Marysville is one of eight communities in the region receiving a grant from the federal Environmental Protection Agency to assist with the Ebey waterfront marina land cleanup.
The $200,000 cleanup grant would be used to remediate the contaminated ground on the city-owned marina property at 1326 First St., just west of Ebey Waterfront Park.
The marina property contains waterfront chemicals and pollutants common to timber industry and marine operations that have existed since the late 1800s. Grant funds also will be used to conduct groundwater monitoring and support community involvement activities.
The grants help revitalize former industrial sites, turning them from problem properties to productive community use.
The EPA previously awarded the city a grant in May 2009 to clean up the Crown Pacific mill site at 60 State Ave. on the waterfront just east of State Avenue. The grant will be issued on Oct. 1, but hiring a consultant to develop a cleanup plan that meets approval of the state Department of Ecology and the EPA means that it could be 2015 before actual work starts, city officials said.
Long-term plans as identified in the city’s 2009 Downtown Master Plan would see Ebey waterfront redeveloped with trails, apartments or condominiums and some commercial development.
No specific plans have been decided for the marina site.
MARYSVILLE — Herman Williams Sr. is a former Tulalip Tribal Chair, Marysville School Board Director, Marysville High School ASB President and football quarterback. He is an artist, painter, musician, fisherman and storyteller. And now, he is adding one more title to his list of influence in the Marysville and Tulalip areas — Strawberry Festival Grand Marshal.
“Herman has been influential in Tulalip and Marysville for many years,” said Carol Kapua, of the Strawberry Festival. “Being one of the leaders of the Tribes, he has been instrumental in getting the Tribes to where they are today, especially in the business world.”
Since retiring in 1980, Williams has continued to focus on art, and uses paintings, stories and songs to honor the history of the Tribes.
“What I’m doing is trying to go back and depict the life of my ancestors,” said Williams. “I want to really show the life they had, and how they went through the trauma of people telling them they couldn’t sing their songs or tell their stories.”
When Williams found out about the selection as Grand Marshal, he thought it was a joke. When Kapua told him that he really was going to be Grand Marshal he was surprised and touched.
“It’s really rather an honor,” he said.
Willams will be in the Strawberry Festival Grand Parade on Saturday, June 15, and jokes that he will have to perfect his waving skills.
TULALIP — Tulalip Tribal Chair Mel Sheldon Jr. expressed optimism for the future, both in the short term and the long run, as he delivered this year’s State of the Tribes address to the Greater Marysville Tulalip Chamber of Commerce on April 26.
“This was one of the strongest economic regions of the pre-Columbian era, and it can be so once again,” said Sheldon, citing the Native American tribes’ commerce in this area, even well before white settlers had ever arrived. “We offer gaming, retail and entertainment to visitors.”
Sheldon summed up the results of the recent Tulalip Tribal Board of Directors election by noting that he, Vice Chair Deborah Parker, Treasurer Chuck James and Board members Glen Gobin and Marlin Fryberg Jr. had all been reelected, while Marie Zackuse was elected back onto the Board as secretary, and Theresa Sheldon was elected to her first term on the Board.
“Deborah Parker has really led the charge on the Violence Against Women Act,” Sheldon said. “It’s a monumental achievement on behalf of Indian Country and all women.”
Sheldon also praised Ken Kettler, president and chief operating officer of the Tulalip Resort Hotel and Casino, for the roles that he and his staff have played in the Tulalip Resort’s host of awards over the past year, including being named “Best Casino of the Year” by KING-5.
“This place is a destination,” said Sheldon, who cited the number of organizations that take advantage of the hotel’s conference rooms. “We’re 100 percent occupied during the weekend and 80 percent occupied during the week. You can build something like the Taj Mahal casino, that people will visit once and then never again, or you can do what we did.”
While the Tulalip Resort is set to add Asian fusion cuisine and sports bar restaurants this summer, the Quil Ceda Creek Casino is due for $15 million worth of remodeling.
“There’s been rumors for a while that we might be adding a new hotel wing, and the truth is that we’re always having conversations about it,” Sheldon said. “If we’re at 80 percent of our total occupancy during the week, we could probably stand to expand.”
Although Sheldon praised the Tulalip Amphitheatre as an intimate outdoor venue for entertainment and various community events, he acknowledged that the Board has asked itself whether there should be a larger capacity events center as well. And with the Tribes meeting their budget projections, Sheldon speculated that the economy might be on its way back.
“Tulalip dollars stretch a long way,” Sheldon said. “Seventy percent of our work force lives off the reservation. We pay out $120 million in annual wages, and most of that money stays in the local economy. Last year, Quil Ceda Village paid $40 million in state sales tax.”
Sheldon touted the past year’s openings of Cabela’s and the Olive Garden, and anticipated the impending completion of 90,000 additional square feet to the Seattle Premium Outlets. At the same time, Sheldon was quick to share credit for the Tribes’ successes with its partners in the cities of Marysville and Everett, Snohomish County and beyond.
“Marysville’s got a great mayor whose work will benefit this community even long after he’s gone,” said Sheldon, who mentioned Marysville Mayor Jon Nehring’s lobbying against the traffic impacts of increased coal trains as but one example, before he directed his comments to outgoing Marysville School District Superintendent Dr. Larry Nyland. “From our hearts, we thank you. We’ve always trusted you. We’re blessed with great leaders all around. If we want a strong economy, we need to keep working together.”
Quil Ceda-Tulalip Elementary is recognized for incorporating Native American practices in plan to raise academic achievement.

MARYSVILLE — The staff of Quil Ceda-Tulalip Elementary School has received a cultural awareness award from the Washington Education Association for its efforts to use Native American cultural practices as part of its plan to increase academic achievement.
The award was presented Thursday at the education organization’s annual convention in Bellevue.
Quil Ceda-Tulalip Elementary School has 540 students in kindergarten through fifth grades.
Arden Watson, president of the Marysville Education Association, nominated the school for the award, citing its dedication for integrating Tulalip and American Indian culture and academic improvement.
The program for integrating culture with increased emphasis on academic achievement was funded through a federal School Improvement Grant. The grants were awarded to low-achieving schools in each state, as measured on statewide tests.
While the school was under pressure to made big academic gains, “the staff did not bend from their core belief that culture matters,” Watson said.
“They have been intentional about weaving in Native American culture in their school and in doing so that empowered kids to feel like they can be successful,” Watson said.
Irene Bare, an academic support coordinator at the school, said that initially the staff’s focus was to have the students believe in themselves. “That work transferred to us,” she said.
Staff has seen the results of their efforts, she said. As one example, last year about 5 percent of entering kindergarten students knew 12 letter sounds. By the end of the school year, 95 percent of students had reached that goal, she said.
The result, she said has been “a turnaround wave” of progress. “Sometimes it might not show up on the state assessment tests right away, but we can see the kids have grown,” she said.
Anthony Craig, co-principal at the school, said that each day starts with a morning assembly lasting seven to 10 minutes.
There’s traditional drumming and singing led by students, followed by the Pledge of Allegiance.
Many students who aren’t members of the Tulalip Tribes participate in the drumming, too, he said, “learning from kids who do this every day.”
Craig said he also likes to deliver a daily message to the students, such as perseverance when things get hard.
Manya McFarlene, a third grade teacher, said that when the school’s assemblies were first begun, only a few students would step up to join a teacher who was a member of the Tulalip Tribes leading the daily singing.
“Now our students are leading the assembly,” she said. “The girls are dancing. It’s beautiful to see. The older ones are showing the way.”
McFarlene said she’s also seen a difference on how students prepare for testing. Pre-test drills used to upset students. “They knew that they didn’t know the information,” she said.
Teachers responded by telling the students that they understood that they didn’t know all the answers. The pre-test drills were to help teachers identify what specific problems the students were having.
“Now you see the smiles,” McFarlene said. One third grade student wrote on her pre-test drill paper: ‘I don’t’ know this yet, but I will know it after you teach it to me.”
Not all students reach where they need to be, but they’ve all made improvements, McFarlene said. “That’s what we pay attention to, the growth that’s been made.”
Bare said it meant a lot to have people outside the school recognize what’s been accomplished.
“I wish the whole staff could have been there with us,” Bare said of being in Bellevue to accept the award. “They deserve to have that celebration.”We’re so immersed in the work we often don’t take the time to celebrate.”
MARYSVILLE — When it comes to traffic backups from more coal trains, Marysville is Snohomish County’s ground zero.
Of 33 street crossings on BNSF Railway’s north-south line in the county, 16 — nearly half — are in Marysville.
Many of them already are congested.
Even now, at Fourth Street downtown, trains cause drivers to wait through the equivalent of three or four red lights, according to one traffic study.
Adding trains would make it that much harder for people who live in the city to get in and out, would delay access to businesses and cause serious problems for fire, ambulance and police service, Marysville Mayor Jon Nehring said.
The proposed $650 million Gateway Pacific terminal would serve as a place to send coal, grain, potash and scrap wood for biofuels to Asia. Trains would bring coal from Montana and Wyoming across Washington state to Seattle and north to Bellingham. Supporters point to the jobs that would be generated by the new business.
The terminal also is expected to generate up to 18 more train trips through Snohomish County per day, nine full and nine empty.
This would roughly double the number of trains that currently travel between Everett and Bellingham each day.
Other cities that could be affected by delays from more trains are Edmonds and Stanwood. In Mukilteo and in Everett, the tracks run through underpasses or tunnels at major arterials.
Marysville is in a unique position because the city is long and skinny north and south. The tracks run its entire length, right between Marysville’s two busiest north-south routes, I-5 and State Avenue.
In the case of State, at some crossings, the tracks are right next to the arterial. And State Avenue and I-5 are only about a half-mile apart through much of the city.
How much money will be needed for bridges, underpasses and rail improvements — and who would pay — is a long way from being determined.
Railroads are obligated by federal law to pay only a maximum of 5 percent of the cost of new bridges or tunnels deemed necessary to offset delays from added train traffic, according to Courtney Wallace, a spokeswoman for BNSF Railway in Seattle. The railroad owns the tracks from Seattle to the Canadian border.
“We would work with city officials to identify funding and work with them to see where the funding could come from, whether it’s federal dollars, state dollars or local dollars,” she said.
Wallace said she didn’t know if the company proposing the plan, SSA Marine of Seattle, would pitch in to cover any of the costs. Craig Cole, a spokesman for SSA Marine, declined to comment on the topic.
Even if money is available for road fixes, Marysville’s choices are limited.
Because of the closeness of the tracks to State Avenue and I-5, building overpasses is not even an option, city public works director Kevin Nielsen said.
Officials with Marysville and the state Department of Transportation — to name just a couple of agencies that submitted letters during last fall’s comment period on the plan — asked that potential improvements and costs be addressed in upcoming environmental studies.
From September through January, about 14,000 people registered comments in hearings and in writing with the three agencies reviewing the plan — the state Department of Ecology, the U.S. Army Corps of Engineers and Whatcom County.
It’s too early to tell exactly what subjects the studies will include, said Larry Altose, a spokesman for the ecology department. It will likely be at least a few months before the topics for study are determined and a year before the first draft of the study is done, Altose said.
This would be followed by another comment period and the final study, which would likely take at least another year.
Many environmental groups, local governments and individuals have come out against the plan. Their concerns, in addition to traffic at crossings, include pollution from coal dust and climate change.
One of the rail crossings is at 271st Street NW in the heart of Stanwood. Mayor Dianne White, however, doesn’t believe the extra trains would cause major problems.
“I don’t see it messing it up that much. They don’t stop, they keep going,” she said.
She added, however, that “I really feel for Marysville. It could completely block the whole city.”
Other crossings in the Silvana area and north of Stanwood could face some rush-hour delays but traffic is lighter there than in Marysville.
On the positive side, the plan is projected to create 4,400 temporary, construction related jobs and 1,200 long-term positions, according to SSA Marine.
“If they don’t build that Cherry Point terminal, (the trains) are going to keep going into Canada like they are now and we don’t get 2,000 jobs,” White said.
Rep. Rick Larsen, whose district includes Marysville as well as Bellingham where the project is planned, came under fire in his re-election campaign last year for backing the coal terminal. At the time, he called it a difficult decision, but said he supported the terminal because of the thousands of unemployed people who live in Whatcom County.
He said in a statement on Friday that “potentially negative outcomes” should be determined in the environmental review.
“If the (study) identifies traffic impacts, the project sponsor would and should be responsible for paying for improvements to mitigate those problems,” he said.
In Edmonds, the city has only two crossings, but one of them sits at the entrance to the ferry dock at the foot of Main Street. The other, at Dayton Street, controls access to much of the waterfront, including the Port of Edmonds marina.
State transportation officials, in written comments on the Gateway Pacific plan last fall, said two of 25 sailings per day were recently eliminated from the Edmonds-Kingston run because waits for trains were causing the boats to run behind schedule.
A plan proposed long ago, but shelved by a lack of funding, called for building a new ferry terminal at the south end of Edmonds where a bridge could be built over the tracks to carry ferry traffic.
The transportation department, in its letter, asked that this plan be re-examined in the environmental study, as well as the possibility of a bridge or tunnel at the Main Street crossing, and restricting train traffic during busy travel periods.
More than twice as many trains run per day on weekdays in south county than from Everett north — 49 compared to 19. Very few of the roads north of Everett, however, have bridges or underpasses at the train tracks.
Of the trains running in both directions between Everett and Seattle, about 35 are freight trains, BNSF spokesman Gus Melonas said. Amtrak Cascades and Empire Builder trains add another six every day, while Sounder commuter trains add another eight on weekdays. Mudslides have canceled an increasing number of these trains in recent years.
Adding 18 trains per day would bring the Monday-Friday total to 67.
About 15 freight trains run per day between Everett and Bellingham, Melonas said. Amtrak Cascades trains add four more for a total of 19 each day.
Adding 18 to this total would bring the total to 37.
Currently, up to four trains per day already carry coal on tracks between Seattle and Canada, Melonas said. Several terminals in British Columbia already ship coal, according to the Coal Association of Canada.
Trains are restricted to 30 mph in Marysville for safety reasons, meaning the barriers are down for six to eight minutes — the equivalent of three or four stoplight cycles — for the longer trains, according to the Gibson study.
The study was done for a group of business owners and residents in Whatcom County, said Tom Ehrlichman, an attorney for Salish Law of Bellingham, the group’s law firm at the time.
In downtown Marysville, the crossing at Fourth Street is less than a quarter-mile from I-5 — too close for an overpass, which would take up four blocks, Nielsen said.
Engineers have looked at tunneling under the tracks, but the dip would have to be steep because of the proximity to the freeway. Also, high ground water at that location would make the underpass susceptible to flooding, he said.
At 88th Street NE, the tracks are just a few feet from State Avenue.
“We could go over it, but you would end up way over on the other side of State Avenue in a neighborhood somewhere, and you’d have to have loop-back ramps over people’s houses to get back to State,” Nielsen said.
Because the tracks at 88th and 116th Street NE are so close to I-5, sometimes, when a long train goes through, traffic backs up onto the freeway, according to the Gibson study.
In fact, the extra trains could negate the benefits of the city’s $2 million widening of 116th completed a few years ago, the study says.
The study shows the street having carried 20,000 automobiles per day in 2011. For 88th Street NE and Fourth Street, the numbers are 30,000 each. Of this 80,000 total, about 7,000 of those were in the evening rush hour.
Because of the problems with building overpasses, city officials feel the best solution is to build an off-ramp from northbound I-5 directly to Highway 529 and the new Ebey Slough Bridge. This ramp would carry northbound drivers over the tracks as they exit the freeway, dropping them directly into the city and keeping them from having to sit at crossings at Fourth, 88th or 116th.
This project would cost about $1.8 million, said state Sen. Nick Harper, D-Everett.
So far in this year’s session of the Legislature, no money has been included for the ramp. Nehring said the project could potentially be included in a package to be sent to voters.

All police departments in the county have drop-boxes available year-round, Monday through Friday, including the NCIS office at Naval Station Everett, the Washington State Patrol office in Marysville, and tribal police stations on the Tulalip and Stillaguamish reservations. Additionally, two Group Health locations and many Bartell Drugstores accept unwanted vitamins, pet medications, over-the-counter medications, inhalers and unopened EpiPens year-round.
Only law enforcement locations can accept controlled substances, such as Ativan and OxyContin. Leave all items in their original containers.
The Saturday drug-return hours support the US Drug Enforcement Agency’s “National Drug Take-back Day,” through participation by the Snohomish County Partnership for Secure Medicine Disposal. Partnership members include the Snohomish Health District, Snohomish County, the Snohomish County Sheriff’s office, the Snohomish Regional Drug and Gang Task Force, the Washington State Patrol, and all local law enforcement agencies.

As many community members are already aware, the City and a multitude of enthusiastic, civic-minded volunteers are readying for our 2nd Annual Marysville Community Clean Sweep Week.
Clean Sweep is our weeklong blitz of free activities aimed at joining with neighborhoods, businesses and residents to get our collective spring cleaning off on the right foot, and hopefully inspire others along the way toward making Marysville a safer, attractive and more livable community.
Neighborhood Clean Sweeps, painting over graffiti, Adopt-a-Street litter control pickup, the Shred-a-Thon and PC recycling are just some of the free activities that will make for a busy week around Marysville’s streets and neighborhoods.
One free activity during Clean Sweep Week that can sometimes get overlooked is the annual Earth Day Celebration hosted and sponsored by the Allen/Quilceda Watershed (A/QWA) Team. That’s only because while most other activities are happening along busy streets or urban areas, the A/QWA Team’s popular native tree and shrub planting projects happen off the beaten path.
The Earth Day Celebration is an integral part of Clean Sweep Week, a testament to the importance we and all the Earth Day participating agencies place on preserving and protecting clean water and a healthy watershed. It’s no coincidence that it falls during Clean Sweep Week.
I invite you to come out and help at this year’s Earth Day Celebration, 10 a.m.-2 p.m. Saturday, April 20 at the Qwuloolt Estuary Restoration Project Site in Harborview Park, 4700 60th Ave. NE, in Marysville.
The A/QWA Team chose the location to raise awareness about the Qwuloolt Estuary Restoration Project, which is lead by the Tulalip Tribes and includes various federal, state and local governments and agencies.
The Qwuloolt Estuary Restoration Project is a critical restoration project that will restore tidal influence to nearly 400 acres at the mouth of Allen and Jones Creeks. The event will include educationally focused booths, interpretive trail walks, face painting and a service activity.
The first 200 participants will get a free Earth Day T-shirt that can be stamped with all the parts of a healthy watershed at each of the booths. Participants will leave the event with a greater understanding of the elements within a healthy watershed and actions that they can take to improve our local watersheds. The service activity allows participants to get their hands dirty and implement a lasting beneficial change in the watershed.
This year participants will plant a native tree or shrub along the edge of the Qwuloolt Estuary restoration project and spread mulch to nourish new plants and suppress weeds. This is a fun, healthy way to do something good for the environment – if you don’t mind getting a little grubby.

TULALIP — As rain, wind and chilly temperatures plagued Western Washington on Saturday, April 13, hundreds of participants from around Snohomish County withstood the weather to complete the Walk MS in support of those with multiple sclerosis — a disease which, like rain, is more prevalent in the Pacific Northwest.
Marysville’s Samantha Love and her team co-captain Linda Goldberg represent the varying degrees of the disease.
“This is all about awareness. We show both sides of the spectrum. I’m an advanced MS person and Samantha is in the early stages. Hopefully, we can find something that can stop it cold,” said Goldberg. “I think the awareness is important. Because we are both so fabulous on a regular basis, nobody really understands what it really means and all of the different levels of MS. We did all our fundraising through small donations. We’ve had over 200 individual donations to our team, which means that there are now 200 more people who understand and have shared with everybody else the story of MS. We are not invisible as we used to be.”
Goldberg has known Love since she was a child and their diagnoses brought them closer together.
“My daughter was friends with Samantha’s sister Lauren, and Samantha was her little sister. We knew her as a little child running around being crazy, and then she grew up and was diagnosed with MS at age 20, and I had been diagnosed probably about the same time,” said Goldberg. “Everybody started emailing me and saying that Samantha was just diagnosed, so we started emailing and Facebooking each other and supporting each other. This year we came together because she was having struggles with her MS, as was I, and she said, ‘You’re joining the team, aren’t you?’ and she talked me into it. Now we are lovely co-captains and best of buddies, I’m her stand-in mom, and she’s my stand-in cheerleader and my energy infusion and best-bud. She is keeping us together.”
Love was happy to have Goldberg join her on their team.
“I did the walk last year,” she said. “We had a really small team with only four people including myself, and we only raised about $800. This year, as soon as Linda signed on, it got humongous and we have more than 27 team members and $18,000 raised in a month and a half. We just want a cure. People will say, ‘Oh, but you look so good, we would have never guessed you had MS,’ and it’s not until we are in the hospital that they realize that it’s not going away.”
Goldberg was not sure if she would be able to participate in the walk this year because she was struggling with her illness.
“I just got out of the hospital yesterday,” she said. “I wouldn’t miss this, though. We are energized and ready to go.”
The National MS Society hosted seven walks across the state of Washington on April 13, and another in Seattle on April 14.
“Our fundraising goal is $2 million total for the eight walks throughout Washington,” said Jessica Kurtz of the National MS Society. “People have been fundraising for the last few months, and a lot of people have been bringing in donations today. The pledge deadline is May 6, so people can keep bringing in donations until then.”
Kurtz hoped that the Walk MS would raise awareness in the community.
“I think that with the weather the way it is, we could have had a lot of people not show up, but it just shows that the MS community here is strong and people are willing to come out and support their community, and it’s great. There’s a lot of people here. MS is the most prevalent in the Northwest, and you may think that you don’t know someone living with MS, but you probably do. Once somebody in your family or a friend has been diagnosed, it affects you and it affects everybody. This is a great event for people living with MS to come out and see how many people support them. People are just so excited to see all the encouragement, and it makes them feel really good.”

Goodwill is teaming up with local community colleges and area businesses to help high school seniors succeed. Our new, two-year program provides students a smooth transition through their senior year in high school on their way to a career in aerospace.
To “launch” the program, the Goodwill is hosting a Meet and Greet on Thursday, April 25 from 5 – 7 at the Marysville Job Training and Education Center.
