The Alaska Legislature could join the chorus of voices calling for an American Indian Veterans Memorial on the National Mall in Washington, D.C. An Alaska Senate committee on Tuesday passed a resolution supporting the project.
Since Alaska became a U.S. territory and later a state, Alaska Natives have served their country as well. During World War II, the Alaska Territorial Guard included more than 6,000 volunteer soldiers from more than 100 communities.
“American Indians have established a long and distinguished legacy of military service,” said Kalyssa Maile, an intern in the office of Sen. Bill Wielechowski, D-Anchorage. ”Senate Joint Resolution 19 affirms the Alaska Legislature’s support of Alaska Native and Native American veterans, and recognizes their great sacrifices for our country.”
“There were several people that came up from Florida to attend AFN and push for this resolution,” Wielechowski said. “I attended the Vietnam Veterans of America national conference in Florida last year and they were there. I spoke with people there. They were urging us to do this as well.”
Congress approved the Native American Veterans’ Memorial Act in 1994, but the project didn’t go anywhere. Stephen Bowers, a member of the Seminole Tribe of Florida and a Vietnam veteran, started lobbying Native American groups to support the memorial in 2011. Bowers says it’s long overdue.
“It’ll mean that finally someone is recognizing the fact that the American Indians fought for this country and against the European invaders back since 1492,” he said.
While Bowers says many supporters want the memorial to be built near the Vietnam Veterans Memorial, President Obama late last year signed legislation to place it at the Smithsonian Institution’s National Museum of the American Indian, two miles away. Bowers says the location isn’t as important as getting a memorial concept approved, a process he says will take several years.
“When they built the National Mall, they didn’t make it easy for organizations or for anyone to put a statue or a memorial on the mall,” said Bowers.
He expects the National Museum of the American Indian to sponsor a contest and form a committee to shepherd the project through the design phase.
Senate Joint Resolution 19 now heads to a vote on the floor of the Alaska Senate.
JUNEAU, Alaska (AP) — A government report indicates a large-scale copper and gold mine in Alaska’s Bristol Bay region could have devastating effects on the world’s largest sockeye salmon fishery and adversely affect Alaska Natives, whose culture is built around salmon.
The U.S. Environmental Protection Agency on Wednesday released its final assessment of the impact of mining in the Bristol Bay region. Its findings are similar to those of an earlier draft report, concluding that, depending on the size of the mine, up to 94 miles of streams would be destroyed in the mere build-out of the project, including losses of between 5 and 22 miles of streams known to provide salmon spawning and rearing habitat. Up to 5,350 acres of wetlands, ponds and lakes also would be lost due to the mine footprint.
The report concludes that “large-scale mining in the Bristol Bay watershed poses significant near- and long-term risk to salmon, wildlife and Native Alaska cultures,” EPA regional administrator Dennis McLerran said in a conference call with reporters.
The battle over the proposed Pebble Mine has been waged for years and extended beyond Alaska’s borders, with environmental activists like actor Robert Redford opposing development. Multinational jewelers have said they won’t use minerals mined from the Alaska prospect, and pension fund managers from California and New York City last year asked London-based Rio Tinto, a shareholder of mine owner Northern Dynasty Minerals Ltd., to divest, a request Rio Tinto said it planned to consider.
EPA has said its goal was to get the science right. McLerran said the report doesn’t recommend any policy or regulatory decisions and will serve as the scientific foundation for the agency’s response to the tribes and others who petitioned EPA in 2010 to use its authority under the Clean Water Act to protect Bristol Bay. He said no timeline for a response had been set.
The report also found that polluted water from the mine site could get into streams through runoff or uncollected leachate, even with the use of modern mining practices. It noted culvert blockages or other failures could impede fish passage and failure of a tailings dam, where mining waste is stored, could be catastrophic though the probability of such a failure was considered quite low.
Supporters of the EPA process hoped it would lead the agency to block or limit the project, action they urged again Wednesday; opponents saw it as an example of government overreach and feared it would lead to a pre-emptive veto.
Jason Metrokin, president and CEO of Bristol Bay Native Corp., said the corporation supports “responsible development where it can be done without causing unacceptable risks to the people, cultures and fishing economy of our region. The proposed Pebble mine is not such a project.”
John Shively, the chief executive of the Pebble Limited Partnership, which was created to design, permit and run the mine, called the report rushed and flawed, saying EPA did not take the time or commit the financial resources to fully assess such a large area. In a statement, he said the report is “a poorly conceived and poorly executed study, and it cannot serve as the scientific basis for any decisions concerning Pebble.”
Some see the mine as a way to provide jobs, but others fear it will disrupt or devastate a way of life. A citizens’ initiative scheduled to appear on the August primary ballot would require legislative approval for any large-scale mine in the region.
The Bristol Bay watershed produces about 46 percent of the world’s wild sockeye salmon, and salmon are key to the way of life for two groups of Alaska Natives in the region, Yup’ik Eskimos and the Dena’ina. The report said the response of Native cultures to any mining impacts was unclear, though it could involve more than the need to compensate for lost food and include some degree of cultural disruption.
Jeff Frithsen, a senior scientist and special projects coordinator with EPA, said the Pebble deposit is a low-grade ore deposit, and over 99 percent of the ore taken from the ground will end up as waste. He said the deposit’s location is at the headwaters of two of the watersheds that make up half the Bristol Bay watershed and produce half its sockeye salmon.
He said the existence of a large-scale mining operation there would affect fish habitat and any accidents would add to that. He said any loss of habitat can affect the overall diversity of the fishery habitat in the watershed.
“Changes in the portfolio of streams within the Bristol Bay watershed can reduce the overall reliability and increase the variability of the fishery over time,” he said.
Asked whether EPA believed a mine could co-exist with fish, McLerran said the assessment spoke for itself.
While EPA initiated the review process in response to concerns about the impact of the proposed Pebble Mine on fisheries, the report wasn’t meant to be about a single project.
EPA said the report looks at possible impacts of reasonably foreseeable mining activities in the region. The agency said it drew on a preliminary plan published by Northern Dynasty and consulted with mining experts on reasonable scenarios.
Alaska Gov. Sean Parnell said in a statement the report was little more than a pretext for an EPA veto of the state’s permitting process. “As my record demonstrates, I will not trade one resource for another, and every permitting application — when filed — deserves scientific and public scrutiny based on facts, not hypotheticals.”
The Pebble Partnership has called the mine deposit one of the largest of its kind in the world, with the potential of producing 80.6 billion pounds of copper, 107.4 million ounces of gold and 5.6 billion pounds of molybdenum over decades.
While EPA focused on the effects of one mine, the report said several mines could be developed in the watersheds studied, each of which would pose risks similar to those highlighted.
Final policy makes an exemption from the shared responsibility payment available to individuals eligible for IHS services.

The Affordable Care Act permanently reauthorizes the Indian Health Care Improvement Act, provides new opportunities for health insurance coverage, eliminates cost sharing such as copays and deductibles, and provides special monthly enrollment periods for members of federally recognized tribes who enroll in health plans offered through the Health Insurance Marketplace.
Today, the Obama administration issued a final rule allowing all American Indians and Alaska Natives who are eligible to receive services from an Indian health care provider to receive an exemption from the shared responsibility payment if they do not maintain minimum essential coverage under the Affordable Care Act. Prior to development of the final rule, only a portion of the American Indian and Alaska Native population – members of federally recognized tribes – would have access to an exemption from the requirement to maintain minimum essential coverage under the law. The final rule reflects comments and feedback received from Indian Country through rulemaking and the tribal consultation process.
“The administration is taking steps to honor our historical commitment to the rights of American Indians and Alaska Natives and ensure that individuals protected under the Indian Health Care Improvement Act benefit from the special provisions in the Affordable Care Act,” said Health and Human Services Secretary Kathleen Sebelius. “Today, we continue to fulfill our responsibility to consult and work with tribal communities.”
Today’s final rule adds a hardship exemption category for American Indians and Alaska Natives who are eligible to receive services through an Indian health care provider, such as the Indian Health Service (IHS) or tribally-operated facilities and Urban Indian clinics.
“We appreciate our tribal partners who advocated to ensure that all American Indians and Alaska Natives eligible for IHS can receive an exemption from the penalty for not having insurance coverage,” said IHS Director Dr. Yvette Roubideaux.
As a result of this final regulation, all American Indians and Alaska Natives who are eligible to receive services from an Indian health care provider will have access to an exemption from the shared responsibility payment.
BETHEL, Alaska — Americans in some rural places fret at how far away big-city medical help might be in an emergency, or at the long drives they are forced to make for prenatal care, or stitches, or chemotherapy.
Dr. Ellen Hodges only wishes it could be so easy.
She oversees health care for a population of 28,000, mostly Alaska Natives, here in the state’s far west end, spread out over an area the size of Oregon that has almost no roads. People can travel by boat or snow machine at certain times of the year, but not right now: the Kuskokwim River, which wends through Bethel to the Bering Sea, is choked with unstable melting ice in late May, magnifying the isolation that defines everything in what may be America’s emptiest corner.
“If you have a road, you’re not remote,” Dr. Hodges said.
The complex machinery of health care is being reimagined everywhere in the nation through the combined prism of new regulations and shifting economics, even here on the continent’s frosted fringe.
The grandly named Yukon-Kuskokwim Health Corporation, for example, where Dr. Hodges is chief of staff, is scrambling this spring to install a new electronic medical records system. That is a hallmark of the federal health care overhaul, compounded out here by the fact that computers run by generators in far-flung villages are subject to brownouts and fuel shortages.
Cost controls are also the way of the medical frontier no matter where you look. In other places, such constraints may be driven by insurance companies; here, by sequester-driven budget cuts to the federal Indian Health Service. The agency is the 50-bed hospital’s main support in treating the tribes and villagers who have lived for thousands of years in the boggy crescent of lowlands where the Yukon and Kuskokwim Rivers carve their paths to the sea.
The 56 tribes in the region voted in the mid-1990s to bundle their health care money from the federal government to finance the hospital. Grants supplement the work.
But the one thing that shapes every care decision, from the routine to the catastrophic, is the map. Triage in medical decisions, logistics and money is all filtered through an equation of time and distance on a vast and mostly untracked land.
Is air transport justified for medical reasons? Too slow to make a difference? Too dangerous in bad weather to attempt? What should a health worker on the ground — in most villages a local resident trained by the hospital — be told to do, or not do?
“There are judgment calls that you never have to make in the lower 48,” said Dr. David Bielak, 31, a family medicine practitioner who started coming here last fall in temporary stints from his home near San Jose, Calif.
And many of those decisions, often based on telephone descriptions from a villager, can be weighty. None of the more than four dozen communities served by the hospital have a doctor in residence.
“It’s the middle of the night, and you get a call from a clinic way up in the middle of nowhere where something very, very strange has happened,” Dr. Bielak said. “A lot of it is dark: a lot of alcoholism, suicidal ideation, a lot of abuse.”
A lack of running water and sewer systems in many villages in turn compounds the struggle to make, or keep, people well in a place long marked by poverty and isolation.
Take a glimpse, for example, into Alexandria Tikiun’s world: At age 25, with four children at home to care for, she is a community health aide, the closest thing to an M.D. in her village, Atmautluak, population about 400.
The aide system itself is uniquely Alaskan. It was developed in the 1950s, during an outbreak of tuberculosis, when the first health aides were trained to dispense medicine. Now, in sessions here at the hospital, Ms. Tikiun and 150 other aides, mostly women, learn medical skills that include trauma response, pregnancy testing and vaccination, all based on a book that they call their bible, which walks them through a kind of algorithm of step-by-step questions leading to treatment protocols.

Sen. Brian Schatz (D-Hawaii) introduced legislation Thursday to reauthorize the construction of a Native American veterans memorial on the Mall. A quirk of the original legislation, passed in 1994, allowed for the construction of the memorial but did not allow the National Museum of the American Indian to raise funds — a predicament for a memorial required to be built with private funds on the museum’s property. The new legislation allows the Smithsonian Institution to engage in fundraising and removes the responsibility from the National Congress of American Indians, a nonprofit organization originally tasked with finding resources. The legislation was first proposed by the late Sen. Daniel K. Inouye (D-Hawaii) and Sen. John McCain (R-Ariz.).
“American Indians, Alaska Natives and Native Hawaiians served in all of the American wars since the Revolutionary War,” Schatz said during a media call. “It is critical that we recognize their bravery and patriotism with a fitting memorial.”
Advocates noted that veterans memorials on the Mall do not recognize the contributions of Native Americans in American wars. Robert Holden, director of the National Congress of American Indians, said that while the Three Servicemen Statue at the Vietnam Veterans Memorial represents Caucasian, African American and Hispanic service members, it excludes Native Americans, and does not fully depict their contributions.
Planning for the size and scope of the memorial will begin if the legislation passes. The memorial would be on museum property, but the exact location has not been determined.
