Nearly three weeks after the devastating landslide in Oso, discussion of the fate of Highway 530 is beginning in earnest.

A series of community meetings has been scheduled for next week to gather input and discuss options for the daunting task of rebuilding the 1-mile stretch of highway that was smothered by the March 22 mudslide.

The section has been closed to the public since then, severing Darrington’s direct lifeline to Arlington and the I-5 corridor.

State and Snohomish County officials have been discussing with families of victims the delicate matter of digging out the highway while more people and belongings likely are still buried in the mud.

To date, 36 victims of the mudslide have been confirmed dead, with county officials releasing the names of three more victims Thursday.

Eight people are still missing.

“It’s kind of sacred ground for them and we want to make sure we’re going in there in the most respectful way possible,” said Travis Phelps, a spokesman for the state Department of Transportation.

In the meantime, officials are also beginning to look at the longer-term economic effect of the slide. Residents are deeply concerned about the effects on Darrington’s economy and culture if the town remains cut off for months.

“Of course we need that road open. That’s our lifeline to the outside world,” said Kevin Ashe, a part-owner of the Darrington IGA.

The only other major route into town is on Highway 20 through Skagit County, which turns a 45-minute drive to Everett into a two-hour detour.

Crews so far have removed most of the mud from a few hundred feet of Highway 530 on the western edge of the slide area.

“We’ve made some progress but not a heck of a lot,” Phelps said.

Because much of the highway is still buried, it’s too early to tell whether the road will be salvageable, he said.

“I’m sure some of it’s been damaged and some of it’s not,” Phelps said.

On the east side, part of the highway is still under water where the North Fork Stillaguamish River pooled up behind the slide. Even if the road can be repaired, the river’s ultimate course through the altered landscape will play a large part in determining if the road can remain in its current location, Phelps said.

If the road has to be rebuilt, topography of the surrounding area will be a factor, he said. Some steep hills are located south of the current highway right-of-way.

Engineers have begun studying possible routes, he said. When these become more developed, they’ll be shared with the public at later meetings.

“We’ve started looking at the terrain,” Phelps said.

Because of all these factors, it’s impossible to estimate when the highway could reopen or how much it might cost, he said.

The economic damage isn’t limited to just the highway. Damage to houses and other properties that were destroyed in the slide area is estimated at $6.77 million, according to a county assessor’s report released Thursday. About $919,000 of that was from the flooding.

More than 34 houses were destroyed and at least 10 manufactured homes, in addition to vacant lots, camping sites and other kinds of buildings, according to the report.

Because of the extent of the slide and the flooding, some areas have not been assessed yet, especially east of the slide near where a berm is being built.

While the federal government likely will reimburse the costs of rebuilding Highway 530, the longer-term recovery period is likely to come out of local pockets.

The economic hit to Darrington could be serious due to the reduced access and increased costs of getting to the town.

One worry, for example, is at what point people who commute into Darrington for jobs, or those who commute from Darrington to Arlington or the rest of the county, will decide the hassle of the commute isn’t worth the job.

In looking toward the longer term, the Puget Sound Regional Council has recommended that $5 million in federal funding be used to support economic recovery in Darrington.

The PSRC, an intergovernmental body that distributes about $240 million in federal transportation funding annually, will perform an unusual workaround to free up money that can contribute to Darrington’s recovery.

The PSRC’s federal money is earmarked for specific transportation projects, but some of those projects won’t come to fruition this year, leaving the PSRC money without a designated project. Snohomish County identified an ongoing project — the North Road project between Lynnwood and Mill Creek — that was funded with $9.8 million in local funds on top of $3.2 million in federal money.

By directing $5 million more in federal money to the North Road project, the PSRC will free up the same amount in county money from that project, which can in turn be redirected to projects in the Darrington area.

“County money is much more flexible than these federal dollars,” PSRC spokesman Rick Olson said.

The county money will then be targeted at projects that will have an economic benefit for Darrington.

Darrington’s plan to add curbs, gutters, sidewalks and a storm drainage system to Fir Street has been identified as one immediate need. Other projects that might be considered are upgrading the Whitehorse Trail or more street improvements in the town itself.

These projects would not be eligible for disaster funds, but by directing more county money to them, they would have a positive economic impact and take a little of the burden off Darrington. An upgraded Whitehorse Trail, for example, could be a tourist draw for the town, Olson said.

The issue moves to the PSRC’s executive committee next week, where it stands a good chance of passing.

“I think the PSRC has a good history of counties supporting each other, especially in times of need like this,” said Snohomish County Councilman Dave Somers, who sits on the committee.

These smaller measures may help soften the impact of the closure of Highway 530, but it will by no means eliminate it.

After the collapse of the Skagit River Bridge on I-5 last May, a temporary span was in place less than a month later.

Highway 530 is an altogether different animal, Phelps said. Some kind of temporary road may be considered, but it is still too soon to make that decision.

“Here we have a much bigger emergency response underway,” he said.

There’s no one federal agency to turn to for help. Money could potentially come from the Federal Emergency Management Agency, the Federal Highway Administration and others, Phelps said.

“It’s going to be kind of an ongoing discussion,” Phelps said.

Meetings
Snohomish County and the state Department of Transportation have scheduled three meetings to discuss the situation regarding Highway 530, which was blocked by the March 22 landslide.

Chinook make late arrival on Columbia River

The spring chinook run on the Columbia River has finally picked up, just in time for the season to expire. The popular lower-river fishery for bright, feisty springers closes Monday, and no season extension is planned at this point. After the numbers are crunched, it’s possible an extension could be announced, Fish and Wildlife Department biologist Joe Hymer in Vancouver said, but it probably wouldn’t take place until mid-May and it would be a short extension.

“What I think they’re looking at,” Hymer said, “would be to run it right on into the summer chinook season.”

The springer fishery started slowly, due in part to high, dirty, cold water conditions, Hymer said, and better success rates have followed a clearing, warming trend.

“We got off to a bad start,” he said, “but fishing has picked up the last few days to a point where it looks like we’ll come close to hitting predictions.”

The kings have been scattered from Cathlamet up to BonnevIlle Dam, and fishing has been good one day and not so good the next. Anglers are trolling herring, with or without a FishFlash, on both tides but primarily in a downstream direction. Others anchor on the ebb and put out Kwikfish with a sardine or tuna-belly wrap.

Tuna belly?

Sardines, anchovies, even herring in a pinch, but tuna belly?

“Yeah,” Hymer said. “Lots of oil and scent there. Works pretty well.”

Popular plug colors include silver, chartreuse, greens and pinks.

State creel checks late last week and over the weekend on the river below Bonneville counted 2,557 salmonid anglers (including 835 boats) with 316 adult and two jack springers, and nine steelhead. Effort had increased through Sunday, when a flight counted 1,300 boats and 1,146 bank anglers on the lower river.

 

 Peninsula steelhead

A very good wild-stock steelhead fishery is underway on the Olympic Peninsula, according to Bob Gooding at Olympic Sporting Goods (360-374-6330), and unlike a lot of late seasons, the Sol Duc isn’t the only venue.

“It’s a good run of native fish,” Gooding said. “The hatchery run this winter was disappointing, but the wild fish are showing up pretty well.”

Most of the eight rivers centered in the Forks area that allow retention of one native steelhead per season have been putting out fish, Gooding said. The Sol Duc is probably the best, especially since there are a few spring chinook available on the lower end.

“Add springers to a good late steelhead run and you have a circus,” Gooding said. “Pressure on the Sol Duc has been pretty heavy.”

The Calawah, Bogachiel and Hoh also have been kicking out natives, according to Gooding, which has eased crowding on the Sol Duc a little.

The Hoh is popular, particularly with fly fishermen.

“They don’t catch a ton of fish,” Gooding said, “but a lot of them fish the Hoh. It has a lot of open gravel bars, access is pretty good, and it’s a relatively easy river to fish.”

Almost everyone else uses a float/jig or float/pink plastic worm.

“And I personally don’t care for that gear,” Gooding said. “I may be old-fashioned, but I like to drift my rig down the gravel and feel that ‘tap, tap’ and know I’m about to have a blast. Float fishing, all you do is sit and watch the float all day and when it goes ‘blip’ you start reeling and the fish is either there or it isn’t. Not my cup of tea.”

State Fish and Wildlife Department personnel checked 82 anglers on the Sol Duc over the weekend, 71 boat fishermen and 11 bankers, with two native fish kept and 120 releasedplus two hatchery fish kept. On the Bogachiel it was 12 boat fishermen with 16 natives released and two hatchery fish kept. On the lower Hoh, it was 35 bank anglers and 32 boaters with 22 natives released, and on the upper Hoh, 48 anglers with 13 natives released.

 

 Razor clams

The last razor clam dig on the coastal beaches drew a near-record crowd, probably because of the switch from winter evening tides to the more popular morning tides. Weather and surf didn’t cooperate fully, according to state shellfish manager Dan Ayres in Montesano, and the average number of clams per person swung from 4.1 to about 13, depending on the day and the beach.

Next up is a tentative series of tides as follows: Monday, 6:46 a.m., plus 0.2 feet, at Twin Harbors beach; Tuesday, 7:24 a.m., minus 0.3 feet, at Twin Harbors and Long Beach; Wednesday, 8:03 a.m., minus 0.6 feet, at Twin Harbors and Long Beach; April 17, 8:43 a.m., minus 0.8 feet, at Twin Harbors and Long Beach; April 18, 9:26 a.m., minus 0.8 feet, at Twin Harbors, Long Beach and Mocrocks; April 19, 10.14 a.m., minus 0.7 feet, at Twin Harbors, Long Beach, Copalis and Mocrocks; and April 20, 11:06 a.m., minus 0.4 feet , at Twin Harbors, Long Beach, Copalis and Mocrocks.

Ayres warns clam diggers that a 2014 license is needed. Licenses range from a three-day razor clam license to an annual combination fishing license.

Mike Chamberlain at Ted’s Sport Center in Lynnwood (425-743-9505) looked around the area and came up with the following:

Blackmouth fishing: better the farther west you go, around Port Townsend and beyond; slow locally.

Kokanee: starting to show in Lake Stevens, but probably won’t be steamin’ until at least the end of April.

Smelt: The Oak Harbor Marina and Cornet Bay are putting out surprisingly good smelt jigging, or at least better than it was early in the winter season.

Fly fishing: Pretty fair reports from fly fishermen working Lone Lake on Whidbey Island and Pass Lake south of Anacortes.

S’Klallam Tribe revisiting hotel idea

LITTLE BOSTON — A plan to build a hotel adjacent to The Point Casino is back on the table for discussion.

The Port Gamble S’Klallam Tribal Council will hear a proposal for the hotel in the near future, according to Kelly Sullivan, the Tribe’s executive director of Tribal Services. The exact date was not set as of April 10.

Sullivan visited other casino hotels recently, among them the Lummi Nation’s Silver Reef Hotel Casino Spa and the Swinomish Tribe’s Swinomish Casino & Lodge.

Plans are in the early stages and a feasibility study is being done. The council will determine whether to move ahead with the project.

“[The council] could say ‘no’ and this couldn’t go any farther,” Sullivan said.

If the project proceeds, the hotel may be built on the site of the old Point Casino. The hotel could have a similar footprint, Sullivan said, and would be about 100 rooms. The hotel would need to operate fluidly with the casino and parking.

The old casino is being used as office and storage space.

The hotel would be one of two in the north end. It would allow guests of the casino to stay later for gaming and nighttime events, Sullivan said.

It’s not the first time there’s been talk of a hotel to accompany the Point. In 2007, plans discussed with the public included a 100,000-square-foot casino and 11-story hotel. However, the size of the casino was scaled back and the hotel removed from the plans — at least for the time being.

A hotel would be the latest of several economic development and recreation ventures in the last few years for the Port Gamble S’Klallam Tribe.

Port Gamble S’Klallam bought Heronswood botanical gardens in 2012, and is growing it as an event venue and place of horticultural learning. That year, the Tribe opened its new Point Casino, with restaurants, an event center and displays of S’Klallam art.

On April 12, the Tribe will dedicate its new skatepark, which was developed with the assistance of the Sheckler Foundation. And the Tribal Council may vote soon on setting aside land for a sports complex for the Kingston Youth Sports Association.

All told, about 550 people work for Port Gamble S’Klallam Tribe’s government and economic development ventures.

The drawdown of water behind Wanapum Dam in central Washington is exposing dozens of human gravesites and hundreds of Native American cultural artifacts.

Grant County officials are working overtime to protect these sensitive sites. And that work isn’t cheap.

Grant County utility district says its spending about $600,000 a month protecting 80 miles of Columbia River shore. Sheriff’s deputies, Grant County employees and state Fish and Wildlife officers are patrolling the riverbanks to keep gawkers and illegal looters away.

At the same time, a team of 25 archaeologists is finding and cataloging sites along the river shore.

Grant County utility district’s Chuck Berrie says the area has a high density of ancient human remains.

“We know of over 20 cemeteries now along that stretch of the river. And there is a lot of people that just have no idea its illegal – looting it’s a big deal.”

Utility district officials hope to know the root cause of the dam’s crack around June. By then protecting the shoreline and cultural resources could rack up to more than $2 million.

Officials say it’s not clear yet, if they’ll raise power rates to cover this expense.

WASHINGTON, D.C. – Emergency response officials told a Senate subcommittee Wednesday, April 9, that big cities and small towns alike are unprepared for a disaster on the scale of an oil train derailment and fire last year in Quebec that destroyed part of a town and killed 47 people.

The hearing was only the second on Capitol Hill in recent weeks that sought the perspective of local officials. The federal government has regulatory authority over rail shipments, but the burden of emergency response ultimately falls on local agencies.

The specter of a large-scale crude oil fire and spill has hung over communities across the country since July’s crash in Lac-Megantic, Quebec, where firefighters were simply outmatched by the scale and ferocity of the blaze.

“We can handle everyday emergencies,” said Timothy Pellerin, the fire chief of Rangeley, Maine, whose department assisted in the Quebec derailment. “We’re not prepared for a major disaster like this.”

Urban fire departments may have more resources and personnel, but the scale of the threat is a challenge for them, too.

Barb Graff, director of the Seattle Office of Emergency Management, said three loaded crude oil trains a week pass through the city, but that the frequency could increase to three per day when refineries are able to receive them.

“There’s an imbalance when we increase the hazard but we don’t increase the ability of the local community to deal with that hazard,” Graff testified.

The hearing in the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development and Related Agencies, was led by Sens. Patty Murray, D-Wash., and Susan Collins, R-Maine. Crude oil shipments not only cross both states in trains, they also cross the border into Canada on North America’s virtually seamless rail network.

In Western Washington, BNSF trains have been hauling crude to the BP Cherry Point refinery on the main line through Bellingham and Ferndale since December 2013. The smaller Phillips 66 refinery to the south expects to begin receiving oil shipments by the end of 2014.

The Tesoro refinery in Anacortes has been getting crude oil by rail since September 2012, and the Anacortes Shell refinery is planning a crude oil rail terminal as well.

Murray said the shipments in Washington state are expected to triple to 55 million barrels this year, and that’s “only the tip of the iceberg.”

CROSS-BORDER PROBLEMS

Pellerin’s department was one of seven in Maine to assist in Lac-Megantic. He testified that crossing the border into Canada, he could see the plumes of smoke 30 miles away.

They were confronted by multiple problems on arrival. He testified that his radios were not compatible with Canadian frequencies, nor were fire hose couplings in sync. And the Maine firefighters needed an interpreter because their Quebec colleagues spoke only French.

Pellerin said 8,000 gallons of firefighting foam had to be trucked in from a refinery in Toronto, which took several hours.

Neither the railroad nor the oil companies involved in the derailment had a disaster plan, he said. He also said he learned only two weeks ago that the crude oil in the tank cars had been improperly identified.

Pellerin said three railroad representatives arrived in Lac-Megantic on the day of the derailment, took some pictures and left. The company filed for bankruptcy and was sold in December.

“They need to be held responsible for it,” he testified.

PRESSURE ON BNSF

Graff said regional emergency managers met with representatives of BNSF Railway recently to discuss the impact of crude oil shipments in Washington state. BNSF, based in Fort Worth, Texas, is the nation’s largest hauler of crude oil in trains and operates routes through Washington state’s major population centers.

Seattle Mayor Ed Murray signed a resolution last month that presses railroads to disclose the volume, frequency and contents of shipments. Railroads are not currently required to do so.

The resolution also calls for an “aggressive” phase-out of older model tank cars known as DOT-111s, which were known to be vulnerable to punctures and ruptures in derailments well before they were pressed into service hauling crude oil and ethanol.

When asked when his department would finish new regulations for tank cars, Transportation Secretary Anthony Foxx told the panel, “We are not going to wait until 2015,” but wouldn’t commit to a specific date. The pace of the rulemaking has frustrated lawmakers on Capitol Hill, as well as state and local officials.

Ed Murray said lawmakers would continue to press the department to move swiftly.

“We certainly are not dropping this topic,” he said. “This is an issue that has to be addressed.”

Banner Summer On Tap For Ocean Salmon Fishing

A federal fisheries management panel has approved what some charter captains are calling the best ocean fishing season in 20 years.

It’s a big turnaround from the recent past when ocean salmon fishing was sharply curtailed or not allowed at all.

Fishery managers are predicting strong returns of wild and hatchery-raised salmon to the Columbia, Klamath and Sacramento Rivers this year. These runs provide the backbone for the ocean salmon fishing season. This year’s spawners benefited from good river flows when they were young and productive ocean conditions as adults.

Coho Charters owner Butch Smith of coastal Ilwaco, Washington is looking forward to a seven day a week summertime fishery in the ocean.

“Fishing for both Chinook and coho salmon are some of the best we have had for a long time,” said Smith. “Salmon fishing — the fishing industry — to my town is like Boeing and Microsoft is to Seattle. It’s very important. It is the lifeblood.”

The good times may not last because of drought conditions in southern Oregon and California. Poor spawning and juvenile survival conditions today will probably dampen future returns. This could lead to varying degrees of restrictions coast wide in coming years.

“Hopefully, we’ve still got a couple more of these good cycles left before we happen to see an unfortunate downturn,” said Smith.

Meeting at a hotel in Vancouver, Wash., the Pacific Fishery Management Council adopted the 2014 season quotas unanimously on Wednesday after days of lengthy negotiations between commercial troll and recreational fishing representatives, treaty tribes and government regulators.

Groups Negotiate To End Megaloads Lawsuit

BOISE, Idaho (AP) — Idaho Rivers United and the Nez Perce Tribe are in mediation with the U.S. Forest Service to end a lawsuit concerning megaloads on U.S. Highway 12 in northern Idaho.

Kevin Lewis of Idaho Rivers United said Wednesday the groups are seeking to have the federal agency come up with specific rules concerning gigantic loads traveling on the northern Idaho route that includes a federally designated Wild and Scenic River corridor as well as tribal land.

The groups sued the Forest Service last year, and U.S. District Judge B. Lynn Winmill in September granted a preliminary injunction halting shipments.

His ruling required the Forest Service to conduct a corridor review, and the agency on Monday released a document attempting to assess impacts the giant loads have passing through the rugged area.

Obama confirms visit to Oso slide on April 22

OSO — President Barack Obama has confirmed reports from Gov. Jay Inslee, U.S. Rep. Suzan DelBene and U.S. senators Patty Murray and Maria Cantwell that he will visit the scene of the Oso mudslide on April 22.

On April 8, the White House issued the following statement:

“On Tuesday, April 22, President Obama will travel to Oso, Washington, to view the devastation from the recent mudslide and meet with the families affected by this disaster, as well as first responders and recovery workers. Further details about the President’s travel to Washington will be available in the coming days.”

Earlier that day, Inslee had issued a statement of his own, reporting that the President had informed him that morning of his planned visit.

“This will give the President the opportunity to see firsthand the devastation wrought by the slide, as well as the incredible community spirit flourishing in Oso, Arlington and Darrington,” Inslee said. “From the earliest days following the slide, the President has closely monitored events in the area, and shown his concerns for the victims and their families. He and his team have been important partners in the response effort, and I believe this visit will strengthen those ties, as we face the tough work ahead.”

DelBene had also been informed by Obama that same day of his upcoming visit.

“Additionally, the President informed me that he will move quickly to sign into law legislation that was recently passed by Congress, to save the historic Green Mountain Lookout near Darrington,” DelBene said, in a statement issued on April 8.

Murray and Cantwell issued a joint statement that day, expressing their appreciation to Obama for his decision to visit the area on April 22.

“We are confident that President Obama will see what we have seen: The tremendous resolve and determination of the people of Oso, Darrington and Arlington in the face of tragedy,” Murray and Cantwell said. “The President’s visit is another important step in demonstrating the federal government’s ongoing commitment to supporting the families, first responders, volunteers and businesses, as they recover from this disaster. We appreciate the decision to make major disaster resources available, and by the IRS to grant tax relief, and we’ll continue to work for the federal government to provide every resource possible for these communities.”

Yurok Tribe getting closer to opening date for casino in Redwooods

The Yurok Tribe is nearly finished with construction of a casino and hotel in the Redwoods of California.

The tribe broke ground on the $15 million Redwood Hotel Casino last fall. The facility will feature a casino with 125 slot machines and a Holiday Inn Express with 60 rooms.

The casino will be the only one of its kind in the Redwood National and State Parks system. It’s part of the tribe’s $25 million campaign to boost the local economy — other projects include a visitor center and amphitheater across the street from the gaming facility and a village that will showcase traditional culture.

The Monacan Indian Nation, Amherst County’s original inhabitants, now is one step closer to receiving federal recognition of its indigenous status.On April 2, the Thomasina E. Jordan Indian Tribes of Virginia Federal Recognition Act of 2013 was passed out of the Senate Indian Affairs Committee to await a vote in the full U.S. Senate. If the legislation passes, it would grant federal recognition to six Virginia Indian tribes, including the Monacan Indian Nation.The bill was introduced by Sens. Tim Kaine and Mark Warner.“The fact that they’ve never been recognized is a real injustice,” Kaine said.

The six tribes have a “long and well-known history but have been uniquely disadvantaged because they’ve never been federally recognized,” he said.

The 2013 bill follows many years of efforts by the Monacan Indian Nation to receive recognition from the federal government. Doing so would provide a host of benefits, including medical and educational services as well as tribal sovereignty.

The Monacans have resided in central Virginia for millennia, and today claim Bear Mountain in Amherst County as their cultural base.

In 1908, an Indian mission was formed at the base of the mountain, which provided a church and a school for the Monacan community.

According to a former tribal council member Joseph Twohawks, federal recognition means different things to different people. To some, the recognition represents financial benefits. For others: pride.

Although the tribe has held state recognition since the 1980s, little has come from that aside from letters of apology and recognition; if you’re Native American with a tribal card, you can hunt and fish without a license, Twohawks said.

“For most people, you’ve called yourself something for all these many years, and now somebody with the powers that be agrees with it,” Twohawks said.

Gaining federal recognition is a “tough long process,” he said, that hasn’t been without its opponents.

According to Twohawks, the tribe first attempted to gain federal recognition through the Bureau of Indian Affairs, but the tribe only satisfied six of the BIA’s seven requirements that attempt to affirm historic and cultural tribal identity.

Establishing a historical identity is nearly impossible for Virginia Indians.

With the passage of Virginia’s Racial Integrity Act in 1924, a person could be classified as either “white” or “colored,” and the marriage and birth records of tribal peoples were altered.

Striving for congressional status has been met with roadblocks, as some legislators in recent years have been leery of Virginia’s tribes gaining federal recognition because of the fear that the tribes would establish casinos on their lands.

The 2013 bill satisfies that issue, according to Kaine. According to the bill, the six tribes “may not conduct gaming activities as a matter of claimed inherent authority or under any Federal law.”

Another issue that has hindered Virginia Indians from being recognized by the federal government is that they made peace too soon, Kaine said.

While the status of many of the nation’s western tribes is established because those peoples formed treaties with the U.S. government, the Monacans signed the Treaty of Middle Plantation of 1677 with the British, nearly 100 years before the Declaration of Independence, he said.

“Because they made a treaty with the English and not the American government, it has worked against them,” Kaine said.

But while the bill awaits time on the Senate floor, an irony exists outside its doors, Kaine said.

Blocks from the U.S. Capitol and resting inside the Smithsonian’s National Museum of American History is a diorama that explores the story of Virginia’s indigenous peoples.

“But we will not recognize living and breathing members of those tribes,” Kaine said.
