Communities not prepared for risks of crude oil train derailments, Congress told

WASHINGTON, D.C. – Emergency response officials told a Senate subcommittee Wednesday, April 9, that big cities and small towns alike are unprepared for a disaster on the scale of an oil train derailment and fire last year in Quebec that destroyed part of a town and killed 47 people.

The hearing was only the second on Capitol Hill in recent weeks that sought the perspective of local officials. The federal government has regulatory authority over rail shipments, but the burden of emergency response ultimately falls on local agencies.

The specter of a large-scale crude oil fire and spill has hung over communities across the country since July’s crash in Lac-Megantic, Quebec, where firefighters were simply outmatched by the scale and ferocity of the blaze.

“We can handle everyday emergencies,” said Timothy Pellerin, the fire chief of Rangeley, Maine, whose department assisted in the Quebec derailment. “We’re not prepared for a major disaster like this.”

Urban fire departments may have more resources and personnel, but the scale of the threat is a challenge for them, too.

Barb Graff, director of the Seattle Office of Emergency Management, said three loaded crude oil trains a week pass through the city, but that the frequency could increase to three per day when refineries are able to receive them.

“There’s an imbalance when we increase the hazard but we don’t increase the ability of the local community to deal with that hazard,” Graff testified.

The hearing in the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development and Related Agencies, was led by Sens. Patty Murray, D-Wash., and Susan Collins, R-Maine. Crude oil shipments not only cross both states in trains, they also cross the border into Canada on North America’s virtually seamless rail network.

In Western Washington, BNSF trains have been hauling crude to the BP Cherry Point refinery on the main line through Bellingham and Ferndale since December 2013. The smaller Phillips 66 refinery to the south expects to begin receiving oil shipments by the end of 2014.

The Tesoro refinery in Anacortes has been getting crude oil by rail since September 2012, and the Anacortes Shell refinery is planning a crude oil rail terminal as well.

Murray said the shipments in Washington state are expected to triple to 55 million barrels this year, and that’s “only the tip of the iceberg.”

CROSS-BORDER PROBLEMS

Pellerin’s department was one of seven in Maine to assist in Lac-Megantic. He testified that crossing the border into Canada, he could see the plumes of smoke 30 miles away.

They were confronted by multiple problems on arrival. He testified that his radios were not compatible with Canadian frequencies, nor were fire hose couplings in sync. And the Maine firefighters needed an interpreter because their Quebec colleagues spoke only French.

Pellerin said 8,000 gallons of firefighting foam had to be trucked in from a refinery in Toronto, which took several hours.

Neither the railroad nor the oil companies involved in the derailment had a disaster plan, he said. He also said he learned only two weeks ago that the crude oil in the tank cars had been improperly identified.

Pellerin said three railroad representatives arrived in Lac-Megantic on the day of the derailment, took some pictures and left. The company filed for bankruptcy and was sold in December.

“They need to be held responsible for it,” he testified.

PRESSURE ON BNSF

Graff said regional emergency managers met with representatives of BNSF Railway recently to discuss the impact of crude oil shipments in Washington state. BNSF, based in Fort Worth, Texas, is the nation’s largest hauler of crude oil in trains and operates routes through Washington state’s major population centers.

Seattle Mayor Ed Murray signed a resolution last month that presses railroads to disclose the volume, frequency and contents of shipments. Railroads are not currently required to do so.

The resolution also calls for an “aggressive” phase-out of older model tank cars known as DOT-111s, which were known to be vulnerable to punctures and ruptures in derailments well before they were pressed into service hauling crude oil and ethanol.

When asked when his department would finish new regulations for tank cars, Transportation Secretary Anthony Foxx told the panel, “We are not going to wait until 2015,” but wouldn’t commit to a specific date. The pace of the rulemaking has frustrated lawmakers on Capitol Hill, as well as state and local officials.

Ed Murray said lawmakers would continue to press the department to move swiftly.

“We certainly are not dropping this topic,” he said. “This is an issue that has to be addressed.”

BOISE, Idaho (AP) — Idaho Rivers United and the Nez Perce Tribe are in mediation with the U.S. Forest Service to end a lawsuit concerning megaloads on U.S. Highway 12 in northern Idaho.

Kevin Lewis of Idaho Rivers United said Wednesday the groups are seeking to have the federal agency come up with specific rules concerning gigantic loads traveling on the northern Idaho route that includes a federally designated Wild and Scenic River corridor as well as tribal land.

The groups sued the Forest Service last year, and U.S. District Judge B. Lynn Winmill in September granted a preliminary injunction halting shipments.

His ruling required the Forest Service to conduct a corridor review, and the agency on Monday released a document attempting to assess impacts the giant loads have passing through the rugged area.

Tribe, US officials christening $2.4M solar array

LAS VEGAS (AP) — Tribal leaders and U.S. officials are marking the completion of a nearly $2.4 million solar power array at a freeway travel stop and convenience store off Interstate 15 outside Las Vegas.

A ceremony was set Tuesday at the Moapa Travel Plaza at the Valley of Fire State Park turnoff about 40 miles northwest of Las Vegas.

Moapa Band of Paiutes Tribal Council Chairwoman Aletha Tom and tribal Administrator Randall Simmons were joining United States Department of Agriculture officials John Padalino and USDA Nevada chief Sarah Adler at the event.

The project was funded by an Agriculture Department High Energy Cost Grant.

Officials say the hybrid system reduces diesel fuel use by about half, cuts carbon dioxide emissions and will save money.

Complexity of water pact frustrates some tribe members

Members of the Klamath Tribes have expressed frustration with the lack of time to review a proposed water settlement as the deadline for a vote nears.

“My vote is no, and I’m not shy about it,” Klamath Tribes member Rowena Jackson told the Herald and News.

The Klamath Tribes and Upper Basin irrigators have been working for more than eight months to develop a pact balancing the needs of upper Basin water stakeholders and the Tribes.

A 95-page settlement, the Proposed Upper Klamath Basin Comprehensive Agreement, was released March 5.

Klamath Tribes leaders then held four informational meetings across the state the third weekend in March. Klamath Tribes approval requires the majority of members to vote in favor of the agreement. Mail ballots are due by 9 a.m. Wednesday.

Klamath Tribes Chairman Don Gentry said Tribal leadership knew the deadline would be difficult to meet.

“We’ve done our best to get information out at additional meetings. I certainly understand the difficulty in getting through the long settlement agreement,” he said.

According to the agreement, 30,000 acre-feet of water must be permanently retired by Upper Basin landowners. The water will provide increased flows in Upper Basin tributaries. If conditions of the water program and an additional riparian management program are met, the Klamath Tribes agree to guarantee water to irrigators at levels based on instream flows specified in the agreement.

“Members have no understanding of what they are asking to give up,” Coleen Crume, a Modoc member of the Klamath Tribes, said.

Ecological considerations

The water retirement and riparian management portions of the agreement are intended to help restore and sustain fisheries in Upper Klamath Lake tributaries. As part of the agreement, the Klamath Tribes will receive a

$40 million economic development package, including $1 million a year for five years from the Department of Interior to address tribal transition needs beginning this year. The development package could help the Tribes acquire the 92,000-acre Mazama Forest and fund a timber mill and related industries.

Kayla Godowa pointed out members have had less than a month to review the settlement and supporting documents. Godowa, a member of the Confederated Tribes of Warm Springs, attended an informational meeting in Eugene, with her mother and other family who are Klamath Tribes members.

Gentry said in addition to the meetings, members of the Tribal Council have responded to questions and concerns by email and on the Tribes’ website and Facebook page. A summary about what a “yes” or a “no” vote means was included in the ballot.

“Information has been available for those who want to contact us,” he said.

Godowa does not believe Tribal leadership has had enough input from Tribal members or that leadership has been transparent throughout the settlement process. She wanted to see more direct input and direct representation of members in the proposed agreement.

“I feel like it’s a weak negotiation,” she said.

Gentry explained the process was expedited because the proposed agreement builds on conditions agreed upon in the Klamath Basin Restoration Agreement, which was settled in 2010.

Specifically, he said, the current proposed agreement’s framework was approved by a Tribal member vote as the Off-Project Water Settlement, also known as Section 16 in the KBRA agreement.

“Though the name has changed, that’s basically what it is,” he said.

Gentry said Tribal members voted to approve the KBRA in 2010 and then voted in favor of proposed amendments to the agreement in 2012. Despite support for the KBRA, many stakeholder groups were not included in the settlement. Gentry said to move forward the settlement needed to be supported by the local agriculture community, who are partners in the new proposed agreement.

“This basically brings to the table many who were most actively opposed to the initial KBRA agreement,” Gentry said.

Crume, who attended a Tribal meeting in Klamath Falls, said the agreement doesn’t address the value water has to the Tribes.

“Water is the most precious commodity on Earth. Why would we give up water for a paltry few trees?” she said.

Gentry said if managed sustainably, lodgepole pine harvests from the Mazama Forest could bring as much as $1.5 million per year to the Klamath Tribes. Actively managed lodgepole pine stands are more likely to resist disease and infestations, he added.

Jackson said the $40 million economic package is a short-term solution to supporting Klamath Tribes programs.

“It’s not a fair deal — $40 million isn’t going to last,” Jackson said.

According to Gentry, the economic package isn’t intended to support existing programs. He called the economic package an “infusion of capital” that would allow the Tribes to move forward with economic development, including developing a mill in the Mazama Forest. The mill could create revenue for years by milling, chipping and producing wood pellets, he said.

Stand with Indigenous Peoples, Stop the Pipelines

As so often happens, Native Americans are leading the fight to save the world.

While half of the world’s species are disappearing, while the remaining 48 hunter/gatherer societies are literally fighting for their survival, while 32 million acres of rainforest are cut down a year, and while three hundred tons of topsoil are lost a minute, we are again at war with those who would destroy the planet.

There have been many wars fought on behalf of our life-giving land in North America. The overwhelming majority of those killed in defense of the land have come from peoples like the Sioux, the Cheyenne, the Nez Perce, the Sauk, and the Apache. Native Americans have long stood in the way of this destructive culture. It is time that we join with Native Americans and other dominated peoples around the world who are at war. It is time that we, the privileged in this settler culture, step off our pedestal and onto the battlefield to place our bodies in harm’s way like so many indigenous people have before us and continue to do today.

As a young white radical, I have admired the long traditions of resistance found in Native communities. I find myself wondering what could have been had Tecumseh won or if Crazy Horse was not betrayed. I find myself wishing I could have been there with Geronimo or King Phillip or Chief Joseph to shoot back at the pale skin and pale blue eyes I share with so many of the soldiers, miners, and settlers who have butchered Native peoples over the centuries.

But, mostly, my heart just breaks. And breaks and breaks again when I recall the long list of lost battles and cold-blooded massacres.

My heart breaks when I think of that frigid morning in December, 1890 when Lakota Sioux led by Spotted Elk woke up next to Wounded Knee Creek in South Dakota to find themselves surrounded by 500 soldiers of the US 7th Cavalry. Some of the older women and the frailest children would have been wrapped in robes made from the skins of buffalo hunted to near extinction by the very soldiers taking positions over the camp.

They look up at the four rapid fire Hotchkiss guns pointed down on them from the hills above with their frosty breath foreshadowing the thick fog of gun smoke that would blanket the field in just a little while.

My heart breaks again looking at the photographs of Lakota men, women, and children strewn across the frozen ground. I see Spotted Elk’s body frozen in a half-sitting position in the snow. His legs bent one way, and his bullet-riddled torso bent another way. His arms curl up as his dead biceps tighten in the cold.

My heart breaks when I read eyewitness accounts from the Sand Creek Massacre in 1864 where Colorado-territory militia killed 200 peaceful Cheyenne and Arapaho men, women, and children who thought they occupied their camp under the protection of the US Army. I read of soldiers putting six-shooters to the heads of infants and “blowing their brains out.” I watch as white men jump off their horses with knives in hands to cut ears, noses, fingers, and testicles off corpses to take home as souvenirs.

Lierre Keith, the brilliant environmental and radical feminist writer, often diagnoses the problem with modern mainstream environmental activism saying, “We’ve got to stop thinking like vandals and start thinking like field generals.”

If we are to have any chance of surviving the devastation, we must espouse courses of action based on strategic objectives. In other words, we have to act like we’re fighting to win a war.

Even mainstream environmentalists recognize that one of the biggest threats to life on Earth is the use of fossil fuels. The burning of fossil fuels releases carbon dioxide – the worst of the greenhouse gasses responsible for climate change. Scientists predict an 11 degree Fahrenheit average temperature rise by 2100 due to the effects of runaway greenhouse gas emissions.

If we are going to win this war of survival, we are going to have to stop both the present use and spread of fossil fuels. Many argue that the task is impossible. Many argue that we’ll never get people to voluntarily give up fossil fuels. We fill our cars with gas. Homes are heated by coal. The plastic screens we read the daily news on are made with oil. Giving up fossil fuels means giving up our very way of life.

But, what if the world is forced to give up fossil fuels because they cannot get access to them?

The truth is the fate of the world is bound up in wars like the ones being fought by the Sioux and their allies and the Wet’suwet’en. The United States was built on stolen land and is maintained through the theft of indigenous resources both at home and abroad. So, not only should mainstream environmentalists pledge their support to indigenous peoples to reverse genocidal historical trends, they should throw their bodies down next to indigenous peoples in order to survive.

The brutally brilliant Confederate cavalry general, Nathan Bedford Forrest explained the simple key to winning battles when he said, “Get there first with the most.” On a Civil War battlefield, this meant identifying strategic locations to be controlled and then arriving with more soldiers and firepower than your enemy. At the Battle of Gettysburg, for example, Union forces recognized the way two hills – Little and Big Round Top – on their extreme left flank commanded a view of the entire battlefield. Robert E. Lee and his right hand infantry general, James Longstreet, recognized it, too. Whoever controlled those hills could place artillery on their heights and rain deadly cannon fire on enemies in the fields below.

Ultimately, Union forces arrived at the top Little Round Top just minutes before Longstreet’s infantry and were able to beat off a Confederate attack, turning the tide of the battle in favor of Union forces in what many historians call the pivotal moment of the entire war.

The goals of these camps line up perfectly with Forrest’s idea to “get there first with the most.” The camps are being set up in strategic locations to stop the ability of the pipeline to function. If the oil is going to flow, big oil pipelines are going to have to defeat activists dug in at these camps.

Right now, indigenous peoples and their allies are there first with the most. They can win if we help them.

As so often happens, Native Americans are leading the fight to save the world. Battle lines are being drawn in British Columbia and South Dakota where indigenous peoples and their allies have vowed to prevent the construction of pipelines carrying fossil fuels across their lands.

In South Dakota, the Oglala Lakota and Rosebud Sioux (many of whom descend from the survivors of the Wounded Knee Massacre) are building resistance camps to combat the Keystone XL pipeline. They are calling the pipeline “the Black Snake” and are operating the Moccasins on the Ground project where participants are trained in the skills, tactics, and techniques of nonviolent direct action. These skills include blockading heavy equipment, workshops on strategic media, street medic training, knowing your legal rights with respect to civil disobedience, and building solidarity and alliances.

In British Columbia, the Wet’suwet’en have dug into the path of seven proposed pipelines from the Tar Sands Gigaproject and LNG from the Horn River Basin Fracturing Projects in the Peace River Region at Unist’ot’en Camp. (http://unistotencamp.wordpress.com/no-pipelines/) Unist’ot’en Camp is calling for volunteers to help patrol their land, build permaculture, and raise permanent bunkhouses in the path of the pipelines.

There’s another feeling I get when I think of the massacres of indigenous peoples. It is even stronger than the staggering sadness. It is the desire to do whatever it takes to stop this culture from destroying indigenous cultures and destroying the land.

I used to imagine that I could go back in time and offer my help. I would learn how to shoot and offer my rifle to Crazy Horse or learn how to ride and ask Chief Joseph if he could use my help. As I listened to the rhythmic thump of soldiers’ boots marching on where they thought my friends’ village was, I would imagine approaching a fat officer in a powdered horse-hair whig with a smile coming from my white face. I would tell the officer I knew where the Indians were, only to lead him on a wild goose chase while he trusted me because I was white.

I have grown up now. I realize that there are wars being waged against the land and those who would protect the land. I realize that I can work to stop the black snakes that are being built to slither through this land, to choke her original people, and to wring the last few drops of oil from her.

All of us who have benefited from the rape of the earth and the destruction of so many of her people are being called. We are being called to kill the black snakes by those already engaged in mortal combat. We must do whatever it takes to stand with indigenous peoples and stop the pipelines.

Lawsuit Threatens Steelhead Recovery

Both hatchery and wild fish are needed for steelhead and salmon recovery in western Washington, says Billy Frank Jr., chairman of the Northwest Indian Fisheries Commission.

“There’s no way we can do it without both,” said Frank, responding to a lawsuit against the state of Washington by a group claiming that state hatchery steelhead releases are undermining recovery of ESA-listed wild steelhead, chinook and bull trout in Puget Sound.

The Wild Fish Conservancy wants the program halted and is seeking an injunction to stop the Washington Department of Fish and Wildlife from releasing nearly 1 million hatchery steelhead this spring. WDFW has said it will not release the fish unless or until it can reach an agreement with the group.

Science guides the operation of hatcheries in western Washington, Frank said. Hatcheries are carefully managed to protect the genetic health of wild fish. Without hatcheries and the fish they produce, there would be no fishing at all.

“It’s important to remember why we have hatcheries in the first place,” he said. “They were built to make up for lost natural steelhead and salmon production that has been nearly destroyed by habitat loss and damage. They have been an important part of salmon management in Washington for more than 100 years.”

Indian and non-Indian fishermen, their families, businesses and many others depend on the salmon and steelhead that hatcheries provide, Frank said. Because wild fish populations have continued to decline along with their habitat, hatcheries are critical to providing fish for harvest.

Hatchery fish are also essential to fulfilling tribal treaty-reserved fishing rights, which depend on fish being available for harvest. Properly managed hatcheries can be a valuable tool for wild fish restoration by supplementing natural spawning and increasing natural-origin fish abundance, Frank said.

“But we must also stop the loss and damage of steelhead and salmon habitat in our watersheds,” Frank said. “The reasons that hatcheries were built in the first place have not changed, and have only gotten worse. We are losing salmon habitat faster than it can be restored and protected, and that trend is not improving.”

That is why lawsuits like the one filed by the Wild Fish Conservancy are so disappointing, Frank said.

Once a hatchery salmon is released, it has the same habitat needs as wild fish. Those needs include clean, cold water; access to and from the sea; and good spawning habitat.

“Lost and damaged habitat, not hatcheries or harvest, is what’s driving wild steelhead and salmon populations toward extinction,” Frank said. “The focus needs to be on fixing and protecting habitat, not fighting over hatcheries and the fish they produce. Climate change and exploding population growth are only making our habitat problems worse, which in turn makes hatcheries even more important for wild fish and all of us.”

If the state ultimately does not release the fish, both Indian and non-Indian fishermen and local economies will feel the effects quickly and for a long time, Frank said. “The tribes and state learned a long time ago that our money, time and energy are better spent working together for the benefit of the resource than fighting each other in court. We need cooperation, not litigation, to achieve salmon and steelhead recovery.”

For our ancestors, community gardening was the ONLY form of gardening, but as the landscape of our territories have been whittled away, so has our sense of communal responsibility and communal effort to feed ourselves.

Bringing gardening back to our communities has a number of obvious and not-so-obvious benefits: first, it is a great way to give ourselves dignified access to culturally appropriate foods and it’s a wonderful way to pool resources and strengthen community bonds. That much should be obvious. But did you know that community gardening might also reduce crime rates? One community garden in Philadelphia transformed their neighborhood by revamping and cleaning up an empty lot to house a beautiful community garden. Their efforts had a ripple effect and soon everyone was looking after their property—and their neighbors’—with more care.

And that’s not all: Community gardening gives elders in the community a voice and a chance to share their knowledge while teaching our youth the importance of sustainability and being sovereign—inter-generational exposure of cultural traditions is vital to our communities! Community gardens may also help your community grow traditional foods in a traditional way—something we don’t get from the supermarket.

Spending time in a garden or green space can also help reduce seasonal allergies, stress and air pollution. If built to include a composting station it can also reduce the amount of garbage taken to the landfill every week. And if they are involved in the gardening process, kids (of all ages) are more likely to eat their vegetables.

With all of those benefits, what are you waiting for! Here is how you can start your own community garden in five easy steps:

1. Organize a Meeting

Where will the garden be (find a place with at least 6 hours of sunlight and access to water)? How much are dues? How many plots and what size? What should be planted? Who will be involved? Who will benefit? Is there the possibility of funding or sponsorships to help cover the costs?

2. Form Committees

Who will be in charge of securing funding or collecting dues? Who will buy the seeds? Who will construct the plots? Will there be youth activities or a youth garden? Who will organize the planting and harvesting? Or is it all up to the individual plot owners?

3. Make Rules and Post Them

Involve the community in making the garden rules and the community will follow the rules. When are dues? How will the money be used? Will there be regular meetings? Are individuals responsible for the tending and harvesting of their own plots or is the garden an entire community effort from beginning to end? Will tools be provided to share or is everyone responsible for their own needs? Will the garden be organic?

4. Prepare and Develop Site

Clean the site, create a design or arrangement for the plots, build the garden beds, build a tool shed, and build a compost center. You may want to plant ornamental shrubs around the parameter of the garden to help make the garden look beautiful. You may also have to consider deer fencing or other steps to keep animals out of the garden. Don’t forget to plan pathways in-between all of the plots! Pathways that are able to accommodate wheelbarrows are highly suggested.

What considerations for traditional farming and gardening practices do you need to make? Do you want to honor the ancestors in the design of the garden somehow?

5. Stay in Touch

One of the purposes of a community garden is to strengthen the ties that bond a community. Be sure to create a phone tree, email list and/or put up a bulletin board to help members stay in touch when they need to. Also consider planning monthly workshops aimed at teaching the community how to garden, weed, harvest and maintain pest control without the use of harmful pesticides and herbicides. You can also plan seasonal foraging expeditions for traditional foods– and don’t forget to plan a harvest festival!

First Nations Save First Foods: Northwest Tribes Seek to Restore Historic Fish Runs

Salmon and other migratory fish attempting to return to their spawning grounds in the Pacific Northwest face no fewer than 400 man-made barriers in the Columbia River Basin, the earliest dating back to 1885—and there may be as many as 100 more constructed illegally on private property, tribal fish biologists estimate.

The impediments to fish migration posed by such monolithic barriers as the 551-foot-high Grand Coulee Dam are well documented, but anadromous fish face a myriad of other obstacles as well. In the 129 years since that first dam was built in Spokane, Washington, fish passage has been restricted, if not totally eliminated, in many areas, tribal experts said at a recent workshop addressing the issues. And it’s not just the Columbia River.

“The tributaries and main stem Snake River habitat are probably in worse shape than on the Columbia,” said Dave Johnson, program manager for the Nez Perce Department of Fisheries. “The main stem is a mess. All the Snake River salmon and steelhead populations are listed under the endangered species act or have been extirpated. Idaho Power Company is trying to relicense those facilities right now, and there are things they need to fix as part of that, things that are caused only by those dams being there such as the mercury issue, such as temperature problems.”

Biologists with the Columbia River Inter-Tribal Fish Commission (CRITFC) have documented most of these obstructions on a massive map of the basin. They gathered at a workshop in mid-March to review their individual projects ahead of the CRITFC’s Future of Our Salmon conference to be held in Oregon on April 23 and 24. The goal is to restore historic fishing runs. Eliminating such obstructions is essential not only from a food-security standpoint, the experts said, but also culturally and spiritually—though all are different facets of the same thing.

“The deal we made with the Creator is that if we take care of our first foods, the first foods will take care of us,” said Paul Lumley, executive director of the Columbia River Intertribal Fish Commission (CRITFC), which held the workshop. “Salmon are the first of the first foods.”

By 1980, river flows had been reduced by 50 percent, causing migration time to increase from weeks to months and decreasing survival, said Sheri Sears of the Colville Tribes. The granddaddy of all these barriers is Grand Coulee Dam, completed in 1942, which completely blocked upstream migration all the way into the headwaters in western British Columbia. But there’s more—much, much more. The Brownlee, Hells Canyon and Oxbow dams on the Snake River totally block fish migration across western and southern Idaho nearly to the Wyoming border as well, for instance.

Moreover, these are all high dams. Besides Grand Coulee there is the Brownlee, soaring 420 feet. Others are only slightly lower. Their construction, and lack of any means to transport fish beyond them, has changed the culture of Northwestern tribes, whose members once depended on these fish for food.

Ever since the first dams were built, biologists from tribes and governmental agencies have sought ways to get fish over, around, and through these barriers: large and small dams, culverts and even waterfalls. Currents and water temperatures have changed over the years, as well.

The issue stretches all the way up into Canada, with nonexistent fish passage at the Keenleyside, Brilliant, and Waneta dams. Sockeye were once abundant there.

“None of these facilities provide fish passage,” Canadian biologist Will Warnack told workshop attendees.

Different locations reported various problems and possible solutions. One practice that has proven effective is the use of pit tags to compare survival rates between dams. National Oceanic and Atmospheric Administration (NOAA) Fisheries biologist Ritchie Graves pointed out that it was relatively cheap, no handling was required, fish were from a known source, and it was an easy estimate to understand. In addition, he said, everyone using this technique sends their findings in, making for highly accurate reporting statistics.

New technology sometimes replaces old, as cited by James Bartlett, fisheries biologist with Portland General Electric. For instance, Round Butte Dam once had a 2.8-mile fish ladder. That was discontinued a few years later, and they now use a truck and haul method for both juveniles and adults. A pipe releases the fish 20 feet below the surface to prevent thermal shock.

Cracking down on the roughly 100 mostly illegal dams in central Washington would be a good starting point for restoring the fish runs, Sears said. The smaller dams and barriers notwithstanding, the single overriding problem continues to be moving fish past the major hydroelectric dams. Solutions are possible, but funding is key, which is one hope for the outcome of the renegotiation of the Columbia River Treaty, which is nearly complete.

Perhaps the most unique option for boosting fish over large dams is being developed by Whooshh Innovations, a company that is testing a flexible sleeve that rapidly moves fish using a pressure differential. The first tests will move fish 200 feet with a 50-foot rise, but the company is already thinking of much larger numbers, a minimum of 1,000 feet with a 236-foot rise.

“Our model indicates it would take a fish 25 seconds to make that rise,” said Deligan. “Do we want to go over something like Chief Joseph Dam? Absolutely.”

Just one visit to Grand Coulee Dam put the money needs in perspective. Over the next 10 years, $400 million will be spent for turbine retrofits at Grand Coulee. Each year, $70 million goes toward operations and maintenance. Fish-passage solutions pale in comparison.

“These huge outlays of money make one realize that installing fish passage facilities is not a financial impossibility,” noted Lumley, who emerged from the workshop optimistic about the April conference.

“This workshop exceeded my expectations in terms of identifying real solutions to restoring fish passage,” Lumley said. “It was mostly technical, but also [yielded] some really helpful suggestions for us on the funding side of it, and also in asking our leadership to reconsider some of the bad historical decisions that have been made and to right those wrongs.”

Pollution Is Not The Top Priority At Oso Landslide Site, But It Is A Concern

OSO, Wash. — An orange backhoe beeps in the background as cleanup workers and search dogs slog through the gray-blue clay of the Oso landslide zone. In the distance a muddy American flag waves over hummocks of exposed roots, broken trees and the remnants of the 42 homes that used to line this stretch of highway in the Cascade Mountains northeast of Seattle.

The death toll stands at 30 with 13 people still missing. Dozens of homes were destroyed.

As the search-and-rescue-effort shifts gears into cleanup mode, officials are beginning to assess potential environmental and public health risks.

“Personnel, even canines, when they come off the site they’re going to get decontaminated,” said Maj. William Pola with the Army National Guard. Behind him workers pressure wash massive trucks with hot water and mild detergent as they leave the landslide zone.

Other responders somberly wash off their boots nearby. It’s a standard precautionary measure, said Dick Walker, a spills expert with the Washington State Department of Ecology.

“This really is just mud,” Walker said. “There’s really nothing terribly bad in here. The chemical hazards are very, very small.”

But there is a lot of mud here – enough to fill Safeco Field three times.

The mud engulfed dozens homes. Propane tanks floated to the surface of the liquid debris field. Septic tanks, cars and household chemicals remain buried.

“But really that’s very minimal with the volume of soil that has been dumped on that and spread around and some of this is extremely deep and some of that material we may never recover,” Walker said.

Soccer ball

Along a trail by the Stillaguamish River a child’s soccer ball sits in the rain.

When the slide hit, families were going about their usual Saturday mornings -– kids playing in the woods, parents mowing lawns.

Most of the dead have now been removed, though there are still people missing.

“We have a potential exposure for blood and body fluids but whatever we had was diluted in over a million cubic yards of dirt so the risk to the individual rescuer going in is really quite small,” said Dr. Richard Bradley, a physician with the Federal Emergency Management Agency on a recent visit to the disaster zone.

Rescue workers are more likely to injure themselves clambering around the debris field, he added, than through exposure to any hazardous materials or organic material.

The mud tumbled 600 feet down the mountainside and blocked the Stillaguamish River. Then it continued south, burying the neighborhood on the other side.

“It pushed everything away from the river,” Walker explained. “So most of the hazardous waste items are back away from the water’s edge, vehicles, too and because of the slope of the land we don’t believe that anything’s going to get into the river from the chemical perspective.”

Walker added that Ecology has taken some water samples downstream from the slide zone and has not found evidence of chemical contamination. More sampling will be done in the coming months.

Slide and Stillaguamish

The river looks different. Springtime in the Northwest means blue-green rivers, frothing with snowmelt. Right now the Stillaguamish is a morose gray, littered with broken trees.

All that muck and debris will harm the salmon and steelhead that spawn in this stretch of river. But fish experts says it’s too soon to say how much those populations will suffer.

For now, the focus remains on the overwhelming loss of human life along this ravaged stretch of the Stillaguamish.

Think about how long you can hold your breath and then let this discovery blow your mind.

Northwest-based whale researchers have documented a new breath-hold record among mammals. They timed a dive by a beaked whale that lasted 2 hours and 17 minutes.

A paper published in the peer-reviewed journal PLOS One by scientists with the Cascadia Research Collective of Olympia revealed two new records. The researchers tagged Cuvier’s beaked whales, a rarely seen species which forages in deep ocean waters worldwide, including off the U.S. West Coast.

Lead study author Greg Schorr says his team tracked thousands of dives by these whales. The longest lasted 137 minutes.

“Imagine holding your breath while flying from Seattle to San Jose,” says Schorr. “That would be similar to what these animals are capable of doing.”

Schorr says one beaked whale also dove deeper than any other mammal seen before, including the previous record holder, a southern elephant seal. The tagged whale dove nearly two miles below the surface — 2,992 meters deep.

“They basically can store huge amounts of oxygen in their muscle tissue and release it in a very controlled manner to allow them to dive to these depths,” explains Schoor.

To gather the results, the researchers used barbed darts to attach temporary dive recorders to the dorsal fins of eight whales. The satellite-linked tags were made by a Redmond, Washington company, Wildlife Computers.

Schorr says he reacted with disbelief after seeing the deep diving record for the first time. He says the research team independently verified the results by putting the depth sensor in a pressure tank at a NOAA lab in Seattle.

“Indeed the readings are correct,” Schorr reports.

The U.S. Navy was the primary funder for this research. The Navy wants more info about whether anti-submarine warfare exercises using sonar harm whales.

It is “a very pertinent question,” observes Schorr. Naval sonar use has been associated with whale strandings elsewhere. In fact just this week, environmental groups blamed a joint naval exercise in the Mediterranean Sea for a mass beaching of Cuvier’s beaked whales along the coast of Crete.

Closer to home, environmental and tribal groups have gone to federal court to seek more study and restrictions on sonar and underwater noise to protect marine mammals in the U.S. Navy’s Northwest Training Range Complex. This ocean range stretches from Northern California to the Canadian border.

Schorr says the next phase of his team’s research will compare whale behavior in the presence and absence of naval sonar activity on an ocean training range off the coast of Southern California. That is the same place where the record-setting dives were observed.
