On Sunday, March 15, 2015 the Hibulb Rediscovery Program held a native gardening plant class to give Tulalip tribal members the opportunity to connect with their ancestral roots. This class was coordinated by Rediscovery Program staff members Inez Bill, Joy Lacy and Virginia Jones.

“We were very glad to see the large volume of interest. The class filled up very quickly,” says Virginia Jones. “We are thankful for the interest and wish we could offer it to more people. We are glad that people understand why we need to offer this class to our tribal members. We were anxious to see what kind of turn out we were going to have considering it was pouring down rain, but, despite the terrible weather, we were grateful to have a full class.

“The people got to hear advice about working with plants that has been picked up over the years from different teachers. The group went out and endured the rain. They learned how to harvest, clean, and process stinging nettles. They got to learn some of the uses for stinging nettles and what type of areas to look for them in. It was exciting to see. The class really came together and did the work. After the work was done they shared a light lunch.

“One of the important messages I hope everyone was able to take home is that it’s our responsibility to take care of these plants and the world they live in. It is just like fishing, hunting, clam digging, and berry picking. If we don’t protect their environments then there won’t be any places for us to harvest them from. If we overharvest, then there won’t be enough to sustain themselves. This is something that our people did for thousands of years. Now it is all being threatened by pollutants, new development areas, and people. I think a lot of the older generation can agree that the ‘woods’ just aren’t what they use to be. If we are going to go out and take these living things, then it is also our responsibility to protect them.

“Again, we thank everyone for their interest in the class. We are glad that there are so many people willing to reintroduce these plants back into their lives. These plants are able to provide their body and spirit with so much more than store bought foods.”

Northwest Indian College builds Lummi workforce, values tradition

For thousands of years, along the shorelines of the Salish Sea, the Lummi people have dug deep into the earth to harvest clams, oysters and mussels. We have set our reef nets between our canoes to catch salmon from the Salish Sea. For many of us, our most important education has been alongside our elders at the beach or on the water, learning firsthand by doing, and doing again, to understand the ways of our people and the history of our tribe.

But even as we hold fast to traditions, we’ve also embraced changing times, new technology and the advanced training that’s needed to support a productive shellfish harvest. What we’ve learned through the years is that a skilled workforce — and a bountiful harvest — are possible if we make the right investments in training and education.

In 1973, our tribe established the Lummi School of Aquaculture as a way to train a new generation of native technicians to staff the growing number of Indian-owned fish and shellfish hatcheries in the U.S. and Canada. From this single-purpose school, a foundation was built for what later became the Lummi Community College that gave Pacific Northwest natives the opportunity to earn an associate’s degree. In 1989, in recognition of the changing and growing needs of students, the community college became Northwest Indian College.

Today, the four-year college provides a high-quality post-secondary education for 1,064 students at our main campus on the Lummi reservation, plus six satellite campuses in Washington and Idaho. We offer bachelor and associate degrees, plus certificate programs in areas that include environmental science, tribal governance, native studies, hospitality and construction.

At the heart of the Northwest Indian College is the understanding that as native people, we must provide for all levels of learning within our own community. According to the American Indian College Fund, fewer than 13 percent of American Indian and Alaska native students earn a college degree, compared to 28 percent of other racial groups. The reasons for this are complex, ranging from poverty and low rates of high school graduation, to students’ perceptions that college is out of reach academically, too far from home, or not aligned with their values and culture. One answer to this challenge is to provide an education for native students on the reservation, where they can have the support of their community and the comforts of home.

At Lummi Nation, we know we have a responsibility to build our workforce and provide an education that is steeped in the values of our traditions and history. As a member of the larger community of Whatcom County and the Pacific Northwest, we’re also pleased to provide a degree to all students, regardless of whether they’re tribal members. We’ve done this, in part, by partnering with Western Washington University and Washington State University to provide an even broader learning experience for our students.

Our strong focus on education is why we’ve been able to grow a small school for hatchery technicians into a college that serves more than 1,000 people looking to further their education and careers. I would love to see the day when the college becomes Salish Sea University, flying a flag printed with the Lummi-invented reef net, where students from across the nation and world come to learn.

S. Dakota Republican accuses Common Core of contributing to Native American deaths

A South Dakota lawmaker made the bizarre claim on Tuesday that Common Core educational standards was partly to blame for a rash of deaths among Native Americans, Think Progress reported.

“We’ve buried eight kids down on that reservation in the last week,” state Rep. Elizabeth May (R) said. “We need to sit up and pay attention. I’m not naive enough to think the Common Core is what’s causing all of this, but it’s part of the effect. We’ve got teachers down there who have just quit teaching it.”

May did not mention any specific cases or even name which of the state’s nine reservations where these deaths occurred. She said she had spoken to an unidentified “Indian educator” who opposed Common Core but had not been able to discuss the issue with lawmakers.

Indian Country Today Media Network reported last week that five Oglala Sioux teenagers had committed suicide on the Pine Ridge Indian Reservation over the past two months. However, the curriculum was not cited as a possible reason for any of the deaths. Yvonne DeCory, who works with a tribal suicide prevention program, mentioned bullying, poverty and “tenuous family relationships” as factors.

“Being a teenager is hard,” DeCory said. “Being raised by your great-grandma because your parents aren’t around, that’s a hard life. You don’t stay young long on the reservation. You have to grow up pretty fast.”

May made her remarks as legislators debated revisiting a bill that would have repealed Common Core within the state. As MSNBC reported earlier in the day, the state spent $4 million to implement it and is slated to begin testing based on the standards next month. The bill had failed to advance in the House Education Committee a day earlier.

“This is a very emotional topic — especially for me,” May said. Despite her efforts, however, the effort to bring the bill back to the House floor was defeated.

UW Bothell empowers Native American students to plan for college

The University of Washington Bothell held its 3rd annual Reaching American Indian Nations (RAIN) event Friday, February 6. It was a day dedicated to preparing American Indian, Alaskan Native, and First Nations students with the tools necessary to access higher education. Students interacted with UW Bothell and Cascadia College students, staff and faculty, engaged with speakers, and participated in cultural and educational workshops.

Native high school students and faculty from Native American educational programs from all across Washington State were invited to attend RAIN 2015. Amongst those who attended were tribal students from Tulalip, Puyallup, Yakima, Port Gamble S’Klallam, La Conner, Central Kitsap, Edmonds Indian program, and representatives from Tacoma.

“We have created this culturally relevant event where we can bring amazing people out to speak on all the reasons you, as a Native American high school student, should go to college, and to explain why higher education is important as a Native American person. How can you use it to connect to your community or be more a part of your community or work for your community,” explains Rachael Meares, Native American Outreach Coordinator for UW Bothell. “We just hope that they get that idea here. It doesn’t matter if they want to attend this campus or another college. We invite Northwest Indian College out and we have Cascadia College here, so they can see their college options. We just want them to think about planning for college.”

This year’s RAIN attendance was by far the highest in its history. In 2013, the first year RAIN was held, only  Tulalip Heritage high school students were participants. The following year there were roughly 55-60 students from tribes all over the state. This year the attendance nearly doubled with an estimated 110 Native students participating.

The inspiration that led to UW Bothell creating RAIN three years ago happened right here on the Tulalip Reservation. It was during a routine admission workshop that Rachael Meares was undertaking at Tulalip Heritage High School that inspiration struck. The junior and senior high school students at Tulalip Heritage were so eager to participate in her workshop and to learn of the opportunities available at UW Bothell that Meares thought it would be really beneficial for the students to spend a day at the UW Bothell campus, participating in various workshops,  exploring and learning about the campus, and receiving an alternative college perspective that wouldn’t otherwise be available to them here on the reservation.

A few months later, the entire Tulalip Heritage High School student body, with chaperoning teachers, spent a day at the UW Bothell campus learning about the university and opportunities available only a short thirty minute drive south on I-5. That day marked the first culturally relevant outreach event for Native American students, which was given the name Reaching American Indian Nations, or more commonly referred to as RAIN. The next year Meares and her colleagues from the UW Bothell Division of Enrollment Management extended invites to Tulalip Heritage and other tribal schools across Washington. The event has continued to grow with an increasing number of tribal students attending and more workshops being offered.

“Before RAIN our Native American student admission numbers were like five, six, or ten some years. Now we have eighty-three Native American students enrolled and attending UW Bothell. Our Native American student population has grown a lot over the last few years and we want to continue building upon that momentum RAIN has given us,” states Meares, who also carries the title of Admissions Advisor and Recruiter for UW Bothell.

At this year’s RAIN event the keynote speaker was the Executive Director of Chief Seattle Club, and member of the Pawnee tribe, Colleen Echohawk who gave a very passionate speech to her tribal student audience. Echohawk told her story of growing up in remote Alaska, not just living off the land but living with it, and how attending college opened up opportunities she had never imagined.

“Be brave, be strong, be bold and stay connected. You are the indigenous voice and are on a hero’s journey,” Echohawk said to the tribal students in their pursuit of higher education. “We are not just surviving, we are thriving.”

After a light breakfast, introductions of the coordinating event staff, and the keynote speech, the students chose two out of five available on-site workshops to attend. Keeping the idea of cultural relevancy in play, each workshop was specifically tailored to the Native American student pursuing higher education. The workshops were also led by a Native American staff members of UW Bothell.

“Paying for College” Financial Aid and Funding Resources workshop was led by Danette Iyall (Nez Perce), Director of Financial Aid. This workshop provided a unique opportunity for the students to meet with UW Bothell’s Director of Financial Aid to learn about the many ways to fund their education through grants, scholarships, loans and more. Students were introduced to the FAFSA as well as University funding resources such as the Husky Promise.

“Airplanes” Opportunities at Boeing workshop was led by Dr. Deanna Kennedy (Cherokee), UW Bothell Assistant Professor. This workshop allowing the tribal students to experience the interactive UW Bothell student classroom. Students got a feel of the UW Bothell classroom lecture about Boeing productions processes and learned first-hand about academic approaches in the School of Business and career pathways.

“Pathways to College” was led by Sara Gomez Taylor, Cascadia College Outreach Specialist. Students learned about the admissions process and the vast opportunities for academic growth from representatives from three college settings; 2-year institution, 4-year institution, and Tribal College.

UW Bothell Wetlands Tour was led by Alice Tsoodle (Kiowa), Islandwood Instructor and UW Bothell Alum. Students learned about the restoration design and how the campus and students have influenced the UW Bothell ecosystem. Participants left with a better understanding of how this campus resource is used in the classroom.

The fifth workshop offered was the Campus Tour led by current UW Bothell students. The campus visitors got to see all that UW Bothell has to offer thought current student perspective; classrooms, café’s, housing, sports field, library, and much more. A highlight of the campus tour was a walkthrough of the 3-story high student library. The UW Bothell student library features Native American artwork from tribal artists near and far. For the students participating in the tour they were happy to see artwork from their culture being so stunningly displayed throughout the campus library.

Among the tribal student attendees was Oceana Alday, Tulalip tribal member and current senior at Marysville Getchell High School. She is also a Running Start student in her 3rd quarter at Northwest Indian College. Alday expressed her enthusiasm for RAIN and hopes more Tulalip high school students attend in the future.

“Attending RAIN, I think Tulalip high school students could learn that there are college alternatives other than attending EvCC or NWIC,” says Alday. “They can consider their options at UW Bothell and Cascadia College. We have a few tribal members who attend UW and WSU, so I think they can see other options besides those close to the reservation.”

Secretary Jewell to Kick Off Native Youth Listening Tour

Obama Administration Officials to meet with young people across Indian Country to better understand and act on unique challenges facing Native Youth 

WASHINGTON, D.C. – As part of President Obama’s Generation Indigenous (“Gen-I”) initiative to remove barriers standing between Native youth and their opportunity to succeed, U.S. Interior Secretary Sally Jewell will kick off the Obama Administration Native Youth Listening Tour tomorrow, Tuesday, February 10, in the Phoenix, Arizona area with tribal visits and student discussions at Salt River Elementary and Gila River Crossing Community Schools.

During the sixth White House Tribal Nations Conference, President Obama announced that members of his Cabinet would visit Indian Country to hear directly from Native youth on how to bolster federal policies to help improve the lives and opportunities for the next generation of Indian Country. Over the coming year, Obama Administration Cabinet Secretaries will hold listening sessions with native youth across the country.

As part of her visit with the Salt River Pima-Maricopa Indian Community, Secretary Jewell will learn about the tribe’s Family Advocacy Center which follows a ‘co-location’ model for social services, such as counseling, law enforcement and other professional social services. The Center serves as a national model for taking a ‘whole-of-child’ approach to youth and social services.

At the Gila River Crossing Community School, Secretary Jewell will meet with students who are part of Akimel O’odham/Pee-Posh Youth Council, an active and well-established youth council that has served to provide an avenue for empowerment and mutual support for native youth within the community.

According to a recent White House report, nearly half of Native American people (42 percent) are under the age of 24; more than one-third of Native children live in poverty; and Native youth have the lowest high school graduation rate of students across all schools.

After conversations with the Native American Parent Committee, a more than 20-year-old policy at Grand Forks Public Schools is changing and Native American students will be allowed to wear eagle feathers on their graduation tassels.

“We are in unanimous consensus that our district’s high schools will allow Native American students, who have earned the eagle feather honor, to wear their eagle feather attached to their cap’s tassel during high school graduation ceremonies,” says a letter to the committee from Dr. Larry P. Nybladh, superintendent of schools.

The social media world was happy about the change in policy as well. Leah Thaldorf @leahjoy0523said: “Thank you GF public schools for being willing to learn about why eagle feathers are sacred and a cultural right #LetTheFeathersFly.”

Others were proud of the Natives who stood up and made it happen. Dani @xodanix3said: “#LetTheFeathersFly is another example of Natives making things happen. When you stand up for what you believe, you can make change.”

In his letter, Nybladh even commented about the learning process. “The input received during the Native American Parent Committee meeting on January 14, 2015, regarding the sacred history, symbolism, and origin of the eagle feather is useful. In a follow-up meeting with my administrative staff who were in attendance at the meeting, I understand the meeting was an opportunity for constructive and meaningful dialogue.”

Before the decision was even made Tracy Jentz, Grand Forks Public Schools Communications Coordinator, told ICTMN that the “administration has a greater understanding of the eagle feather” after meeting with the committee. She said the meeting was “very informative” and that the parent committee provided information “about the significance and history of the eagle feather” that administrators had not been aware of before.

Other Twitter users thanked the school for the change. Twyla @Indigeniasaid: “As a former long-time resident of GF, I commend the @GFPublicSchoolsfor their decision. #RightSideOfHistory #LetTheFeathersFly.”

Feds accuse 15 people of stealing Yakama Nation scholarship funds

TOPPENISH, Wash. — Fifteen people, including an interim manager and former manager, are facing federal charges for allegedly stealing $179,000 worth of scholarships from the Yakama Nation Higher Education Program.

The suspects were awarded a total of 67 checks ranging from $1,000 to $6,500 for studies at colleges and universities that reported the students had never enrolled or completed coursework, according to the indictments handed down in U.S. District Court in Yakima.

According to investigators, the fraudulent scholarship applications were submitted between 2009 and 2012.

The tribe’s higher education program administered both federal Bureau of Indian Affairs student assistance funding and the tribe’s own scholarship program. Estimates of how much money was available for scholarships through the program each year was not available Wednesday.

Calls to the Yakama Nation Tribal Council requesting comment were not returned.

FBI agents and Yakama Nation police arrested 11 people on Tuesday, said Ayn Dietrich, an FBI spokeswoman in Seattle. They made court appearances in Yakima on Tuesday.

Those not arrested were expected to report to court this week, Dietrich said.

Among those indicted were Priscilla Marie Gardee, interim manager of the program, and Delford Neaman, former manager. Also indicted were Phillip Stevens, Anthony Linn Gardee, Sophia Leta Gardee, Tamera Jean Gardee, Latonia Wheeler, Cynthia A. Arthur, Crystal L. Miller, Arnetta Amy Blodgett, Brycene Allen Neaman, Gilbert Onepennee, Odessa P. Johnson, Phillip A. Burdeau Sr. and Susan Aleck.

According to program documentation from 2013, scholarship funding was to go to Yakama students attending a college or university full time. Awards were granted at the rate of $1,500 per academic year for undergraduate students and $3,000 a year for graduate students. Students who withdrew from school were required to refund their scholarships.

What is Na-ha-shnee? Na-ha-shnee is a 12 day summer program designed to encourage Native American and Alaska Native students to pursue health science degrees and health-related careers. The program is held on the WSU Spokane Campus & housing is in nearby dorms.

Who should apply? Native American and Alaska Native students that are currently in 9th, 10th, or 11th grade. Applicants should have a GPA of 3.0 or above and an interest in health science careers (nursing, medical research, nutrition, physical therapy, medicine, pharmacy, etc.) This year we will be selecting 25 students to attend Na-ha-shnee.

Become a WSU Snohomish County Extension Beach Watcher

 

 

Do you love to spend time at the beach?   Do you want to craft your own volunteer experience?  Then become a WSU Snohomish County Extension Beach Watcher. Receive in-depth training and help protect Puget Sound’s waters, wildlife and landscape through education, research and stewardship.

Receive 80 hours of intensive core training by local experts in classrooms and in field locations and 20 hours of experiential training. Then, continue learning while volunteering at least 100 hours over two years on education, research or restoration projects that you select. Projects range from doing low-tide education at beaches to fish egg sampling to newsletter article writing. You can join a team or work on your own. You are also welcome to bring your own ideas!

The core training will be offered every Friday between April 3 – May 16 AND September 11 – October 16 from 9 AM – 3:30 PM.  The training is based out of McCollum Park, 600 128th St. SE, Everett and there is a $35 materials fee (waivers available).  Applications are due on March 13, however we will begin reviewing them as they are received, so don’t wait to get your applications in!
