and yet it represents such a large part of the Pacific Northwest that they have to pass through twice in their lifetime.

Profita: So, are you looking at what challenges salmonids have in urban environments?

Yeakley: Yes, they range across a whole suite of issues. And it ranges from physical impacts from sediment coming into the streams at higher rates coming off of our roads, the toxic elements that are coming in either from automobile exhaust or waste, or from fertilizer that people are applying to their yards, from industrial sites. Just all manner of – you know that toxic soup that is produced from cities that hits these streams.

Every time somebody steps on the brakes in their car – including me. Today I drove my car in so that had some impact on salmon. And we’re all doing this. We’re all having these tiny little impacts that add up. We know from copper in the brake pads that has a sub-lethal effect. In other words, it’s an effect that won’t kill the fish but it will reduce their ability to function, just having some presence of copper in the water that’s coming off those brake pads. So, these everyday practices that we do, watering our lawns too much so that the water doesn’t just soak into the lawn but goes out into the street and moves into the street, particularly if we put too many pesticides, herbicides or insecticides. The insecticides affect the insects in the stream and those insects are part of the salmon’s diet. So any extra insecticides we’re putting in our yards that go into the stream will then affect the fish. These are indirect effects, but they’re still effects.

Profita: Did you look into how salmonid populations are actually doing in urban environments? Did you look at their numbers?

Yeakley: From the city of Portland we work with Chris Prescott. He and others are doing comprehensive surveys of these salmonid populations. They do them on a routine basis every year. trying to understand population levels of salmonids. And recently Chris sent me some data about a month ago, actually, from some some encouraging results for native fish populations in Portland urban streams including salmonids that are on the uptick. So there are some encouraging results from Portland. There are also encouraging results from other cities such as Boise and Seattle and some of the other surrounding metropolitan areas in the Pacific Northwest in terms of some of the salmon numbers coming back. Of course, they’re not in any substantial numbers yet, but at least there is some presence of salmon in some of the area streams now.

Cassandra Profita: Can you tell what kinds of environments are seeing the uptick in salmon and what kinds of areas are not?”

Yeakley: “Yes, where municipal efforts have been most successful and most intense we’re seeing the best return. For instance in the Johnson Creek watershed, there have been a number of very large restoration sites, recovery sites that have been conducted by the city of Portland, the city of Gresham and with some help from other entities. All of these people working together have been able to recover stream segments’ entire floodplain areas, and that’s really notable so they’re to be lauded.

The big challenge, of course, is these habitats are not sufficient still to recover very large populations of salmonids. And they sometimes are not connected together well enough. So there will be a big stretch of nice habitat and then they’ll go through a concrete, very narrow concrete passage like an LA stream-type channel where you don’t have any riparian, any side channels, any overhanging vegetation. So it’s kind of like a Mario game where you have little stretches where the fish are really doing OK and suddenly it gets really tense again and the numbers are not going to not come back very strongly until we reconnect and get rid of some of these really lethal habitats that still remain in their path.

Profita: What have you found needs to change to accommodate fish in urban areas and what’s realistic?

Yeakley: The realistic question is really the challenge. Part of what needs to be done is just what municipalities like the city of Portland are already doing. It just needs to be continued. More of it. Because it’s working but it’s not sufficient for full recovery.

So that’s the first thing. We just need to continue what cities like Seattle, Portland and others are already doing. But then more needs to be done in the same area, so all the streams still in damaged conditions have lots of toxics going into them have lots of nearby homes that don’t have a lot of mitigation, a lot of bioswales or other retention ponds to intercept the pollutants as they come off these urban lawns. Those still need to be continually upgraded in terms of adding more interception of those toxic pollutants and more reduction of the toxic impacts of either the urban residents or of the commercial areas or industrial areas.

The Squaxin Island Tribe is getting to the bottom of Lake Isabella, to find out if water temperatures are affecting salmon populations downstream.

“Warm water can really hurt juvenile salmon before they migrate out to the ocean,” said Sarah Zaniewski, habitat biologist for the Squaxin Island Tribe. Warm water can spawn diseases and carries little of the dissolved oxygen that salmon need to breathe. Because salmon are cold blooded, warm water increases their metabolic rate forcing them to use energy needed for survival.

“We’re taking a closer look at what exactly causes warming and cooling of Lake Isabella, Mill Creek, and all it’s tributaries, and how that would impact salmon,”said Erica Marbet, the tribe’s hydrologist.

Throughout the summer, tribal researchers will take the temperature of the lake, and throughout Mill Creek, the lake’s downstream tributary. “One of the important things to find out is how the lake’s temperature changes as you get deeper,” Marbet said. “That way, we can figure out how important the lake is to the temperature in the creek.”

The researchers will also walk portions of the creek to find out why it warms and cools at different places.

“Because coho salmon spend their first year of life in freshwater they are especially vulnerable to changes in freshwater habitat,” Zaniewski said.

This year’s temperature study follows on an intense habitat survey by the tribe last year of Mill Creek. Like most South Sound streams, Mill Creek coho production dropped off about 20 years ago. “We don’t have a clear understanding why after no obvious changes in the past 20 years, that Mill Creek doesn’t have more adult spawners,” Zaniewski said.

The tribe’s work on Mill Creek is a part of a larger regional effort by the tribe to restore and protect salmon habitat. “Making sure salmon have quality habitat is the best way we can bring back decreased runs,” said Andy Whitener, natural resources director for the Squaxin Island Tribe.

EPA, Environmental Groups Reach Agreement To Protect Salmon From Insecticides

Environmental groups and the U.S. Environmental Protection Agency announced an agreement Friday reinstating rules meant to protect salmon and steelhead from insecticides.

The agreement sets streamside buffers prohibiting aerial spraying within 300 feet and ground spraying within 60 feet of salmon and steelhead streams. The restriction applies to five different insecticides: diazinon, chlorpyrifos, malathion, carbaryl, and methomyl.

“The agreement provides more certainty to farmers about how to protect fish. We know that our Northwest farmers and growers are good land and water stewards,” said Kim Leval, executive director of the Northwest Center for Alternatives to Pesticides, whose lawsuit along with other environmental groups prompted the agreement to restore the regulations on a temporary basis.

The center first sued the EPA 14 years ago, claiming the federal agency that regulates pesticides failed to consult with the National Marine Fisheries Service about how many different pesticides affect salmon. A settlement of that case resulted in a 2004 court-ordered injunction that first established the streamside buffers.

After that injunction expired, NCAP and other groups sued again in 2010, claiming the EPA failed to adopt permanent protections required by the fisheries service.

“It’s a long struggle to protect fish that really can’t wait to be protected,” Leval said.

The buffers remain in place until the Fisheries Service completes its analysis of how the five pesticides affect fish, at which point the EPA must implement permanent protections based on the Fisheries Service analysis.

Why Some In The Northwest Want More Of These Jawless, Eel-Like Creatures

Jawless and eel-like with concentric rings of teeth, the Pacific lamprey’s unsavory looks may be one reason why populations have declined. Now, some people are taking charge of restoring the fish.

While it’s an important source of food for juvenile salmon and contribute to rivers the way earthworms do to soil, the Pacific lamprey is not exactly a charismatic animal.

“When I first saw these fish, I thought, ‘My gosh, it looks like that Sarlacc mouth in Return of the Jedi.’ It just looks like something that’s going to swallow you up,” said Sean Connolly, a biologist with the U.S. Fish and Wildlife Service in Portland, and collaborator on a 1o-year project to restore the fish. (In case you were wondering, a Sarlacc mouth is a gaping abyss of tentacles and teeth.)

“On the flip side of it, it has these incredible blue eyes. It has this look of something remarkable you’ve never see. And when you study these organisms and see them, they actually look quite vulnerable,” Connolly said.

They are vulnerable. In the past few decades, regional populations plummeted, hitting an all-time low in 2010. In the ’60s, people decided the lamprey was an eel-like river vermin worthy of extermination.

“Back in the ’60s and ’70s, people dropped rotenone in the rivers and streams to try to kill all the trash fish. Because that’s what they’re considered: trash fish,” said Patrick Luke, a biologist with the Yakama Nation Fisheries. “But at the same time, they tried to increase the production of trout, salmon, sturgeon, those types of species.”

As big hydropower project began to come online in the northwest, dams were problematic, too.

“When folks were building those facilities and thinking about passage for salmon and steelhead, they weren’t really thinking about a fish like a lamprey, which can’t jump,” Connolly said. “And so what we’ve seen is some pretty substantial declines, over time and definitely historically.”

Those declines were sharp enough to earn the lamprey the nickname “the lost fish.” Emily Washines, who works with the Yakama Nation Fisheries, says she remembers when they they started disappearing from the dinner table.

“It would be the equivalent, I guess, of going to a Mariners game and not having hot dogs anymore,” Washines said of the lamprey’s absence. “It was so much a part of our ceremonies, so much intertwined in our lives that to have the numbers sharply decrease, just within my generation, is so noticeable.”

The Pacific lamprey’s invasive cousin, the Sea lamprey, hasn’t helped. It has marauded Great Lakes waters for a while now. But here in the Pacific Northwest, where the fish is native, the larvae feed juvenile salmon and steelhead, rather than feeding on them. That’s one reason why tribes and government agencies have funded the Pacific Lamprey Restoration Plan, which involved releasing buckets of them into Yakama streams. It’s funded by government grants and through the 2008 Columbia Basin Fish Accords with Bonneville Power Administration.

“Just think what the earthworms do on land,” said Patrick Luke. “These lamprey larvae do the same thing in the substrates of rivers and streams: they aerate, they fix nutrients for microbes and organisms that feed salmon and other aquatic organisms.”

His goal is to get the fish populations back up, though maybe not to the level that earned them the nickname “Columbia River hot dog.”

First Nations Development Institute Awards $400K to 12 Native Food-System Projects

First Nations Development Institute announced June 3 that it is divying up $400,000 in grant awards to 12 Native organizations. The grants, made possible by the W.K. Kellogg Foundation of Battle Creek, Michigan, were awarded under First Nations’ Native Agriculture and Food Systems Initiative.

The NAFSI grant program is intended to help tribes and Native communities build sustainable food systems, increase healthy food access and awareness, and stimulate tribal economic growth and development. The 12 grants range between $20,300 and $37,500 to the following tribes and Native organizations:

Bay Mills Community College, Brimley, Michigan, $37,500

The grant will support the Waishkey Bay Farm 4-H Club and Youth Farm Stand. Waishkey Bay Farm is a sustainable farm and orchard located in Michigan’s Upper Peninsula. The club’s purpose is to recruit tribal youth to help grow, harvest and market fruits and vegetables.

Choctaw Fresh Produce, Choctaw, Mississippi, $37,500

The grant will be used to expand a small community garden. Food from the garden will be sold at the casino restaurant.  Additionally, project organizers plan to sell surplus fruits and vegetables throughout the community via a mobile farmers’ market.  The project aims to increase access to healthy food on the reservation while creating jobs and stimulating economic development.

Columbia River Inter-Tribal Fish Commission, Portland, Oregon, $28,125

The grant will assist tribal fishers as they build new relationships with tribes to develop and expand market opportunities for salmon products. The project aims to increase opportunities for the fishers of the Columbia River tribes.

Diné Community Advocacy Alliance, Gallup, New Mexico, $20,300

The funds will be used to help the alliance support the Healthy Diné Nation Act and Junk Food Tax, which was vetoed by the Navajo Nation president in February 2014.  The act seeks to impose a 2 percent sales tax on sugar-sweetened beverages and junk food, and eliminate sales tax on fresh fruits and vegetables.

Lac Courte Oreilles Ojibwa Community College, Hayward, Wisconsin, $37,500

The grant will be used to build capacity and expand the college’s Sustainable Agriculture Research Station (LSARS). LSARS will increase healthy food access by providing a mobile farmers’ market, online and telephone food-ordering service, and EBT-SNAP purchases.

Lakota Ranch Beginning Farmer/Rancher Program, Kyle, South Dakota, $37,500

The grant will be used to establish an active gardening club on the Pine Ridge Indian Reservation.  Fruits and vegetables harvested will be sold at a local farmers’ market to promote healthier food choices.

Ponca Tribe of Oklahoma, Ponca City, Oklahoma, $28,125

The funding will build capacity and expand the local community greenhouse.  The goal is to produce twice as many fruits and vegetables in the expanded greenhouse.  Additionally, the funds will be used to host weekly diabetes health education and cooking classes.

Pueblo of Nambe, Nambe Pueblo, New Mexico, $28,125

The Community Farm Project will focus on expanding to create more traditional meals with locally grown, highly nutritious food items. Nambe Pueblo is a food desert with issues of access and affordability of fresh, local produce. The farm can expand with eventual creation of a marketplace on pueblo land, instituting practices such as composting and seed saving, and working to revitalize Indigenous crops, harvesting wild plants, and raising hormone-free, locally slaughtered meats.

Sac and Fox Tribe of the Mississippi in Iowa, Tama, Iowa, $37,500

The grant will build capacity and expand the Meskwaki Grower’s Cooperative. The food co-op launched in 2013 and needs to expand to include a greenhouse, seed-saving program and food-preservation workshops, as well as increasing co-op membership.

Sust’ainable Molokai, Kaunakakai, Hawaii, $37,500

The grant will be used to launch the Molokai Food Hub, which will give the Native Hawaiian farming community better access and control over its local food system. The Food Hub will help accurately manage orders and monitor product quality.

Taos County Economic Development Corporation, Taos, New Mexico, $37, 500

The organization will lead and coordinate the Native Food Sovereignty Alliance (NAFSA), including coordinating board meetings, proactively recruiting and growing the membership base, and moving the organization toward achieving its 501(c)(3) nonprofit, tax-exempt status. The organization will also coordinate development of a three-year strategic plan and a priority list of policy areas to be addressed.

Waimea Hawaiian Homesteaders’ Association, Kamuela, Hawaii, $32,825

The grant will continue to fund the “Farming for the Working class” project and will enable another 10 Native Hawaiian homestead families to start actively farming their fallow land. The program consists of hands-on farm training, paired with classroom-based learning and business training.

Lamprey Fishing Blessing Ceremony Has Tribal Sovereignty Undertone

For centuries, Native Americans from Boise to Wenatchee to the southern Oregon coast have harvested Pacific lamprey, colloquially called eels. The ugly-looking critter resembles an eel, but it is actually a primitive fish with a distinctive, toothy suction cup mouth.

Willamette Falls, just outside Portland, is one of the few remaining places in the Northwest where it is possible — and legal — to catch Pacific lamprey for personal and ceremonial use. Tribal members are about the only ones who go for it.

During a “blessing ceremony” for lamprey and fishermen held at the confluence of the Willamette and Clackamas Rivers Monday, tribal schoolchildren led an eel dance, a sort of snaking Conga line more than 50 strong of all ages.

One of the fishermen there, Patrick Luke, is a Yakama Nation biologist. Luke is still miffed about the ticket he received from Oregon Fish and Wildlife police at the nearby falls in 2011.

“Now they have got folks on the reservation that won’t even come down here because they are afraid that enforcement will intimidate folks like they did in the past,” Luke said. “I grew up living that way in the 1970s seeing the state policemen treat the Indian folks really bad.”

Three years later, the Yakama Nation is still fighting Luke’s ticket. Two other fishermen were also cited and had their catches seized that day for fishing without a state permit. The thing is, Oregon does not “co-manage” lamprey the same as salmon or game.

“It is not a treaty right,” State Police Captain Jeff Samuels explained. “It is definitely open to all,” with everyone under the same rules, he said of the state’s approach.

From the tribal point of view, they believe they shouldn’t need the state’s permission.

“They don’t set our seasons,” Luke said. “We have our own law enforcement that sets our own seasons.”

At Oregon’s Department of Fish and Wildlife, fishery managers are trying to finesse the issue so it doesn’t escalate. The department’s Tony Nigro said his agency is trying to reach an understanding that at least clarifies the rules.

“The state has its policies and its legal positions,” Nigro said. “They aren’t necessarily in agreement (with tribal positions) at this point in time. But we respect and recognize the differences. I think we’ve been fairly good at putting those differences aside, seeing if we can work cooperatively.”

Nigro said Northwest states, tribes and the federal government have a common goal to keep Pacific lamprey off the endangered list. Populations of the migratory fish have declined dramatically in recent decades. The reasons are many including dams and water diversions. Lamprey have trouble swimming up fish ladders designed for salmon. However, both sides see room for a limited ceremonial and subsistence harvest within a larger recovery effort.

Evaline Patt, a Warm Springs tribal council member, said lamprey used to be a staple in the diets of Columbia and Snake River basin tribes.

“It’s a rare treat now,” she said, “It’s getting to be a delicacy.”

Patt compared lamprey to oysters. Others said it tastes like fishy steelhead.

Being Frank is the monthly opinion column that was written for many years by the late Billy Frank Jr., NWIFC Chairman. To honor him, the treaty Indian tribes in western Washington will continue to share their perspectives on natural resources management through this column. This month’s writer is Lorraine Loomis, vice-chair of the NWIFC and fisheries manager for the Swinomish Tribe.

OLYMPIA – So much has been written and said about the passing of Billy Frank Jr., our great leader and good friend. Many people are asking how to honor Billy’s memory. Who will take his place?

One way we can honor Billy’s legacy is to carry on his work:

We must recover wild salmon to levels that can once again support harvest. That is the only true measure of salmon recovery. To do that, we must do more to protect and then to restore salmon habitat. Right now we are losing habitat faster than it can be fixed. That must change or we will continue to lose the battle for salmon recovery.

  • We must maintain strong salmon hatchery programs. Most hatcheries were built to mitigate for lost natural wild salmon production caused by damaged and destroyed habitat. Tribal, state and federal hatcheries are operated safely, responsibly and using the best science to minimize impacts on wild salmon. Some hatcheries produce salmon for harvest. Others aid recovery of weak wild stocks. Every hatchery is essential to meeting the tribal treaty right by contributing salmon that are available for harvest. Without hatcheries there would be no fishing at all in most areas of western Washington. We must have hatcheries as long as wild salmon habitat continues to be degraded and disappear.
  • We must achieve a more protective fish consumption rate and maintain the current cancer risk rate to improve water quality and protect the health of everyone who lives in Washington. The two rates are key factors that state government uses to determine how much pollution can be dumped in our waters. The state admits that the current fish consumption rate of 6.5 grams per day (an amount that would fit on a soda cracker) does not protect most of us who live here. It is among the lowest rates in the country, despite the fact that we have one of the largest populations of fish and shellfish consumers in the United States. Currently the cancer risk rate from toxins in seafood that the state uses to set water quality standards is one in a million, but Gov. Jay Inslee is considering a move to reduce that rate to one in 100,000, a tenfold decrease in protection. We believe Washington’s fish consumption rate should be 175 grams per day – the same as Oregon – and that the cancer risk rate should remain at one in a million.
  • We must really, truly clean up Puget Sound. Every few years state government creates a new agency or cooperative effort to make that cleanup a reality. Year after year, decade after decade, we have all been working toward that goal, but we are not making sufficient progress. The main reason is lack of political will to develop and enforce regulations that could make cleanup a reality. Until that changes, the cleanup of Puget Sound will not happen.
  • We must stop plans to expand the transport and export of coal and oil through our state’s land and waters. Increased oil train and tanker ship traffic and more export terminals offer nothing but problems. The likelihood of oil train explosions and derailments, along with the potential for devastating spills from tanker ships, threaten tribal treaty rights, the environment, our natural resources, our health and even our very lives. The few, mostly short-term jobs that they might provide are just not worth the cost.
  • We must continue to work together on the problems we all share. We have shown that great things can be accomplished through cooperation, such as the Timber/Fish/Wildlife Agreement and the U.S./Canada Pacific Salmon Treaty. If we work together we can achieve both a healthy environment and a healthy economy. If we continue the conflict we will achieve neither outcome. A healthy environment is necessary to support a healthy economy in this region and the people who live here demand it.

Billy worked his entire life to make western Washington a better place for all of us to live. Tribal treaty rights that protect natural resources help make that possible, and benefit everyone who lives here, not just Indian tribes.

As for the question of who will pick up where Billy left off, the answer is all of us. No single person will ever be able to replace him. That’s a job for everyone. There is only one direction we can go: Forward – together – on the path Billy showed us with the teachings he shared.

Fresh Columbia River Chinook Salmon! Tribes Open Sale Memorial Day Weekend

For Memorial Day weekend, leaders from the Umatilla, Yakama, Warm Springs and Nez Perce tribes opened a two-night commercial gillnet fishery that will bring ample amounts of fresh spring chinook to the salmon-loving public. The latest fishery comes on the heels of an above average spring chinook run which should reach 224,000 returning adults. This spring’s commercial fishery will be the largest in the last four years.

“The tribes are just one the many communities benefiting from this year’s spring chinook run,” said Paul Lumley, Columbia River Inter-Tribal Fish Commission’s executive director. “For the first time in four years, we are thrilled to share the coveted spring chinook salmon with our loyal customers that appreciate fresh and locally-caught fish.”

Indian fishers may be found selling fish at a number of locations along the river including Marine Park at Cascade Locks, Lone Pine at The Dalles, and the boat launch near Roosevelt, Washington as well as other locations. Commercial sales will not occur on Corps of Engineers property at Bonneville Dam. Information on where the day’s catch is being sold is available by calling Columbia River Inter-Tribal Fish Commission’s salmon marketing program at (888) 289-1855 or visiting the salmon marketing website http://www.critfc.org/harvest. Price is determined at the point of sale and sales are cash only.

The tribal fishery is protected by treaties made with the federal government in 1855, where the right to fish at all usual and accustomed fishing places in the Columbia River basin was reserved. The tribal treaty right extends beyond ceremonial and subsistence fisheries to commercial sales. The Columbia River fisheries are adjusted throughout the season in accordance with management agreements and observed returns.

Nisqually Tribe looking for connections between zooplankton and salmon

The Nisqually Indian Tribe is trying to find a way to predict future salmon runs by measuring what juvenile salmon eat on their way out to the ocean.

The tribe is expanding their research on local salmon to take a look at zooplankton in deep South Sound, which young salmon eat after leaving the Nisqually River. “Eventually, we might be able to connect the availability of food in Puget Sound with chinook runs three or four years down the line,” said David Troutt, natural resources director for the tribe.

As they migrate to the open ocean, juvenile salmon consume small animals like zooplankton. Nisqually tribal researchers want to find out if there’s less food in Puget Sound when salmon are migrating out, meaning fewer may be coming back.

The study will examine the entire community structure of competitors and predators, including plankton and other fish species. A smolt trap operated by the state Department of Fish and Wildlife on the Nisqually River will determine the timing, size and number of out-migrating salmon.

The tribe will sample juvenile fish from the Nisqually estuary and adjacent marine areas using a beach seine and lampara net. At the same time, the tribe will sample the water for zooplankton and other small animals. “If we find that in years when a lot of food is available, salmon survive to return at higher rates, we could more easily predict future salmon runs,” Troutt said.

In an earlier study of chinook leaving the Nisqually River, the tribe found a direct connection between fish that were able to find food in the river’s estuary and those able to make it back as adults. “We typically find two groups of juvenile chinook leaving the watershed,” Troutt said. “The fish that stayed and fed in the estuary survived to return as adults while those with other life history strategies did not.”

The tribe’s research is part of the region-wide Salish Sea Marine Survival Project. The project brings together researchers in both the United States and Canada to better understand the relationship between salmon and the marine environment.

Treaty Indian tribes are locally based and use cutting edge management techniques, making them uniquely qualified to conduct close to the ground research. “Being able to understand the salmon life cycle is important if we want to preserve our treaty protected right to harvest salmon,” said Georgiana Kautz, natural resources manager for the tribe. “Our treaty rights depend on there being fish actually available to harvest.”
