Colorado Natives Recount Harrowing Escapes as Floods Recede, Head to Nebraska

Boulder, Colorado collectively shouldered the job of cleaning up after flooding from torrential rains that fell for days, overrunning parched fields and inundating homes in a 17-county area and prompting one American Indian to point to global change as the culprit.

The deluge was, depending on the source, a 100-, 500- or 1,000-year record flood that left at least eight people confirmed or presumed dead, including an American Indian youth.

But there’s no guarantee that severe flooding won’t occur even sooner than 100 years, said Theresa Halsey, Hunkpapa Lakota, who produces the Indian Voices newsletter and other material for KGNU Community Radio.

“This world is out of order,” she said, citing “wild and crazy” hurricanes and tornadoes and global warming-related rising waters from the Arctic.

Halsey’s lower-level apartment was damaged by floodwater that soaked carpets and will have to be dried to ensure there’s no mold, so she had to move furniture and other belongings into the hallway. Her temporarily waterlogged life is probably better than that of people who had sewer backups and loss of power, she said, adding that she was particularly fortunate since she lives near Boulder Creek, which flooded.

Other Indians had similar experiences in Boulder, where the University of Colorado and Boulder Valley public schools closed down for the day on September 17. Nearly 12,000 people were evacuated in north-central and northeast Colorado, where many of the state’s 30,000 non-reservation Indians reside. Flooding that began on September 11 resulted from five to 15 inches of rain, depending on the area, the state’s office of emergency management said. Dozens were being airlifted to safety on Wednesday September 18, and hundreds more were stranded or still unaccounted for.

Natives in the flood-torn area had harrowing tales of escape and near-misses. Lori Windle, Objibwe, a founder of the Society for American Indian Government Employees, heard a loud roaring on September 12 and realized that nearby Coal Creek had risen from about two feet to some 30 feet, widening rapidly and uprooting trees.

At that point she realized she should leave, particularly after talking with a Houma woman she knew who worked for the Federal Emergency Management Agency and who told her they were “getting ready to declare it a disaster area.” She spent the night at her daughter’s house. Windle was among the lucky ones —her house was spared as the floodwater lapped at the foot of her driveway.

Carolyn Hayes, Navajo, who creates Indian regalia and does craft work, lives in a second-floor apartment in Boulder and is concerned that some of her belongings in a basement storage area may have been water-damaged, but a sprained ankle had prevented her from checking. She too recalled the rushing water of September 12.

They and other area residents were glad to see clearing skies on September 16 as estimates for rebuilding and repair soared into the hundreds of millions of dollars. State emergency management officials said that official early estimates would be made next week. Rebuilding could take at least a year for the thousands of homes and businesses affected and for hundreds of bridges and roads that have been destroyed.

Meanwhile, run-over from the floodwaters seemed to be heading toward Nebraska and the South Platte River, which courses south of Denver and into the neighboring state.

“The exact crest stages are still uncertain as the waters are just moving into Nebraska,” according to the National Weather Service. “It is possible that upcoming forecasts could change so those along the river should stay tuned for updated information.”

Oglala Sioux Tribe Endorses Teach For America

Tribal Council Passes Resolution in Support of Organization’s Efforts to Expand Educational Opportunity for Native Students in South Dakota

PINE RIDGE, S.D., September 3, 2013—The Oglala Sioux Tribal Council passed a resolution announcing its formal support of Teach For America-South Dakota corps members and alumni in their efforts to advance Native student achievement in the state.

Teach For America recruits, trains, and develops recent graduates and professionals to teach in urban and rural public schools, including some that are tribally operated under grant or contract with the Bureau of Indian Education (BIE) and some that are BIE-operated. During the 2012-13 school year, 510 Teach For America corps members taught in Nativecommunities in South Dakota, Hawaii, New Mexico and Oklahoma.

The Oglala Sioux Tribal Council resolution states in part:

Oglala Sioux Tribal Council supports Teach For America corps members and alumni in their efforts to build a truly effective movement through building local partnerships with students, families, local educators and with other organizations to eliminate educational inequity thus bridging the opportunity gap.

The resolution cites rigorous research studies that demonstrate Teach For America corps members have a positive impact on student achievement. Additionally, it recognizes the organization’s effort to strengthen its culturally responsive teaching training to better fit the needs of Native students.

The resolution also encourages other tribal governments and school districts serving American Indian students to strengthen their partnership with Teach For America.

“We are proud to support Teach For America as an ally in the critical effort to help Native students realize their full potential through excellent educational opportunities,” said council representative Kevin Yellow Bird-Steel. “The students in Pine Ridge classrooms right now will be the future tribal, state, and national leaders.”

Teach For America−South Dakota has been partnering with schools on the Pine Ridge and Rosebud reservations since 2004. This year, more than 40 new Teach For America teachers will be teaching in reservation schools on Pine Ridge, Rosebud and for the first time Standing Rock and Lower Brule.

“We want the work of our corps members to be directly aligned with the visions and goals of the tribes, communities and families with whom we partner,” said Jim Curran, Teach For America− South Dakota executive director. “It means a lot to have formal support from the Oglala Nation.”

In 2010, Teach For America launched its Native Alliance Initiative to provide an additional source of effective teachers in Native communities and advance student achievement in Native schools.

“Education in Native schools is about the community. Teach For America is incredibly grateful for this support from the Oglala Sioux Tribal Government,” said Robert Cook, managing director of the Native Alliance Initiative and enrolled member of the Oglala Sioux Tribe. “This partnership will allow our corps members and alumni to have a more meaningful impact with students.  It is a symbol of the alliance needed to help all students reach their full potential.”

The ‘Blackskins’ Story: A Strong Image Provokes a Strong Reaction

On Friday, ICTMN published an essay, “Fun Racism Quiz: Would NFL Have a Team Called Washington Blackskins?”, and provocative image by Gerard Miller that he had published some time ago, as a college undergraduate. Miller, an African American, said that the piece had convinced some of his fellow students — ones who didn’t care about the controversy over the Redskins football team name — that it was an issue they should care about.

The image is a strong one, and it inspired strong reactions from many of our Facebook followers, as well as debate in a comment thread that has now stretched to over 500 entries. There are many insightful comments in the thread—and many that aren’t insightful.

Wayde Sid McCloud contributed one of the first responses, and to some extent hit the nail on the head: “When the African American cries racism, America has your back 100%. When Native Americans talk about racism towards them, it’s ignored!”

He may be exaggerating with “has your back 100%” but it’s safe to say that America has developed pretty good radar when it comes to racist images and words directed at African Americans. The Blackskins image is obviously racist. Nobody could argue that it is a “tribute” to African Americans. Through perseverance, the black community has largely succeeded in educating the rest of America about what images and words are disrespectful and harmful—but, unfortunately, Native Americans haven’t gotten to that stage. When Natives call out an image as racist, they are often challenged. Everything from “It’s a tribute” to “You’re just being politically correct” to “It’s a tradition—get over it.” Would anyone advance those same arguments to a black person who was (rightfully) offended by the Blackskins image?

Some commenters (and there is no telling, on Facebook, whether the people chiming in have read the article) saw the Blackskins image as a “cheap shot” directed at African Americans, and wondered why American Indians would “attack” another group that also faces discrimination but isn’t involved in the Redskins mascot discussions. The Blackskins image was not an attack on African Americans.

Look how far we have come—from a country that allowed slavery 150 years ago to one in which the Blackskins image would not be tolerated for a second. Every thinking American sees that it is racist, and that’s laudable progress. And “Blackskins” isn’t even a racial slur anyone uses.

Unfortunately, take the same image, substitute a 19th-century conception of a noble Indian and print the word “Redskins—which is a slur according to any dictionary—beneath it, and America goes blind to the racism. So blind that it’s considered suitable for t-shirts, bumper stickers, and baby attire. And that’s the point. American Indians have seen black Americans make great strides in reclaiming human dignity after brutal historic oppression. Black Americans in the year 2013 have made progress toward that mountaintop, and as a black man, Gerard Miller knows that. He also knows that American Indians would like to catch up.

Native History: Mayflower Sets Sail, Starts the Long Assault of Indian Country

This Date in Native History: History.com says the Mayflower sailed from Plymouth, England, on September 16, 1620, but is that accurate? According to Wampanoag history, the Mayflower sailed with 102 passengers 10 days earlier—on September 6, 1620—after two failed attempts to leave England.

Accounts vary of the voyage that forever changed America for its first inhabitants.

History.com says the Mayflower completed its 66-day journey across the Atlantic Ocean on November 21, 1620. Other sources, including experts at Plimoth Plantation, a nonprofit living history museum in Plymouth, Massachusetts, say the journey ended November 11, 1620, when colonists disembarked at Provincetown, Massachusetts, on the tip of Cape Cod.

The Mayflower, which weighed 180 tons and was about 100 feet long and 20 feet wide, departed with another ship, the Speedwell, twice in August 1620. Both ships returned to dock when the Speedwell was found to be unseaworthy, according to the written history of William Bradford, a separatist, leader of the voyage to the New World and first governor of the settlement. The Mayflower then made the journey on its own.

Bradford’s history states that the successful voyage began September 6 when the colonists “put to sea.” They landed in Provincetown on November 11, Bradford wrote. It was a Monday.

The ship was headed for Virginia, where colonists were authorized by the British crown to settle. Some of the colonists sought religious freedom while many others were dissatisfied with economic opportunities. Stormy weather and navigation errors forced the Mayflower 500 miles off course and colonists landed on Cape Cod.

Upon landing, Bradford wrote this:  “Being thus arrived in a good harbor and brought safe to land, they fell upon their knees and blessed the God of Heaven who had brought them over the vast and furious ocean.”

By December, the colonists had moved across the bay to Plymouth, establishing the first permanent white settlement in America.

For thousands of years before that, however, the Wampanoag village of Patuxet had flourished on the same land, said Darius Coombs, associate director of the Wampanoag Indigenous Program at Plimoth Plantation.

“At the time, that was a Wampanoag community,” said Coombs, who is one of about 25 Wampanoag people who work at Plimoth Plantation’s Wampanoag Homesite. “We had trade ships coming for 100 years before that, but the ships, the people, didn’t stay. So this wasn’t our first encounter with outsiders.”

When settlers arrived in Plymouth, they found cleared fields and fresh water. Despite this, colonial leaders like Bradford claimed the land was “unpeopled.” According to English tradition, lands without clear title were available to the first people to permanently inhabit it.

But the Wampanoag had simply moved to their winter homes away from the coast, having buried their food supply in Patuxet to store it, Coombs said.

“When the early settlers came, it was winter, so they came after we left the summer homes for the season,” he said. “They found Native burial grounds, which were disturbed, and they dug up our buried food.”

According to Coombs, the settlers actually were lucky that they arrived in 1620 instead of five years before that. A plague, most likely carried by Europeans, spread across New England from 1616 to 1618, wiping out as many as 70 to 90 percent of the tribe’s population.

“There were more than 70 Wampanoag communities at one time,” he said. “The Mayflower changed history for our people.”

Coombs for the last 25 years has worked at the Wampanoag Homesite, where tribal members live present-day culture and tell the truth about history. That history includes loss of land, slavery, rape and genocide, he said.

“This is present-day Wampanoag, but I’ll tell you, not everyone can do this,” he said. “Not everyone can talk about what happened because it still hurts down to the core.”

Regardless of the exact dates the Mayflower sailed, the voyage was a game-changer for American Indians. Activist and author Vine Deloria Jr., in his famous book Custer Died for your Sins, commentated on the Mayflower and the Pilgrims.

“Many Indians, of course, believe it would have been better if Plymouth Rock had landed on the Pilgrims than the Pilgrims on Plymouth Rock,” he wrote. “Nothing was more destructive of man than the early settlements on this continent.”

Sequestration Strains Mental Health Services to Natives

Mental health services for Native Americans took a 5 percent cut due to federal sequestration, and the reduction has cost tribes essential staff and programs, reports NPR.

Native teens and 20-somethings are killing themselves at an alarming pace. For those 15 to 24, the rate is 3.5 times that of other Americans and rising, according to the Indian Health Service (IHS). Tribes have declared states of emergency and set up crisis-intervention teams.

“People are overwhelmed. Sometimes they’ll say, I just can’t go to another funeral,” says Diane Garreau, a child-welfare official on the Cheyenne River Sioux Reservation, in South Dakota.

But many of these mental health and suicide prevention programs are either being forced to scale back due to a lack of funding, or stunted and unable to expand to meet their community’s needs.

The Oglala Sioux Tribe in Pine Ridge, South Dakota, for one, is now unable to hire two additional mental health service providers, Cathy Abramson, chairwoman of the National Indian Health Board, told NPR.

“Since the beginning of the year, there have been 100 suicide attempts in 110 days on Pine Ridge,” Abramson said at a Senate committee hearing in Washington last spring. “We can’t take any more cuts. We just can’t.”

As Indigenous Peoples of the Northwest work to restore salmon habitat and with it lost culture and treaty rights, they are grappling with the reality that continued development is undoing their efforts as they go. In September 2012 the Northwest Indian Fisheries Commission released a report, “State of Our Watersheds,” documenting the results of local and state planning that have been in conflict with salmon habitat-recovery goals. Below are the principle findings as to what salmon habitat faces.

1. Estuaries are losing functional habitat because of population increases in lower portions of watersheds. “In the Suquamish Tribe’s area of concern, there has been a 39 percent loss of vegetated estuarine wetland area and a 23 percent loss of natural shoreline habitats, particularly small ‘pocket’ estuaries,” the report states. “Moreover, there are now 18 miles of bulkheads, fill and docks armoring the shoreline and degrading near-shore salmon habitat.”

All told, some 40 percent of Puget Sound shorelines have some type of shoreline modification, with 27 percent of the shoreline armored.

2. Rapidly increasing permit-exempt wells threaten water for fish. Since 1980, there has been an 81 percent increase in the number of new wells being drilled per 100 new Puget Sound residents moving into the area. The number of exempt wells in the Skagit and Samish watersheds since 1980 has increased by 611 percent, from an estimated 1,080 exempt wells to approximately 7,232.

“When more water is extracted from an aquifer than is being recharged, aquifer volume is reduced and the natural outflow from the aquifer decreases,” the report states. “This reduces the amount of fresh water available to lakes, wetlands, streams and the Puget Sound nearshore, which can harm salmon at all stages of their life cycle.”

3. Degraded nearshore habitat is unable to support forage fish. “In the Port Gamble S’Klallam Tribe’s focus area, according to studies since the 1970s, herring stocks have decreased from a status of healthy to depressed,” the report states. “In Port Gamble and Quilcene bays, which contain two of the largest herring stocks in Puget Sound, approximately 51 percent of spawning areas inventoried by [the] Port Gamble [S’Klallam] Tribe have been either modified or armored.”

4. Timber harvest has removed vast amounts of forest cover throughout all watersheds. In the Stillaguamish watershed, only 23 percent of the 1,777 acres of riparian area currently have any forest cover. In the Snohomish River basin, the Salmon Conservation Plan recommends that 150-foot buffers on both sides of fish-bearing streams be at least 65 percent forested. In 2006, those buffers were just 41 percent forested, with no gain since 1992 and little increase since that time.

5. Streams lack large woody debris. Large woody debris plays an important role in channel stability and habitat diversity. Estimates of large woody debris in the Green and Cedar rivers are 89 to 95 percent below the levels necessary for “properly functioning conditions” for salmon habitat.

6. Barriers cut off vast amounts of fish habitat. Despite extensive restoration efforts, many fish passage barriers, such as culverts, tide gates and levees still block salmon from accessing many stream miles of habitat. In the Quileute management area, culverts fully or partially block more than 168 miles of stream habitat. Most of these culverts are located on private forestlands. Culverts in the Chehalis basin block or impede salmon access to more than 1,500 miles of habitat.

7. Agricultural practices negatively impact floodplains and freshwater wetlands. Diking, draining and removing trees have resulted in a loss of stream buffers, stream channels and wetlands, and resulted in increased sediment and polluted runoff from agricultural activities.

In 1880, the Nooksack basin contained 4,754 acres of wetland to 741 acres of stream channel. By 1938, nearly 4,500 acres (95 percent) of off-channel wetland area had been cleared, drained and converted to agriculture. As of 1998, the lower mainstem retained less than 10 percent of its historical wetlands.

As of 2006, riparian areas of the Skagit River delta region are 83 percent impaired. Of that amount, only 12 percent are developed; the remaining 71 percent of impaired lands support crops and pasture.

8. Sensitive floodplains are being overdeveloped. In the Lower Elwha Tribe’s area of concern, 37 percent of the Morse Creek floodplain has been zoned for development — from utility rights of ways to single-family homes. Downstream of Highway 101, nearly half of the floodplain has also been zoned for similar development.

9. Puget Sound-area impervious surface increased by 35 percent from 1986 to 2006. It is projected that by 2026, the amount of impervious surface will increase another 41 percent.

“The Puget Sound Salmon Recovery Plan (2007) lists ‘Minimize impervious surfaces’ as a key strategy for protecting habitat,” the report states. “Impervious surface causes increases in stream temperatures; decreases in stream biodiversity, as evidenced by reduced numbers of insect and fish species; and contributes to pollutants in storm-water runoff, which can contaminate local aquatic systems.”

10. Loss of forest cover continues. From 1988-2004, Western Washington forestlands have declined by 25 percent—a loss of 936,000 acres of state and private forestland converted to other uses. Recent research from the University of Washington indicates that nearly one million more acres of private forestland are threatened with conversion.

The Skagit River System Cooperative—operated by the governments of the Sauk-Suiattle Tribe and the Swinomish Tribe, in partnership with the Bureau of Indian Affairs, U.S. Forest Service, Northwest Indian Fisheries Commission, Environmental Protection Agency, Pacific Salmon Commission and the state—recommends no new construction of riprap without mitigation. However, since 1998, at least one mile of riprap has been added to the existing 14 miles of riprap shoreline along the middle Skagit River.

“Shoreline armoring contributes to river channel degradation by impeding natural bank erosion and river meandering, and disconnecting terrestrial and aquatic ecosystems, directly impacting salmon habitat,” according to the NWIFC’s report, “State of Our Watersheds.” “Young juvenile chinook have been shown to use river banks modified with riprap at densities five times lower than natural banks.”

The American Civil Liberties Union has filed a lawsuit against the Wolf Point School District, which has a predominantly Native student population, drawn from the surrounding Fort Peck Indian Reservation, in northeastern Montana. The suit argues that school board districts favor non-Native voters and should be redrawn.

Wolf Point is the largest community on the reservation and has a two-part school district. The predominantly non-Native portion, with 430 residents, elects three members to the eight-member school board of trustees. The 4,205 residents of the predominantly Native American portion—nearly 10 times as many people—elect five members. That means one board member from the mostly white area represents 143 residents, while board members from the mostly Native area each represent 841 people, according to the suit, Jackson et al v. Wolf Point School District.

This imbalance violates the one-person-one-vote principle, said Montana ACLU legal director and plaintiffs’ co-counsel Jon Ellingson. The lawsuit, filed in federal district court in Great Falls, Montana, asks for enforcement of equal rights guaranteed by the U.S. Constitution, as well as by Section 2 of the Voting Rights Act.

The suit also invokes Section 3 of the VRA and asks the court to “bail in” the school district and subject it to Section 5 preclearance. If ordered to submit future redistricting plans and other election procedures to the court, the district would have to prove in each instance that its practices were not discriminatory, says the complaint.

Though the U.S. Supreme Court struck down the VRA’s Section 4 in June and sent an existing list of preclearing jurisdictions back to Congress for retooling, the high court left the rest of the law intact. That includes Section 3, which provides an alternate way to require specific jurisdictions to provide this type of accountability.

The unequal representation in Wolf Point has profound effects on students, who have few Native teachers, counselors and others to guide them and provide role models, according to Ellingson. “For 15 years, the school’s board of trustees and other authority figures have been almost exclusively white. The children see Native employees who are mostly support staff.” As a result, said Ellingson, the school does not promote Native children’s culture and aspirations.

In 2003, the U.S. Department of Education’s civil rights office investigated the school, according to a Helana newspaper. This followed years of activism by Fort Peck tribal member Iris Allrunner and others and a report to the agency on a visit to the school by Indian-education advocate Christine Rose. The agency heard parent allegations ranging from overprescribing of Ritalin and use of a locked, padded isolation room for Indian students to sexual abuse and incidents of racially charged cruelty by white students and staff.

U.S. News & World Report 2013 education ratings show an underperforming school, with reading and math scores below the state average. Enrollment figures provided by the district data specialist for the school year 2012–13 show Native children making up a smaller proportion of the student body as they age: 72 percent of junior high students were Native, while just 48.8 percent of high school students were—a difference of just over 23 percent. Meanwhile, white children made up 10.7 percent of the junior high and 27.8 percent of the high school. The rest of the children were from other population groups or had been identified by their parents as being of two or more races.

A measure of the Wolf Point elite’s blind spot for Native concerns can be found in the history section of the town’s website. In the early 1900s, the area was little more than a railroad station and a collection of settlers who had “poured into” Montana for cheap Indian land, according to the site. The web page continues: “Only one more thing was needed. Wolf Point was on an Indian reservation—a huge reservation with very few Indians…In the early summer of 1914, the date everyone was waiting for arrived—the official opening of the Fort Peck Reservation to homesteading.”

At press time, officials of the school district and board of trustees had not returned calls requesting comments on the various issues the suit raises

The Dream of Martin Luther King Jr. & Jobs in Indian Country

Fifty years ago this week, Martin Luther King Jr. delivered his famous “I have a dream” speech during the March on Washington for Jobs and Freedom, a dream that many American Indians, along with other ethnic groups, continue to hope for.

It would be interesting to track American Indian unemployment since the March on Washington August 28, 1963, and compare it to the rates for African Americans and the country as a whole (national unemployment for 1963 was 5.7 percent). Unfortunately, it is not possible, as the federal Bureau of Labor Statistics seems not to have reported this stat on Native populations until 2003.

As King said in 1963, “It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned,” still holds true today.

Since 2003 (also the first year that Native Hawaiians and Pacific Islanders weren’t lumped into the “Asian” category) American Indians have consistently tracked slightly behind African Americans for the dubious honor of the racial group with the most unemployment. (A BLS study reports white and African American unemployment back to 1972, Hispanics back to 1973, and Asians to 2000.)

For 2011, the latest year in the BLS study “Labor Force Characteristics by Race and Ethnicity,” one in seven American Indians (14.6 percent) were unemployed, according to BLS. African Americans showed 15.8 percent unemployment, while Native Hawaiians and Pacific Islanders (who include native populations on Guam and American Samoa) came in at 10.4 percent, higher than the national average of 8.9 percent.

The BLS measures national rates. Unemployment rates on individual Indian reservations can be much higher. In 2010, 47 percent of people on the Navajo reservation were unemployed, according to the tribe. At the Pine Ridge reservation of the Oglala Lakota Nation in South Dakota, 80 percent are unemployed, according to the tribe.

The Indian employment situation since the recession ended in 2009 has been mixed. Indian unemployment for 2011 was down from 15.1 percent in 2010 but actually up from 2009, which was at 13.3 percent.

The BLS said American Indians and Alaska Natives made up about one percent of the labor force in 2011, and Native Hawaiians/Pacific Islanders less than one percent. In terms of participation in the labor force, an interesting mix was recorded. Indians had the lowest participation in the work force in 2011, 59.2 percent, while Native Hawaiians had the highest, 69.4 percent—higher even than the white population, which registered 64.5 percent.

Indian participation in the workforce has decreased from 64.4 percent in 2003, while it has increased for Native Hawaiians during that same time period. It was 68.9 percent in 2003.

Indians also brought up the rear in the category of the percentage of the population employed, at 50.5 percent. Native Hawaiians were first in this category as well, at 62.2 percent (that’s also higher than the one for whites, which is 59.9 percent).

Breaking out unemployment by numbers, 1.2 million of a 2 million “civilian noninstitutional population” of Indians were in the labor force in 2011. Of that number, one million were employed (564,000 men and 464,000 women) and 172,000 were unemployed. BLS found 816,000 Indians were not in the labor force. Unemployment for Indian men in 2011 was 15.4 percent and 13.7 percent for Indian women.

For Native Hawaiians, 393,000 of a labor force of 439,000 (total population was 633,000) were employed in 2011, according to BLS. Men had a higher unemployment rate, at 11.4 percent. Native Hawaiian women had an unemployment rate of 9.3 percent.

The BLS report includes many other categories of analysis, but in many categories, Indians and Native Hawaiians are just skipped. These include earnings, education, occupation and industry, and families and mothers. One analysis which ignores Natives starts by saying “Among the major race and ethnicity groups,” indicating they are considered not a major group. Sometimes Natives get lumped into “other groups.”

Like Census Bureau counts of Indian populations, some dispute the accuracy of the BLS unemployment figures. According to the National Congress of American Indians, “The BIA [Bureau of Indian Affairs] concept of unemployment is different than that used by BLS and Census. Persons are considered “unemployed” by BIA if they are available for work, but not employed. This approach is a more realistic one in view of the economic circumstances in reservation areas than is the definition of unemployment in the BLS and Census Bureau data which requires that a person be “actively seeking work” to be designated unemployed.”

NCAI says unemployment in Indian areas “often stands at above 50 percent.” The advocacy group says “tribal nations continue to experience unemployment rates well above the national average, and rates of unemployment are exacerbated by economic conditions, endemic poverty, inadequate infrastructure, and marginal education opportunities.”

NCAI points to two particular pieces of pending legislation—the American Jobs Act and the reauthorization of the Workforce Investment Act—as potentially being helpful to combat Indian unemployment if they are signed into law. And both could be a decent honor to the 50th anniversary of the job march on Washington D.C.

Harper Solicits Research to Blame First Nations for Murdered, Missing and Traded Indigenous Women

Canada’s shameful colonial history as it relates to Indigenous peoples and women specifically is not well known by the public at large. The most horrific of Canada’s abuses against Indigenous peoples are not taught in schools. Even public discussion around issues like genocide have been censored by successive federal governments, and most notably by Harper’s Conservatives. Recently, the new Canadian Museum for Human Rights refused to use the term “genocide” to describe Canada’s laws, policies and actions towards Indigenous peoples which led to millions of deaths. The reason?: because that term was not acceptable to the federal government and the museum is after all, a Crown corporation.

Aside from the fact that this museum will be used as a propaganda tool for Canada vis-à-vis the international community, Harper’s Conservatives are also paying for targeted research to back up their propaganda as it relates to murdered, missing and traded Indigenous women. This is not the first time that Harper has paid for counter information and propaganda material as it relates to Indigenous peoples, and it likely won’t be the last. However, this instance of soliciting targeted research to help the government blame Indigenous peoples for their own victimization and oppression is particularly reprehensible given the massive loss of life involved over time.

The issue of murdered and missing Indigenous women was made very public by the Native Women’s Association of Canada (NWAC) several years ago through their dedicated research, community engagement and advocacy efforts. Even the United Nations took notice and starting commenting on Canada’s obligation to address this serious issue. Yet, in typical Harper-Conservative style, once the issue became a hot topic in the media, they cut critical funding to NWAC’s Sisters in Spirit program which was the heart of their research and advocacy into murdered and missing Indigenous women.

To further complicate the matter, any attempts for a national inquiry into the issue has been thwarted by the federal government, despite support for such an inquiry by the provinces and territories. One need only look at the fiasco of the Pickton Inquiry in British Columbia to understand how little governments in Canada value the lives of Indigenous women, their families and communities. The inquiry was headed by Wally Oppal, the same man who previously denied the claims of Indigenous women who were forcibly sterilized against their knowledge and consent. The inquiry seemed more interested in insulating the RCMP from investigation and prosecution than it was about hearing the stories of Indigenous women.

Now, the Canadian public has to deal with a new chapter to this story – the sale of Indigenous women into the sex trades. The CBC recently reported that current research shows that Indigenous women, girls and babies in Canada were taken onto US ships to be sold into the sex trade. While this is not new information for Indigenous peoples, it is something that Canada has refused to recognize in the past. The research also shows that Indigenous women are brought onto these boats never to be seen from again.

The issue of murdered and missing Indigenous women has now expanded to murdered, missing and traded women. One might have expected a reaction from both the Canadian government and the Assembly of First Nations (AFN). Yet, the day after the story hit the news, the AFN was tweeting about local competitions and the federal government was essentially silent. I say essentially, because while all of this was taking place, the federal government put together a Request for Proposals on MERX (#275751) to solicit research to blame the families and communities of Indigenous women for being sold into the sex trade.

Instead of making a call for true academic research into the actual causes and conditions around Indigenous women, girls and babies being sold into the sex trade, the federal government solicited research to prove:

(1) the involvement of family members in their victimization;

(2) the level to which domestic violence is linked to the sale of Indigenous women into the sex trade; and

(3) even where they are investigating gang involvement, it is within the context of family involvement of the trade of Indigenous women.

The parameters of the research excludes looking into federal and/or provincial laws and policies towards Indigenous peoples; funding mechanisms which prejudice them and maintain them in the very poverty the research identifies; and negative societal attitudes formed due to government positions vis-à-vis Indigenous women like:

  • rapes and abuse in residential schools;
  • forced sterilizations;
  • the theft of thousands of Indigenous children into foster care;
  • the over-representation of Indigenous women in jails;
  • and the many generations of Indigenous women losing their Indian status and membership and being kicked off reserves by federal law.

The research also leaves out a critical aspect of this research which is federal and provincial enforcement laws, policies and actions or lack thereof in regards to the reports of murdered, missing and traded Indigenous women, girls and babies. The epic failure of police to follow up on reports and do proper investigations related to these issues have led some experts to conclude that this could have prevented and addressed murdered, missing and traded Indigenous women. Of even greater concern are the allegations that have surfaced in the media in relation to RCMP members sexually assaulting Indigenous women and girls.

This MERX Request for Proposals is offensive and should be retracted and re-issued in a more academically-sound manner which looks to get at the full truth, versus a federally-approved pre-determined outcome.

It’s time Canada opened up the books, and shed light on the real atrocities in this country so that we can all move forward and address them.

New wellness center part of Rosebud diabetes plan

ROSEBUD | Connie Brushbreaker was a 12-Coke-a-day drinker when she was diagnosed with diabetes after the birth of a child. Now, she’s helping lead an effort on the Rosebud Indian Reservation to change the mindset of Native Americans here so they no longer view the disease as an inevitable part of life.

Brushbreaker started a diabetes education program 15 years ago that soon will include a new wellness center, a mobile unit to travel around the nearly 2,000-square-mile reservation and a plan to certify diabetes educators who are American Indian. The $5.4 million investment came from Denmark-based Novo Nordisk Inc., the world’s largest manufacturer of insulin, which planned to unveil the program at a Friday ceremony in Rosebud.

“I think we’re going to be able to do wonders — to get the word out there. And if we help only a handful of people, that will save in the budget but also could save some lives,” said Brushbreaker.

American Indians and Alaska Natives have the highest age-adjusted prevalence of diabetes among U.S. racial and ethnic groups, according to the American Diabetes Association. And they are 2.2 times more likely than non-Hispanic whites to have the disease, according to the Indian Health Service. From 1994 to 2004, there was a 68 percent increase in diabetes among native youth ages 15-19 years. And an estimated 30 percent of American Indians and Alaska Natives have pre-diabetes, the diabetes association said.

Loss of eyesight and amputations are common results of the disease on the reservation, and dozens of patients require kidney dialysis, Brushbreaker said.

“Native Americans can tolerate a higher blood sugar level. They get used to it,” said Rita Brokenleg, a registered nurse for Rosebud’s program.

“Our challenge is to help people understand why this is important,” she said.

Access to affordable, nutritious food is also a problem because most people live in poverty and the choices for non-processed foods are few.

“As natives, our bodies weren’t made to process the starches. Back in the old days, we were active. We had to hunt for our food,” Brushbreaker said.

She said a lack of funding, space and staff has limited what she can do, and tribal members have asked for help.

The new wellness center, which is still under construction, will offer the types of fitness classes and education that are accessible in much of the rest of the country. The building now used for classes is too small, Brushbreaker said. The biggest room is 8 by 10 feet, which makes yoga or Zumba difficult.

Because many of the more than 21,000 tribal members on Rosebud don’t have transportation, the mobile unit will travel throughout the reservation — which is larger than the state of Rhode Island — and screen people, Brushbreaker said.

The certified native educators are needed because IHS, which provides health care to Indians, no longer has any educators on the reservation, she said.

“People come into my office because they’ve not been given any information on what’s going on with their body,” Brushbreaker said. “They’ll go in to see the doctor and they’ll say, ‘here’s medication for your diabetes’ and the patient has never been told they have diabetes.”

The American Diabetes Association, in an email to The Associated Press, said the effort should help: “Reservations may be located in remote areas with limited access to health care and exercise facilities with proper exercise equipment, so this innovative program has potential to have high impact, especially since many reservations have limited resources (financial, land, etc.). Additionally, a wellness center that emphasizes proper nutrition and provided education would be extremely beneficial to those on reservations.”

Novo Nordisk founded the World Diabetes Foundation to diagnose and help people with diabetes in developing countries. Rosebud is the first such project in North America, said the pharmaceutical company’s general counsel, Curt Oltmans, who grew up nearby in Nebraska and made meat deliveries to Rosebud while in college.

“I said if I’m ever in a position to help the people, I’d like to do that,” Oltmans said by phone from Princeton, N.J. “Almost 30 years later, I had this opportunity to get involved.”

Details of the program will be presented in December at a conference in Melbourne, Australia, at the World Diabetes Congress, he said.

“My personal hope is that this is going to lead better awareness and education and screening on the reservation. We have a fear that there’s a lot of undiagnosed diabetes,” Oltmans said. “Their views are very Third World, unfortunately, uninformed views of diabetes.”

The Rosebud program is drawing attention from other groups that work with Native Americans, and the company views it as a long-term commitment, Oltmans said.

“A lot of companies say, ‘Here’s your mobile unit and wellness center, good luck,'” he said. “We’re going to have to stay engaged. We’re going to measure. Are we having an impact? How many people go to the wellness center? What are their ages? Are they losing weight? Are their numbers getting better or are they getting worse?”
