Historical crops in Arizona may be future of agriculture

Two Southern Arizonan non-profit organizations, Native Seeds/SEARCH and Tohono O’odham Community Action, are promoting wild food sources and desert-tolerant crops.

Before Arizona became known for its cotton and citrus, before farmers moved West, before Spanish explorers first set their eyes on the Grand Canyon, the Tohono O’odham were cultivating the land and using the Southwest’s natural food sources to survive.

For hundreds of years, their diet consisted of wild foods straight from the Sonoran Desert such as mesquite bean pods, cholla buds and prickly pear fruit. The Tohono O’odham were also adept farmers, growing enough desert-hardy crops, like tepary beans and 60-day corn, that they were completely food self-sufficient up until the mid-20th century.

International turmoil and government programs in the mid-1900s pulled many Native Americans away from their homes and introduced processed foods to the reservations, which in turn led to the near disappearance of their traditional food sources.

The loss of their native foods also resulted in a startling rise of obesity, and consequently diabetes, among Native American tribes, including the Tohono O’odham.

According to the U.S. Department of Health and Human Services, American Indian adults are twice as likely to be diagnosed with Type 2 diabetes when compared to non-Hispanic Whites.

However, the real victims are young Native Americans, specifically those between the ages of 10 and 19, who are nine times more likely to be diagnosed with the disease. From 1990 to 2009, diabetes diagnoses rose 110 percent for that age group.

Recognizing the need for a community program in the Tohono O’odham Reservation to promote a healthy and culturally rich lifestyle, Terrol Dew Johnson founded Tohono O’odham Community Action, in 1992.

“Our whole intent was to have some kind of structured, positive program for youth and the community,” Johnson said. “I just wanted to have some sort organization that everybody could be a part of, regardless of age.”

Employing the community’s elders as teachers, TOCA began teaching about the traditional Tohono O’odham food system, which includes wild-plant harvesting and dry-land farming.

Initially, TOCA was more of an after-school or summer program for students on the reservation. The community elders would take children out to the desert where they would teach them how to harvest wild plants, such as saguaro cactus fruit and cholla buds.

Over the years, Johnson’s non-profit has rapidly grown in both popularity and size. TOCA is now a multifaceted operation that includes the Desert Rain Cafe, a restaurant that specializes in native foods, Native Foodways Magazine, which highlights aspects of Native American cuisine and various comprehensive community initiatives that seek to make the Tohono O’odham more food self-sufficient.

“Food sovereignty is our buzz word right now,” Johnson said. “Our goal now is to make this tribe more self-sufficient with their food.”

These initiatives include theNew Generation of O’odham Farmers program, introduced in 2009, that provides young adults with the training and skills necessary to pursue a career in sustainable agriculture.

TOCA also works with teachers and students to develop and maintain school gardens. The gardens are meant to help the children develop a work ethic and an appreciation for healthy food said Johnson, who is trying to make the food they grow part of the school lunch program.

TOCA isn’t alone in its quest to revitalize crops that thrive in an arid climate.

Native Seeds/SEARCH, a Tucson-based seed conservation non-profit, has almost 2,000 varieties adapted to dry weather, many of which came from Southwest tribes such as the Tohono O’odham.

“We’re trying to take seeds that have been gathered over the years, many of which were used for centuries but are in danger of being lost, and grow them to increase their supply,” said Larrie Warren, Native Seeds’ executive director.

On the non-profit’s 60-acre farm near Patagonia, a rotating variety of plants are grown and their seeds harvested. Some of these harvested seeds make it back to the refrigerators and freezers at the non-profit’s headquarters. They are used to preserve much of the organization’s stock and are handedout through a free seed grant program.

Most of the distributed seeds go to schools or communities struggling with food-security issues, Warrensaid.

While some may question why food-insecure communities would seek out rarer, less-established crops as a potential food source, there are notable benefits to what Native Seeds/SEARCH provides.

“We try to promote diversity,” Warren said. “If you’re growing one crop in an area, you’re going to begin having pest problems, pollination issues and other complications.”

Native Seeds/SEARCH has roughly 500 varieties of corn, nearly 200 types of beans, and 1,300 other types of seeds, many of which are available to the public, stored in its facilities

All of these seeds, and those used by TOCA, come from desert-adapted plants that thrive with minimal water.

“Our core mission is to preserve these seeds for a sustainable future,” Warren said. “Now we’re trying to broaden that out and educate the community so more people understand the health and environmental benefits of these seeds.”

Native Seeds/SEARCH offers classes and training to students, teachers, Spanish-speakers and backyard gardeners through its website. It also has a store on Campbell Avenue south of East Fort Lowell Road where it sells a selection of hard-to-find seeds.

The state’s congressional delegation, showing rare bipartisan unity, plans next week to introduce legislation that would rename the Nisqually National Wildlife Refuge in honor of Billy Frank  Jr., champion of native fishing rights and a Washington civil rights hero.

The bill would create a National Historic Site to mark the 1854 Treaty of Medicine Creek, which took land from natives but did guarantee them the right to take fish “at all usual and accustomed stations . . . in common with the citizens of the territory.”

“I loved Billy Frank:  He was one of the greatest men I have met in my life,” said U.S. Rep. Denny Heck, D-Wash., the principal author of the legislation.  “He is our Martin Luther King, our Desmond Tutu, our Nelson Mandela.”

Frank was viewed differently when he launched Indian fishing rights protests on the Nisqually in the 1960′s.  He was arrested 50 times, starting at the age of 14, for “illegal” fishing on the Nisqually River, where he was born and lived, and where his ancestors lived.

He died last year, at 83, as a recipient of the Albert Schweitzer Humanitarian Award, a person of vast credibility who began with a simple message.  “He said simply, Treaties are the word of America, and America should keep its word,’ ” ex-Gov. Mike Lowry recalled.

The struggle for fishing rights became a seminal — perhaps THE seminal — episode in the modern history of Native-American rights.

“I have a particular view of how this impacted ‘Indian Country,’ ” said Heck.  The issue of treaty rights to fish gave Native Americans a platform on resources.  It gave them standing on other issues, and led to the National Indian Gaming Regulatory Act.  And that act led to the fastest drop in Indian poverty we have ever seen.”

How so? “Billy was the spear point in treaty rights,” Heck added.

An historic moment in Northwest history came in 1974, when conservative U.S. District Judge George Boldt ruled for the Native Americans, that treaty Indians were entitled to 50 percent of the salmon catch and could fish in “all usual and accustomed grounds and stations.”

When he was 14, Bill Frank had told game wardens who arrested him:  “Leave me alone, goddamn it! I live here.”

In later years, Frank would replace confrontation with cooperation in restoring the salmon runs that help define the Pacific Northwest.

“When a bunch of Really Important People get together in a conference room, you can always tell Mr. Frank even from afar,” author Timothy Egan once wrote.  Amid the government and corporate executives, all tasseled loafers and silk ties, he’s the one with the long pony tail, the gold salmon medallion and the open necked shirt.

“And he’s the one with the scars — nicks, cuts and slash marks — from a lifetime of being harassed by people who don’t like Indians, and from an all-season outdoor life.”

The Nisqually Wildlife Refuge is a suitable honor.  Frank lived to see levies and dikes come down at the mouth of the Nisqually River, with estuary habitat restored where salmon can grow up, and where visitors can witness a multiplicity of shore birds.

“The absence of natural estuaries like this is part of the reason why the region is still going backwards rather than forwards on Puget Sound salmon,” Heck noted.

Heck has done his homework on the bill.  He has lined up as a cosponsor influential Oklahoma Republican Rep. Tom Cole, a member of the Chickasaw Nation. He has also signed up Alaska’s crusty Republican Rep. Don Young.

A cosponsor from this state, Rep. Cathy McMorris Rodgers, is a usually hyper partisan member of the House Republican leadership.  “Her signing on says to the leadership, ‘This is O.K.’,” said Heck.

He has also secured backing from the Northwest Indian Fisheries Commission — long headed by Billy Frank — and the National Congress of American Indians. Brian Cladoosby, chairman of the Swinomish Tribe, is currently president of the congress.

The legislation, officially “The Billy Frank, Jr., Tell Your Story Act” creates an opportunity for the Nisqually, Muckleshoot, Puyallup and Squaxin Island tribes to tell their stories.  The U.S. Interior Secretary will coordinate with then creating materials for the Medicine Treaty National Historic Site.

Bill Frank made his last appearance just over a year ago, at a meeting in Suquamish with U.S. Interior Secretary Sally Jewell.

Just over a week later, he died.  “When Billy spoke, you listened: We saw that firsthand just last week when he commanded a room that included tribal leaders, fisheries officials and the secretary of the interior,” U.S. Rep. Derek Kilmer, D-Wash., recalled of the meeting.

Not bad for a guy with a ninth-grade education.”Today, because of the Boldt Decision, the state and tribes are partners in the management and preservation of resources that are foundational in the economy of the state,” Sen. Maria Cantwell, D-Wash., said in eulogizing Frank.

Just as Frank spoke of cooperation and conservation, the wildlife refuge at the mouth of the Nisqually speaks of Billy Frank Jr.

TAHOLAH, WA (5/6/15)– The exploding oil train near Heimdal, North Dakota early Wednesday morning serves as the latest reminder that the oil trains traveling the tracks here in Washington are unsafe, according to Fawn Sharp, President of the Quinault Indian Nation.

“This was just the latest in a series of oil train derailments that have resulted in crashes, followed by explosions, mountains of thick, black, toxic smoke and inevitable spills of poisonous oil that at some point make their always way into water systems, streams, rivers or marine waters,” she said.

  “Let there be no doubt. These trains are dangerous, and we are seeing more and more of them on our tracks all the time. Tribes are very concerned about them for many reasons. Not only do they jeopardize our citizens, because they are explosive and too heavy for the tracks they travel on; the oil that inevitably spills from them poisons our treaty-protected waters and aquatic resources. Also, fossil fuels are the primary cause of climate change. We all need to make some important decisions about the future.  Do we accept the major expansion of these poisonous fuels and the impacts they have on our environment, or do we opt to be good stewards of the land and work to phase them out and replace them with clean energy sources and wiser choices?”

 “These are our choices here in the Northwest, and in states across the country.  At Quinault Nation we have taken a stand against the proposed expansion of oil train traffic and terminals,” said President Sharp. Sharp is also President of the Affiliated Tribes of Northwest Indians, an organization of 57 Tribes encompassing six Northwest states, and Area Vice President of the National Congress of American Indians, a national organization of more than 500 Tribes.

This morning’s derailment is very similar in many ways to all the others, which have occurred in Alabama, Virginia, West Virginia and Pennsylvania, as well as numerous close calls, including Seattle, she said.  Cars run off the track, the tanks are pierced, and a spark ignites the highly volatile crude, which either comes from the North Dakota Bakken fields or oil sands in Alberta.

 In the case of this morning’s accident, a waterway known as the Big Slough runs north of the tracks near Heimdal and drains into the James River.

There were no reported injuries from the derailment of the BNSF train near Heimdal, thank God. All the residents of the tiny town did have to be evacuated, as did farms anywhere near this morning’s explosion. That was only a few dozen people. But it could have been Aberdeen, or Seattle. Then it would have been thousands, and timely evacuation could be a virtual impossibility.

 The National Transportation Safety Board sent five people the site, and the Federal Railroad Administration sent 10 investigators. But inspecting is about all they could do.  The fires caused by these explosions must burn themselves out. They’re simply too hot to handle. Some of the oil leakage could be stopped, but not much, said Sharp.

 Last week, federal regulators passed new safety rules governing crude by rail, which has become a booming business thanks to the growth in U.S. oil production. Nearly 450,000 tankers of crude moved through North America last year, up from just 9,500 in 2009.

 “The Washington State Legislature just passed a bill to enhance safety, as well, and although all safety efforts are welcome, the fact is they are not enough. The simple truth is there is no such thing as a safe oil train, no matter how strict safety standards might be.  Rail and bridge infrastructure is in desperate need of repair and renewal. But even if and when that is achieved, there will be absolutely no guarantee of safety,” she said.

“The only safe oil train is one that has no oil in it. And as painful as it may be for the oil industry to consider, the best option is to phase out the use of fossil fuels. That will take time. But this is a critical situation that needs more focus, and investment, now,” she said.

Seattle Mayor Ed Murray said the Port of Seattle can’t host Royal Dutch Shell’s offshore Arctic oil-drilling fleet unless it gets a new land-use permit.

Shell has been hoping to base its fleet at the port’s Terminal 5. Environmentalists have already sued over the plan, saying the port broke state law in February when it signed a two-year lease with Foss Maritime, which is working with Shell.

At a breakfast for a clean-energy group on Monday, Murray said city planners reviewed the planned use of Terminal 5 as a base for the drilling fleet and found that it would violate the port’s land-use permit, which allows a cargo terminal on the site.

Shell has argued that its planned activities at the terminal — such as docking, equipment loading and crew changes — are no more environmentally risky than loading or unloading shipping containers.

Dozens of environmental groups including Greenpeace and Climate Solutions have been campaigning against the plan and training for direct action on the water using kayaks and chanting, “Shell No!”

Murray says he thinks the Port of Seattle is in serious trouble, if oil drilling rigs are the only way for it to be competitive.

The oil company wants to base part of its Arctic Drilling fleet at Terminal 5 in West Seattle, before heading to Alaska’s north slope. One rig, the Polar Pioneer, is already in Port Angeles and is waiting for a green light to come to Seattle.

The mayor says the deal is not in line with the region’s values. And the money to upgrade the terminal should be available from other sources.

“This is a city in a region where businesses are developing and choosing to locate here , where international investment is interested in participating. We should be able to build a vigorous port based on other than bringing (drilling) rigs into the city, for just a few years.”

In February, The Port and Foss Maritime signed a two-year contract worth millions of dollars that would be used to upgrade the terminal.

U.S. DISTRICT COURT DISMISSES LAKE QUINAULT CASE

TACOMA, WA (5/4/15)—United States District Court Judge Ronald B. Leighton dismissed a lawsuit this afternoon which had been filed in January against the Quinault Indian Nation and the Washington State Department of Natural Resources seeking to revoke ownership of Lake Quinault from the Tribe.
“This quick and explicit ruling was never in doubt,” said Quinault Nation President Fawn Sharp. “As I said back in January, Lake Quinault is undisputedly within the Quinault Reservation. This was a meritless lawsuit. Lake Quinault is sacred to us. It is unquestionably within our Reservation and we take our responsibility to manage it properly very seriously.”
The suit, which was filed by North Quinault Properties LLC, questioned the Tribe’s ownership of the lake. The suit had included DNR for alleged failure to fulfill its management responsibilities. But the challenge actually stemmed from a few local landowners’ reactions to closure of the lake by the Quinault Nation last year, an action taken to protect the lake from pollution problems, invasive species and violation of tribally mandated regulations, said Sharp.
“Our objective is to protect the lake for future generations. We realize it is a popular recreation destination, and we are happy to accommodate those interests, but only as long as the lake is respected and protected at levels we accept,” she said.
“We want to acknowledge the fact that this frivolous lawsuit was brought by a single landowner and that a majority of landowners around the lake understand and support our objectives. They have shown respect for our efforts to reach out to work cooperatively while recognizing the exclusive governing authority of the Tribe. Good public policy among separate and distinct sovereigns requires cooperation, good faith, respect, and, when dealing with tribal nations, an understanding, in principle and practice, that our governing powers long pre-date the United States and its political subdivisions. I want to publicly thank our neighbors and say that we look forward to strengthening our valuable relationship with them. Working together, as we have been able to do, is the best way we can all assure that Lake Quinault will remain clean, beautiful and available for all citizens for many years to come,” she said.
Judge Leighton issued separate dismissal rulings for the Tribe and the DNR. The Court granted the Tribe’s motion to dismiss based on sovereign immunity. The state dismissal was based on the Eleventh Amendment to the U.S. Constitution.

Tomorrow’s Salmon

Effects of climate change and the ongoing loss of salmon habitat came home to roost at this year’s tribal and state salmon fishing season setting process. The result was some of the most restrictive salmon fisheries ever seen in some areas.

A record low snowpack, low stream flows and increasing water temperatures, combined with the results of ongoing habitat loss and declining marine survival, forced the co-managers to sharply cut harvest this year to protect both hatchery and naturally spawning chinook stocks.

The co-managers set seasons based on the need to conserve the weakest salmon stocks. The goal is to protect the weakest stocks while also providing limited harvest on healthy stocks which are mostly hatchery fish.
Last year’s salmon runs throughout Puget Sound returned far below expectations. Those fish that returned faced low stream flows that led to water temperatures soaring to 75 degrees or more in some places. Water temperatures 70 degrees or higher can be lethal to salmon. Last year many adult salmon – both hatchery and wild – died before they could spawn or reach a hatchery.

This year’s returns of hatchery and wild salmon are expected to be about 30 percent lower across the board than last year’s poor returns. Lake Washington chinook provide a good example of why this year’s fishing seasons needed to be more restrictive.

Hatchery and wild salmon returning to Lake Washington must pass through the most urbanized parts of western Washington where they are confronted by polluted stormwater runoff, barriers and low stream flows. When combined with the effects of elevated stream temperatures, the results can be deadly for salmon.

The Muckleshoot Tribe, which tracks salmon migration into the lake through the Ballard Locks, quickly realized the extent of last year’s low returns and took action to protect the remaining fish. The tribe sharply reduced or eliminated planned harvests, including culturally important ceremonial and subsistence fisheries. But by then most of the damage had already been done. Despite tribal sacrifices, Lake Washington wild chinook populations were further diminished and hatchery egg-take goals were unmet.

Given last year’s poor returns and the increased effects of climate change and habitat loss, the tribes were stunned when the Washington Department of Fish and Wildlife – apparently at the prodding of sport fishermen – proposed even higher chinook sport harvest this year. Their proposal included a mid-Puget Sound fishery targeting chinook in an area where the weak Lake Washington run congregates. But the tribes rejected the proposed harvest increases and the fisheries were withdrawn, leading to howls of protest from some anglers.

The package of fisheries developed by the co-managers for 2015 reflects the reality of lower abundance and reduced fishing opportunity for everyone. Good salmon management requires us to balance the needs of the resource against the desire by some to catch more fish every year. That is why we must have strong leadership to make the tough decisions needed to protect the resource.

The treaty tribes believe that salmon must be managed in the best interest of those who will follow seven generations from now. We will not allow tomorrow’s salmon to be sacrificed for today’s harvest.

New Oil Train Rules Get Mixed Reactions In Northwest

Oil trains are getting stronger tank cars, better brakes, slower speed limits and  possibly new routes. Many in the Northwest say that’s still not enough.

Federal transportation regulators in the U.S. and Canada released a sweeping set of final rules Friday with more stringent requirements for railroads hauling flammable liquids, including crude oil and ethanol. The rules come one day after Oregon Sens. Ron Wyden and Jeff Merkley and four of their Democratic colleagues introduced a wide-ranging bill intended to bolster oil train safety including a fee on oil shipments made in old, puncture-prone tank cars.

“It’s a meaningful step but it doesn’t do enough,” Wyden said Friday of the federal rule. “It doesn’t move quickly enough to secure Oregon communities from the risk of flammable oil trains.”

The Department of Transportation rules would require new electronic brake systems for all trains carrying flammable liquids at speeds above 30 miles per hours by the year 2021. Current air brake technology is nearly a century old. The brake system has been involved in a number of derailments, including the deadly explosion in Lac Megantic in 2013 that set off widespread concern about oil by rail.

Air brakes have also been cited in several whistleblower complaints against railroads, in which workers claim they were pressured to skip or shorten brake tests to keep trains moving on time.

Oil trains would have new speed limits of 50 miles per hour — 40 mph in densely populated areas — and a thorough analysis of routing based on security and safety risks. Oil trains currently move through populated areas in the Northwest like downtown Spokane and Seattle.

Friday’s rules call for a decade-long phase-out of old tank cars, which have been known since 1991 to be puncture-prone. The initial replacement for those cars has increased shielding to protect against punctures, but has also been called inadequate by the National Transportation Safety Board after these newer-model tankers, were involved in a string of fiery derailments. Under the rules, these flawed models would undergo a gradual phase out until 2025.

Many of these requirements are expected to carry significant costs to railroads. BNSF Railway currently hauls more oil by rail through the Northwest than any other railroad. The railroad supports instituting a new generation of tank cars, but indicated in its response to the new rules a resistance to costly upgrades.

“Any regulatory changes that automatically take away capacity will have a devastating impact on our shippers and the economy,” BNSF spokesman Michael Trevino wrote in an email. “Most importantly, capacity is not abundant. The supply chain’s experiences with the recent disruptions at the West Coast ports is clear evidence of the negative impacts substantially reduced capacity will have on the economy.”

Oil-by-rail barely existed a few years ago. But booming North American oil production outpaced pipeline capacity and railroads offered greater flexibility and new markets for energy producers. As many as 17 oil trains per week move through parts of the Northwest, carrying crude from North Dakota, Canada and Utah to refineries and marine terminals in Oregon and Washington. Several other crude-by-rail facilities have been proposed.

Environmentalists, rail workers and safety experts called the rule a positive step, but each pointed out what they think are significant safety gaps.

Jared Margolis, a lawyer with the Center for Biological Diversity, said he thinks the speed limits are too high and the phase-out of old tank cars too dragged out.

The Center for Biological Diversity has previously sued to prevent oil trains in older tank cars from moving through parts of the Northwest, like the Columbia River Gorge.

“We’ll continue to see derailments and spills even with these new rules in place,” Margolis said.

George Gavalla, a railroad safety consultant with 37 years in the industry, including seven as former head of the FRA safety office, called the new rules “a significant improvement,” particularly for requiring improved tank car designs.

“They also put forth an aggressive, yet reasonable timetable for retrofitting (or replacing) the existing tank car fleet,” Gavalla wrote in an email. “At first blush, the tank car standards appear to go a long way toward improving the tank car safety.”

But, he added, “a big issue that the rule does not address is the volatility of the crude oil, especially the Bakken crude oil.”

Herb Krohn, legislative director for the United Transportation Union in Washington, said the rule appears to be a positive development but it ignores what he calls the “larger issue of monitoring the movement of Haz-Mat trains including adequate crewing.”

Krohn’s union has been pushing for shorter trains and minimum mandatory crew sizes, opposing a railroad movement toward one-man crews.

“The railroad carriers strongly oppose any government regulation regarding train crew size and placement;  this is clear from the complete absence of any mention of this critical safety issue,” Krohn said Friday. “The omission of this issue leaves a huge gap in public safety.”

 

Maine Native Americans want state to come to the table on deal for elvers, other fish

PORTLAND, Maine — Maine’s American Indian tribes want state officials to come to the table for a potentially wide-reaching agreement about the way the tribes harvest commercial fish.

Passamaquoddy legislative Rep. Matthew Dana says members of Maine’s tribes have fished for thousands of years and deserve a bigger role in state decision making. His bill would allow for cooperative management of lucrative marine species such as lobsters, clams and baby eels.

The tribes’ request represents a broadening of an earlier drive by the tribes to get reach agreement with the state about fishing for baby eels. The Passamaquoddies and state regulators clashed last year about a state requirement that tribal elver fishermen be subject to individual quotas. The tribe eventually relented.

Seattle billionaire Paul Allen is financing a campaign that could ask Washington voters  to impose penalties for selling animal parts from certain endangered species.

The proposed ballot measure aims to protect 10 keystone species: elephants, rhinoceroses, tigers, lions, leopards, cheetahs, pangolins, marine turtles, sharks, and rays.

Conservation groups say they are among the most trafficked or poached species worldwide. They say illegal wildlife trafficking is the fourth largest transnational crime in the world, delivering ill-gotten profits of $20 billion annually.

Sandeep Kaushik is a political consultant for the initiative. He said  it would place in state law tough penalties beyond those imposed by federal anti-trafficking laws. People caught buying or selling animal parts or products from the 10 species covered by the proposed law would face up to five years in prison and a $10,000 fine.

Backers of the initiative say the best way to protect these endangered animals is to cut off the market where poachers can profit.

“The problem has been getting worse and we’re seeing just in the last few years more species being put at risk,” Kaushik said.

Sam Wasser, director of the University of Washington’s Center for Conservation Biology, said this initiative would help reduce wildlife trafficking in Washington state. He said right now it’s hard to police trafficking once items cross into the U.S.

“In a state like Washington where it is such an important port for materials coming in from Asia, it’s really quite critical that our state agents have the ability to apprehend the ivory,” Wasser said. “Much of the laws now refer to ivory passing across international borders, but state borders — there’s nothing.”

Wasser said the U.S. is one of the largest markets for wildlife products in the world.

“One of the biggest things is trying to deal with the demand side,” Wasser said. “It’s very, very important to have steps all along the way to have steps to increase the consequences if you’re caught and to make it harder for you to get the product in the first place.”

Allen co-founded Microsoft. His conservation philanthropy has been brought into question in 2013 when a Seattlepi.com investigation and lawsuits said his sister, Jody Allen, made employees help her smuggle giraffe bones and ivory out of Africa.

More recently, a bill in the Washington Legislature to increase trafficking penalties for ivory and rhino horns was met with pushback from the National Rifle Association, the Seattle Symphony, and antique collectors, according to The Seattle Times, which reported Sunday on the initiative proposal.

The measure’s backers say they’ve written the initiative to protect trade for antiquities and estate sales, musical instruments, and scientific and research purposes.

“We made sure that this was about targeting those people that are really a part of this international poaching and trafficking problem that is really putting all of these animals at risk,” Kaushik said.

The Humane Society of the United States, the Seattle Aquarium and the Woodland Park Zoo have also endorsed the initiative.

Kosher said New York and New Jersey have also recently implemented similar laws, which have helped curtail ivory and rhino horn trafficking.

Petitioners for the initiative must gather 246,372 valid signatures by July 2 for it to qualify for the November ballot.

Local tribe’s planned whale hunt draws criticism, support

SEATTLE — The Makah Indian tribe has the legal right to hunt gray whales, but some say the practice is cruel and outdated and should no longer be allowed.

It’s been a decade since the Makah tribe in Neah Bay last killed any gray whales, but tribal leaders have announced plans to hunt 20 whales over the next five years.

The tribe says the killing is for cultural reasons, and for 2,000 years it has been a central part of who they are. But many people who attended a Monday public hearing on the matter say the world has lots of examples of cultural traditions that are plain wrong.

Now the National Oceanic and Atmospheric Administration must make their decision on the law and the numbers.

European and Russian hunters nearly wiped out the gray wale population, dropping it from 20,000 to 2,000. Gray whales were then placed on the endangered species list, and the population has since returned to 20,000.

Federal regulators have yet to take a position on the Makah plan, but officials listened to both sides during an emotionally charged public hearing on Monday.

“We did not pick a preferred recommendation because we knew people feel very strongly about that. And we didn’t want to pre-judge it,” NOAA’s Michael Milstein said.

While some turned out Monday to voice support for the tribe, most of the speakers steadfastly oppose the hunt.

“They should perhaps consider what some of the other tribes have done, and honor them in a different way,” said Katherine Pruitt.

Others, including members of the Chippewa tribe, voiced support for the Makah plan.

“It’s in their treaty rights. You know, that’s the big thing. We need to honor it,” said Jeff Powell.

No members of the Makah tribe attended Monday’s meetings. The second and final public hearing will be held Wednesday evening in Port Angeles.
